Located: 1945 Little Peconic Bay Lane, Southold. SCTM#90-1-13 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that due to the proposed location of the structure in Flood Zone X~ purposed location of the sanitary system 105 feet from the wetland boundary~ proposed drywells and pervious driveway~ the establishment of a limit of clearing and ground disturbance buffer adiacent to the wetland boundary and lot configuration and size it is my determination that the proposed action furthers the policies to the greatest extent practical and therefore is CONSISTENT with the denoted following Policy Standards and CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Town of Southold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). If any question in Section C on this form is answered "yes", then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a determination that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions, lfan action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation criteria. [] Yes [] No [] Not Applicable As indicated within Policy 1, "Development that does not reinforce the traditional land use oattern of the Town of Southold would result in a loss af the community and landscape character et Southold.', this project is a proposal to develop a vacant parcel in an almost entirely develooed neiahborhood. The proposal, as desifzjned, will not result in any adverse effects to the surroundina environment in that the project will be situated as far landward as possible without requiringl a Zonina Variance. and will be served by a coded sanitary system. Aglain, the surroundin~J nei.qhborhood is comorised of older residential dwellin.qs which have existed harmoniously within this area for years and have not resulted in any form of adverse effects to the surroundinq environment. Scenic resources, presumably views of West Lake, are not in jeopardy because of the aforementioned ve.qetation, and the lack of any existinq lines of si~lht from the west side of Little Peconic Bay Lane. In addition, the neiahborhood itself is comlDrised of similarly sized properties, improved similarly to that which is proposed for many years, and which also has not resulted in any form of adverse impacts to the surrounding1 area. Furthermore, this policy could not preclude both the le~lal creation of this property as a buildin.q lot, or the proposed structures thereon, which are prooosed as far from West Lake as Possible without reauiringJ a Zoninq Variance. Minimize loss of life, structures, and natural resources from flooding and erosion. The shoreline of the subject parcel is substantially veqetated thereby limitingt erosion potential.
