NARROW RIVER MARINA C/O FRED DACIMO requests a Wetland Permit & Coastal Erosion
Permit to remove 466' of existing bulkhead and replace in-place using C-Loc 4500 vinyl sheathing.
Located: 5520 Narrow River Rd., Orient. SCTM#27-2-4
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
exempt from review pursuant to Chapter 268-3, Exempt Minor Actions, item B which states.
"Replacement, rehabilitation or reconstruction of a structure or facility, in kind, on the same site,
including upgrading buildings to meet building or fire codes, except for structures in areas designated
t~y the Coastal Erosion Hazard grea (CEHA) law where structures may not be replaced, rehabilitated or
reconstructed without a permit".
It is recommended that a silt boom be installed during reconstruction of the bulkhead pursuant
to:
§275-11. Construction attd operation standards.
A. General. The following standards are required for all operations within the jarisdiction of the
Trustees:
(2) Erosion control Installation of an erosion control structure is necessary during arty building,
grading, landscaping or site work activity within Trnsteejurisdiction. This structure may include, but
is not limited to, installation ora silt fence, hay bales, wood chip bernl attd silt booms. Tbe placeotent
of the erosion control structure(s) shall be determined by the Trustees or their designee. Ail inter-tidal
construction and excavation requires the installation of a silt boom that will retain ail suspended
sediments within the immediate project area.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

Policy 1.
COAST POLZCTES
Foster a pattern of development in the Town of Southold that enhances community
character, preserves open space, makes efficient uso of infrastructure, makes beneficial
uso of a coastal iocetion, and minimizes adverse effects of development.
This is a waterfront piece of property that is presently bulkheaded. The bulkhead is failing and needs
to be reconstructed. There will be no increased development and our proposal is an effort to
maintain existing structures.
Policy 2
Presorve historic resources of the Town of Southold.
This property has no significant historic resources.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southold.
The bulkhead at this location is existing. The present condition of this bulkhead is showing its age by
presenting holes in the sheathing and leaking of backfill. A new bulkhead is just an attempt of the
property owner to maintain her property. All structures are existing so the visual quality and scenic
resources will remain the same.
NATURAL COAST POLICTES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland property. The new bulkhead will not increase
flooding or erosion in this area.
Policy 5
Protect and improve water quality and supply in the Town of Southold.
This proposal will not have any impact on the water quality and supply of the Town of Southold.
Policy 6
Protect and restore the quality and function of the Town of Southold's ecosystem.
This proposal will not have any impact on the Town of Southold's ecosystem.

This proposal will not have any impact on the air quality of the Town of Southold.

PUBLIC COAST POLICIES

Our proposal will not limit public access to the coastal waters or public resources of the Town of
Southold. There is a bulkhead presently existing and we are proposing for in-place construction.
WORK/NG COAST POLICZES
Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of new water-
dependent uses in suitable locations.
Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and
is unsafe. The construction of a new bulkhead in its place will allow the property owners to continue
to use this properly to service and berth boats.

Promote sustainable use of living marine resources in the Town of Southold.
This proposal will have no impact on the marine resources in the Town of Southold. There will be a
slightly disturbance in the area when removing the existing bulkhead. This area will quickly re-
establish itself within a few months. The new bulkhead is expected to last 30+ years.

Protect agricultural lands in the Town of Southold.
This proposal has no impact on the agricultural lands in the Town of Southold.
Policy 13 Promote appropriabe use and development of energy and mineral resources.
This proposal has no influence on the development of energy and mineral resources.
