Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.

DEVELOPED COAST POLICY
Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation
criteria.

The instant proposal is consistent with the policy in that the siting and utilization of the improved erosion -
control facilities li.e. bulkhead and stone armor) and bluff stairway will maintain the character of the
surroundinq neiglhborhood, which currently consists of other similarly improved lots with similar accessory
structures li.e. bulkheads, stone revetments and stairways). In addition, subject parcel will be in harmony
with this "...beneficial use of a coastal location..." in that the subject waterfront lot will be enhanced and
improved by the installation of the proposed revetment measures in order to control erosion alongl tho
situate shoreline. The instant proposal will also "...minimize the adverse effects of development" in that the
proposed construction is situated above the hiqh water mark and utilization of siltation fencinf::l and hay
bales will reduce the impact caused by the project. Accordinfzlly, we feel that the instant proposal
complies with Policy 1.

Subiect proposal will not adversely impact the visual quality of the surroundinq area in that the proposal is
to install a bulkhead with stone revetment and bluff stairway alonf:l the situate shoreline of the subject
parcel. The surroundinq area is currently comprised of properties impraved with similar appurtenances li.e.
stone revetments, bulkheads and bluff stairways) of similar size and scope. Scenic resources, assumedlv
views of Lonq Island Sound, are not at risk because the proposed revetment is situated at the toe of a
substantial bluff will not block any views of said resaurce. In addition, stone revetments, alon~1 with
bulkheads and bluff stairways, are an inteqral part of the Southold Shoreline and do nat ne.qatively impact
scenic resources. Therefore, we feel that the instant proposal complies with Policy 3.

NATURAL COAST POLICIES
Policy 4. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP
Section III - Policies Pages 8 through 16 for evaluation criteria

Subject proposal will fully comply with this Policy in that the proposed stone revetment and bulkhead is
specifically desi~lned to minimize and/or prevent loss of life, structures and natural resources from floodina
and erosian. In addition, the proposed canstruction above the hiqh water mark, rather than construction
within the area of narmal tide fluctuations, will help to "manaqe naviqation infrastructure to limit adverse
impacts on coastal processes" by drastically reducinq the amount of siltation caused by the protect and
thereby limitinf:l impacts to the navigation of Lanq island Sound. In addition, the ProPosed stairway will
pravide an un-invasive method of traversinq the situate bluff after installation. Therefore, we feel that the
instant proposal complies with Policy 4.

Subject proposal will maintain the quality of the surroundingl ecosystem in that the proposal is to simply
install a stone revetment, bulkhead and staircase. Structures of this type in and of themselves have not
been shown to adversely impact aquatic ecosystems. The proposed stone revetment and bulkhead will
prevent any further erosion to the property, thereby preventincl any upland soils from enterinq Long Island
Sound. The choice to construct above the hiqh water mark, as appose to construction within the area of
normal tidal fluctuations, will further "protect and restore ecoloqical quality..." by limitinq the amount of
siltation caused by the instant proposal. Therefore, we feel that the proposal fully complies with Policy 6.
