The proposed revetment will be backfilled with approx. 1041 cy. of clean sand and planted with Cape American Beach Grass plugs installed 1' on center. Located: 950 Blue Marlin Dr., Southold. SCTM#57-1-31 Aerial photos indicate that the property is subject to erosion and a loss of upland property has occurred. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my reconunendation that the proposed action is CONSISTENT with the following Policy Standards and therefore is CONSISTENT with the LWRP. To further sub-policy 4.1; it is recommended that the applicant incorporate "practical vegetation methods" in the design of the structure. Policy Standards 4.1 Minimize losses of human life and structures from flooding and erosion hazards. The following management measures to minimize losses of human life and structures from flooding and erosion hazards are suggested: ~s'e hard strucl~wal erosion prolection measures .ibr control Qf erosion onl)' where: Construction of a hard structure is the only practical design consideration and is essential to protecting the principal use. The proposed hard structural erosion protection measures are: a, limited to the minimum scale necessary b. based on sound engineering practices Practical vegetative methods have been included in the proiect _d_...esign and implementation. Adequate mitigation is provided and maintained to ensure that there is no adverse impact to a4iacent property or to natural coastal processes and natural resources and, if undertaken by a private property owner, does not incur significant direct or indirect public costs. INSTRUCTIONS All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. Before answering the questions in Section C, the preparer of this form should review the exempt min~on list, policies and explanations of each policy contained in the Town of Southold Local Wateff~4~t Revitalization Program. A proposed action will be evaluated as to its significant benefic{a~ and adverse effects upon the coastal area (which includes all of Southold Town). If any quqstion in Section C on this form is answered "yes", then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the!action should be analyzed in more detail and, if necessary, modified prior to making a Omtermim4tion that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions. If an action cannot be certified as consistent with the LWRP policy standards and conditions, it shall not be undertaken. Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. See LVOtP Section III - Policies; Page 2 for evaluation criteria. [] Yes [] No [] Not Applicable The instant proposal is consistent with the policy in that the sitinq and utilization of the improved erosion - central facilities (i.e. stone revetment) will maintain the character of the surroundinq neif:thborhood, which currently consists of other similarly improved lots with similar accessory structures (i.e. bulkheads and stone revetments). In addition, subject parcel will be in harmony with this "...beneficial use of a coastal location..." in that the subject waterfront lot will be enhanced and improved bv the installation of the proposed stone revetment in order to control erosion alonq the situate shoreline. The instant proposal will also "...minimize the adverse effects of develapment" in that the propased construction is situated above the hiClh water mark and utilization of siltation fencinq and hay bales will reduce the imDact caused by the proiect. Accordinqly, we feel that the instant proposal complies with Policy 1. Attach additional sheets if necessary Policy 2. The surroundina area is currently comprised of properties improved with similar appurtenances (i.e. stone revetments) of similar size and scope. Scenic resources, assumedly views of Shelter Island Sound, are not at risk because the proposed revetment will not block any views of said resource. In addition, stone and vegtetatJve revetments, alonq with bulkheads, are an inteclral part of the Southold Shoreline and do not negatively impact scenic resources. Therefore, we feel that the instant proposal complies with Policy 3. Attach additional sheets if necessary NATURAL COAST POLICIES Policy 4. In addition, the proposed construction above the hiqh water mark, rather than construction within the area of normal tide fluctuations, will help to "manaqe naviqafion infrastructure to limit adverse impacts on coastal processes" by drastically reducingl the amount of siltation caused by the project and thereby limitin.q impacts to the navi.qation of Shelter island Sound. The choice to construct above the hi.qh water mark, as appose to construction within the area of normal tidal fluctuations, will further "protect and restore ecoloqical quality...' by limitinq the amount of siltation caused bv the instant proposal. Therefore, we feel that the proposal fully complies with Policy 6. Attach additional sheets if necessary Policy 7. Protect and improve air quality in the Town of Southold.
