Located: 4299 New Suffolk Rd., New Suffolk. SCTM#110-8-33.1 Aerial photos indicate that the property is subject to erosion and a loss of uptand property has occurred. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the following Policy Standards and therefore is CONSISTENT with the To further sub-policy 4.1; it is recommended that the applicant incorporate "practical vegetation methods" in the design of the structure. Policy Standards 4.1 Minimize losses of human life and structures from flooding and erosion hazards. The following management measures to minimize losses of human life and structures fi.om flooding and erosion hazards are suggested: Use hard structural erosion protection measures for control of erosion only where: Construction of a hard structure is the only practical desi..~ consideration and is essential to protecting the principal use. The proposed hard structural erosion protection measures are: a. limited to the minimum scale necessary b. based on sound engineering practices Practical vegetative methods have been included in the project design and implementation. Adequate mitigation is provided and maintained to ensure that there is no adverse impact to adjacent property or to natural coastal processes and natural resources and, if undertaken by a private property owner, does not incur significant direct or indirect public costs. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. DEVELOPED COAST POLTCZES Policy 1 Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient uso of infrastructure, makes beneficial uso of a coastal location, and minimizes adverse effects of development. The purpose of our proposal is to stabilize the eroding bluff. The project IocaUon endures extreme storm surges and the property is eroding make the area unstable and difficult to access the water area. Policy 2 Preserve historic resources of the Town of Southold, Our project does not involve any historic resources of the Town of Southold. Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold. The addition of the rock will not decrease the visual quality or scenic resource of the Town of Southold. The appearance of a rock revetment is much more attractive than a vinyl bulkhead, The rock revetment will produce a uniform and clean look to the shoreline which is now covered with fallen vegetation. NATURAL COAST POLICIE~ Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The rock revetment will not increase further erosion on the shoreline. The rock revetment will be located landward of the high water mark and will only be exposed during storm surges. Policy 5 Protect and improve water quality and supply in the Town of Southold. This proposal will have no effects on the water quality or supply in the Town of Southold. Policy 6 Protect and restore the quality and function of the Town of Southold's ecosystem. Our proposal will have no effect on the Town of Southold's ecosystem. All construction will be above the AHWM not within the intertidal area. Policy 7 Protoct and improve air quality in the Town of Southold. This proposal will have no effects on the air quality or supply in the Town of Southold. Policy 8 Minimize environmental degradation in the Town of Southold from solid waste and hazardous substances and wastes. Our proposal will not degrade the Town of Southold with solid waster or hazardous substances and wastes. Our proposal will not produce any solid waste and hazardous substances will not be involved in this project. PUBLZC COAST POL/CTES Policy g Provide for public access to, and recreational uso of, coastal waters, public lands, and public resources of the Town of Southold. The additional of the rock will not impede public access along the beach. There will still be plenty of room for pedestrians to pass. It is our client's intention to maintain her property and stabilize this bluff. If the bluff erodes it will be more difficult for the upland property owners to access the water from this location. Policy 11 Promote sustainable use of living marine resources in the Town of Southold. All proposed work will take place landward of the AHWM. There will be no effects of the use of living marine resources, Policy 12 Protect agricultural lands in the Town of Southold. This proposal will have no effects on the agricultural lands in the Town of Southold, Policy 13 Promote appropriate use and development of energy and mineral resources.
