Request for Wetland Permit for Carriage Hill Associates
SCTM #99-4-4
CARRIAGE HILL ASSOCIATES, INC. requests a Wetland Permit to reconstruct the existing
200' steel bulkhead using vinyl sheathing immediately landward and adjacent to the existing
bulkhead. A 30' new bulkhead return is proposed at the west end and an 18' bulkhead return is
proposed at the east end and both returns are proposed to be constructed utilizing vinyl
sheathing. Approx. 70 cy. of clean fill from an upland source is proposed behind the
reconstructed bulkhead and bulkhead return at the east end. Approx. 8,225 sf. of area is proposed
to be dredged to a depth of(4.0) below MLW and 1,300 cy. of dredged material is proposed to
be removed by clamshell dredge or equivalent. Dredged material to be placed on site (landward
of bulkhead) to dry then removed off site. Located: 775 Naugles Dr., Mattituck. SCTM#99-4-4
The in-kind replacement of and/or removal and disposal of existing bulkhead and dredging is an
exempt Minor Action and not subject to LWRP review pursuant to Chapter 268-3; Items A and
B of the Town of Southold Town Code.
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation
that the proposed action is exempt from review pursuant to Chapter 268-3, Exempt Minor
Actions, item B which states:
"Replacement, rehabilitation or reconstruction of a structure or facility, in kind, on the same
site, including upgrading buildings to meet building or fire codes, except for structures in areas
designated by the Coastal Erosion Hazard Area (CEHA) law where structures may not be
replaced, rehabilitated or reconstructed without a permit".
Additionally~ if the action is approved and to further Policy 5: Protect and Improve Water
quality in the Town of Southold:
1. Require a silt boom during dredging and construction operations.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.

2. Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to mak~g a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as cons/stent with the LWRP policy
standards and conditions, it shall not be undertaken.

Carriage Hill Associates - Mattituck
Project Description:
The applicant proposes to reconstruct the existing bulkhead and maintenance
dredge the adjacent area of Mattituck Creek. The existing 200 linear feet of steel
bulkhead is proposed to be reconstructed immediately landward and adjacent to the
existing bulkhead utilizing vinyl sheathing A 30' new bulkhead return is proposed at the
west end and an 18' bulkhead return is proposed at the east end, both returns are
proposed to be constructed utilizing vinyl sheathing. 70+/- cubic yards of clean fill from
an upland source is proposed behind the reconstructed bulkhead and bulkhead return at
the east end.
Approximately 8,225 s.f. of area is proposed to be dredged to a depth of (-4.0)
below Mean Low Water. 1,300 cubic yards of dredged material is proposed to be
removed via clamshell dredge or equivalent. Dredged material is proposed to be placed
on site (landward of bulkhead) to dry and then removed offsite.
