A 30' new bulkhead return is proposed at the west end and an 18' bulkhead return is proposed at the east end and both returns are proposed to be constructed utilizing vinyl sheathing. Approx. 70 cy. of clean fill from an upland source is proposed behind the reconstructed bulkhead and bulkhead return at the east end. Approx. 8,225 sf. of area is proposed to be dredged to a depth of(4.0) below MLW and 1,300 cy. of dredged material is proposed to be removed by clamshell dredge or equivalent. Dredged material to be placed on site (landward of bulkhead) to dry then removed off site. Located: 775 Naugles Dr., Mattituck. SCTM#99-4-4 The in-kind replacement of and/or removal and disposal of existing bulkhead and dredging is an exempt Minor Action and not subject to LWRP review pursuant to Chapter 268-3; Items A and B of the Town of Southold Town Code. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is exempt from review pursuant to Chapter 268-3, Exempt Minor Actions, item B which states: "Replacement, rehabilitation or reconstruction of a structure or facility, in kind, on the same site, including upgrading buildings to meet building or fire codes, except for structures in areas designated by the Coastal Erosion Hazard Area (CEHA) law where structures may not be replaced, rehabilitated or reconstructed without a permit". Additionally~ if the action is approved and to further Policy 5: Protect and Improve Water quality in the Town of Southold: 1. Require a silt boom during dredging and construction operations. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Carriage Hill Associates - Mattituck Project Description: The applicant proposes to reconstruct the existing bulkhead and maintenance dredge the adjacent area of Mattituck Creek. The existing 200 linear feet of steel bulkhead is proposed to be reconstructed immediately landward and adjacent to the existing bulkhead utilizing vinyl sheathing A 30' new bulkhead return is proposed at the west end and an 18' bulkhead return is proposed at the east end, both returns are proposed to be constructed utilizing vinyl sheathing. 70+/- cubic yards of clean fill from an upland source is proposed behind the reconstructed bulkhead and bulkhead return at the east end.
