Construct 270'+/- of new pre-cast retaining walls immediately in front of existing timber retaining walls. Backfill areas between old and new retaining walls with clean trucked-in stone and topsoil (approx. 25 cy.). Replace brick driveway as required. Located: 2699 Laurel Way, Laurel. SCTM#121-4~12.2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Town of Southold A. Construct 270' of new pre-cast retaining walls immediately in front of existing timber bulkhead. Backfill areas between old and new retaining walls with clean trucked in stone and topsoil. Replace brick driveway as required. DEVELOPED COAST pOI TCZES Policy I Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient uso of infrastructure, makes beneficial uso of a coastal location, and minimizes adverse effects of development. Although this is a waterfront piece of property, the proposed retaining wall is along the driveway and the side of the house and not along the shoreline. The closest the retaining wall is to the shoreline is approximately ~0' which lies in the Trustees jurisdiction. Policy 2 Preserve historic resources of the Town of Southold. This property has no significant historic resources. Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold. There is an existing timber retaining wall which is falling. The new retaining wall will be much more aesthetically pleasing than what is presently there. The location of the retaining wall is on the side of the house. NATURAL COAST POL/CIES Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The retaining walls are needed to support the existing, failing timber retaining wall. Should the retaining wall be allowed to fail, the driveway area will erode to a point of being unusable and unsafe. Policy 5 Protect and improve water quality and supply in the Town of Southold. This proposal will not have any impact on the water quality and supply of the Town of Southold. Policy 6 Protect and restere the quality and function of the Town of Southold's ecosystem. This proposal will not have any impact on the Town of Southold's ecosystem. Policy 7 Protect and improve air quality in the Town of Southold. This proposal will not have any impact on the air quality of the Town of Southold. Policy 8 Minimize environmental degradation in the Town of Southold from solid waste and hazardous substances and wastes. This proposal will not degrade the environment with solid waste or hazardous substances. PUBLIC COAST POLICIES Policy 9 Provide for public access to, and recreational uso of, coastal waters, public lands, and public resources of the Town of Southold. Our proposal will not limit public access to the coastal waters or public resources of the Town of Southold. The retaining walls are on private property and does not impede onto publicly owned property. WORKING COAST POLICIES Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of now water- dependent uses in suitable locations. Our proposal will not have any affect on the Town of Southold's water-dependent uses. The location of the retaining walls is approximataly ~t0' from the water.
