Proposed Wetland Permit for GEORGE KOCH
SCTM#1000-31 - 18-6
GEORGE KOCH requests a Wetland Permit to remove 40' of existing south railing and 33' of
existing east railing; remove 40' of south bulkhead face pilings and 33' of east bulkhead face
pilings; construct 40' of new south bulkhead and 33' of new east bulkhead immediately in front
of existing bulkheads; fill void between new and existing sheathing with clean trucked-in sand
(approx. 8 cy.); re-install existing railings on new bulkhead and repair as required. Install new
wood decking to match existing as required. Located: 270 Rabbit Lane, East Marion. SCTM#31-
18-6
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation
that the proposed action is CONSISTENT with the Policy Standards and therefore is
CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.

assessment is intended to supplement other information used by a Town of Southold agency m
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
2 Before answering the questions in Section 4, the preparer of this form should review the exempt
minor action list, policies and explanations of each po!icy contained in the Town of Southold kocal
Waterfi-ont Revitalization Program. A proposed action will' be evaluated as to its signific~t
beneficial and adverse &ffects upon the coastal area (which includes all of Southold To;~m).
3. If' any question in Section C on this 'form is answered "yes", then the proposed action may affect the
achievement of the LW:RP ~olicy standards and conditions contained in the consistency review lax~
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP poIicx
standards and conditions. If an action cannot be certified as consistent with the LW-RP polici
standards and conditions, it shall not be undertaken.

The existing bulkhead on this property is beginning to fail, The owner is making an effort to maintain
his property so that the integrity of this structure is maintained for safety purposes. There is no
increase in development in this residential area and our proposal will not adversely effect the
character or community of Southoid Town.

Preserve historic resources of the Tow~ of Southold.
This property has no significant historic resources.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southoid.
The bulkhead at this location is existing. The present condition of this bulkhead is becoming unstable
threatening the integrity of the upland property. A new bulkhead is just an attempt of the upland
property owner to maintain his property. There is an existing bulkhead so the visual quality and
scenic resources will remain the same.

The existing bulkhead is needed to protect the upland properb/. The new bulkhead wilt not increase
flooding or erosion in this area,

Our proposal will not limit public access to the coastal waters or public resources of the Town of
Southold. There is a bulkhead presently existing and we are proposing to construct a new bulkhead
immediately in front of the existing bulkhead. This structure will extend no more than 15" seaward
of the existing bulkhead,

WORKING COAST
Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of new water-
dependent uses in suitable locations.
Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and
is unsafe. This property is used by the upland property owners to engage in water dependent
activities such as boating, fishing and swimming. These activities will continue at this site.
Policy 11
Promote sustainable use of living marine resources in the Town of Southold.
During the initial construction there will be a slight disturbance. Once construction is complete, the
area wilt be allowed to m-establish itself which wilt take normally one complete season. Our proposal
wilt not impair the marine environment after construction. There are no vegetative wetlands in this
area.

Protect agricultural lands in the Town of Southold.
This proposal has no impact on the agricultural lands in the Town of Southotd.
