INSTRUCTIONS 1. ,LWRP CONSISTENCY ASSESSMENT FORM All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that arc subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Permits and other ministerial permits not located within the Coastal Erosion Hazard Area. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and e~planations of each policy contained in the Town of Southold Local Waterfront Revitalization Program.. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). It-any question in Section C on this form is answered "yes", then the proposed action may affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a determination that it is consistent to the maximum extent practicable with the LWRP policy standards and conditions. If an action cannot be certified as consistent with the LWRP policy standards and conditions, jt shall not be undertaken. The project envisions the expansion of the existing convenience store and addition of an automatic car wash to the gasoline station. Figure I shows the location of the project site and Figure 2 shows the boundaries of the property and the adjacent roadway network. Our examination was performed to evaluate the potential traffic impact of the proposed development, including trip generation, access, roadway capacity and safety. During the course of the study, the following specific work tasks were performed: I. Several personal visits to the site to attest to our observations of existing traffic movements at various times of the day and under different conditions. 2. Collection and analysis of existing traffic data as available from the Town of Southold, New York State Department of Transportation and the files of Dunn Engineering Associates. 3. Estimates ofthe additional traffic that will be generated by the proposed project. These estimates were based on information provided in the latest (7th) edition of the report Trip Generation, published by the Institute of Transportation Engineers. Intersection capacity analyses was performed at the intersection of Main Road at Factory Avenue and Factory Avenue at the site access driveway for the following scenarios: a. 2008 No-Build Traffic b. 2008 Build Traffic 5. Examination of access to and from the site and the parking area from the standpoint of location and design. 6. Evaluation of the geometric features of the proposed queue storage area. 7. Preparation of a letter report setting forth our findings and conclusions. The following sections present the results of our efforts in this regard. Existing Conditions As previously stated, the site is located on the northeast comer of NYS Route 25, Main Road, at Factory Avenue, in Mattituck. The gas station is surrounded on two sides by a shopping center. At present, the site contains a gas station with eight fueling stations, two service bays that are currently unused, and a small convenience store. The site has access to both NYS Route 25 and to Factory Avenue. There is one existing driveway on Factory Avenue and two on Main Road. In order to determine the amount of traffic being generated by the existing use of the site, traffic counts were performed at the three existing site driveways during the weekday 7:00 to 9:00 AM and 4:00 to 6:00 PM peak periods, and during the Saturday Midday peak period. The results of these traffic counts are presented in Table 1. As can be seen, the weekday AM peak hour occurs between 7:00 an 8:00 AM, when 28 vehicles entered the site and 30 vehicles left the site, and the weekday PM peak hour occurred between 4:00 and 5:00 PM, when 32 vehicles entered the site and 33 left the site. On Saturday, 53 vehicles entered the site and 46 velticles left the site during the peak hour, which occurred between 1:00 and 2:00 PM. Although NYS Route 25 extends the entire length of Long Island, it serves as Main Street for many of the commnnities along the north fork of Long Island, including Mattitnck. Near the site of the proposed development, Main Road provides one lane in each direction, flanked by shoulders, with additional turning lanes at major intersections. The posted speed limit is 35 mph. Development along Main Road near the site is primarily commercial. According to information provided by New York State Department of Transportation, the Average Annual Daily Traffic (AADT) on Main Road in Mattituck in 2004 was 12849 vehicles per day. Note that AADT is a transportation engineering and planning term defined as the average traffic volume at a given location on any day of the year, including weekends, and is not utilized in detailed analyses. The intersection of NYS Route 25 at Factory Avenue is controlled by a traffic signal that is maintained by NYSDOT. This signal also controls the northbound approach of Sigsbee Avenue, which is off-set to the ,,vest from Factory Avenue. Factory Avenue forms an acute angle with Maine Road, as it is skewed to the northeast. The very tight turning radius presents difficulties for vehicles turning fi'om westbound Main Road onto northbound Factory Avenue, particularly trucks. Future Site Trip Generation The current site plan for the proposed development envisions the expansion of the existing small convenience store, and the addition of an automated car wash to the site. The eight fueling stations will be retained, and the service bays will be removed. Information contained in the report "Trip Generation", 7th Edition, published by the Institute of Transportation Engineers, was consulted to estimate the number of new trips expected to be generated by the proposed project. Under Land Use Code 948, Automated Car Wash, the ITE report presents data on trip making characteristics for a stand-alone car wash. Automated car washes are defined in the ITE report as "facilities that allow for the mechanical cleaning of the exterior of vehicles". Although, some of the sites in the ITE report provided auto detailing and other related services, only exterior cleaning is proposed at the site. No vacuuming or interior cleaning services are to be provided. The information in the report indicates that a car wash of the size proposed under this application might be expected to generate 18 new trips (9 entering and 9 exiting) during the weekday PM peak hour, and 22 new trips (11 entering and 11 exiting) during the Saturday Midday peak hour. However, the information in the report is based on studies conducted at one or two car washes, and the user is cautioned in its use due to the small sample size. In addition, no information is provided as to trip generation at car washes during the weekday AM peak hour. The ITE report also provides data regarding trip making at gas stations with convenience stores and car washes, under Land Use Code 946, Gasoline/Service Station with Convenience Market and Car Wash. Once again, under this Land Use Code, no data is presented for the Saturday peak hour. Therefore, it has been estimated for the purposes of this report that the new trips generated by the site during the Saturday midday peak hour will be proportional to the increase in trips during the other peak hour analyzed for this report. Based on this information, all the combined future uses on the Mr. Vivian Kamath November 2, 2007 Page 6 site would generate a total of 98 trips during the weekday AM peak hour, and 110 trips during the weekday PM peak hour. This represents an increase of 40 new trips in the AM and 38 during the weekday PM above the existing traffic. On Saturday, this methodology results in a total of 60 ncw trips, 32 entering and 28 exiting, which is considerably higher than the ITE report predicts that a new standalone automated car wash wonld generate, and is in fact greater than a new full service car wash would generate. It must be noted that information provided by the applicant regarding automated car washes indicted that the number of washes at automated car washes is between 25 and 50% of full service car washes. Therefore, use of this methodology results in an extremely conservative estimate of the traffic expected to be generated by the site. It should also be noted that not all the traffic visiting the car wash would be new traffic added to the roadway network. Rather, it is likely that some portion of the traffic would already be on the roadway network for another purpose, and will visit the car wash as part of that multipurpose trip. However, for the purposes of this report, it has been assumed that all the traffic visiting the proposed car wash would be new traffic, thereby supporting a conservative worst-case evaluation. This trip generation information is presented in Table 2. The site-generated traffic was then distributed on the new driveway configuration, mid on the roadway network. It has been assumed that the new site generated traffic ~vill have origins and destinations similar to the traffic already visiting the site. Note that the existing gas station traffic was also redistributed on the roadway network to reflect the new driveway configuration. The westerly driveway on Main Road is located less than 25 feet east of Factory Avenue. The driveway on Factory Avenue is located less than 50 feet north of Main Road and less than 20 feet north of the stop line for southbound traffic at the intersection of Main Road at Factory Avenue. In keeping with good access management practices and in conformance with NYSDOT's policy regarding driveways on State highways, the westernmost driveway on Main Road will be eliminated. The remaining driveway on Main Road will be configured to allow for right tums only into and out of the site. Left and right turns into and out of the site will be permitted at the driveway on Factory Avenue. Note also that car wash patrons will have access only to Factory Avenue and no internal access to the car wash will be possible from the fueling area. While this driveway configuration is not considered ideal, the access design reflects the desire on the part of the Town of Southold that no access to the car wash be provided from the State highway due to concerns regarding potential queues on Main Road. Due to the Iow volume of traffic expected to be generated by the car xvash, such queues are considered unlikely; however, the access configuration shown on the site is considered more desirable by the Town. Patrons leaving the fueling area will be directed by on-site signing to access the car wash by turning onto Factory Avenue from Main Road. Finally, note that, as requested by the Town, the applicant has attempted to obtain access to the parking lot of the adjacent shopping center property. However, the owner of that property is unwilling lo provide access at this time. The applicant remains willing to enter into a cross access agreement with the adjacent property owner. Intersection Capacity Analyses In order to ensure that the proposed project will not have any detrimental impact on operating conditions on the roadway network, and to ensure that the site driveways will operate in a safe and efficient manner, without undue delay for vehicles entering and leaving the proposed development, signalized and unsignalized intersection capacity analyses have been performed. These capacity analyses were performed utilizing software based on the methodologies set forth in the latest edition of the Highway Capacity Manual, and utilized the traffic volumes described above, adjusted to reflect peak sum~ner season, and the estimates of new vehicles expected to be generated by the proposed development, and also reflect the traffic generated by the new CVS drugstore on the southwest comer of Main Road at Factory Avenue. The results of these capacity analyses indicate that excellent levels of service can be expected to prevail at the driveway, and that no undue dela)/s to vehicles traveling on Factory Avenue will occur, in addition, the low volumes new traffic generated by the project will have minimal impact on operating conditions at the intersection of Main Road at Factory Avenue, and no deterioration in the levels of service at this intersection will occur during the three peak hours examined. During the weekday AM peak, the intersection will function at LOS C, and no deterioration in LOS is predicted due to the proposed project. Similarly, Mr. Vivian Kamath November 2, 2007 Page 8 during thc weekday PM and Saturday peak, LOS D is predicted and again no changes occur due to thc proposed project. Ngte that these capacity analyses have been prepared using the extremely conservative worst case projections for site generated traffic for the proposed site. Copies of the results of these intersection capacity analyses are attached. Turning Radius Improvement As previously stated, the turning radius for westbound Main Road to northbound Factory Avenue is limited due to the alignment of Factory Avenue. Vehicles have been observed experiencing difficulty in executing this movement, especially when southbound left turning vehicles are queued at the stop line on Factory Avenue. It is highly recommended that this existing turning radius deficiency be improved. hi order to assist the Town of Southold and/or NYSDOT in improving this existing deficiency, the applicant is willing to dedicate property on the northeast comer of the site so that a larger turning radins can be installed. The approximate area of this dedication is shown on the site plan. Car Wash Queue The site plan shows queuing storage for eleven vehicles on-site. Based on wash time of three minutes per vehicle, and queuing for eleven vehicles, 31 vehicles per hour can be processed or stored on-site. The conservative estimates of site-generated traffic prepared for this study indicate that a maximum of 16 vehicles per hour would visit the car wash. Thus, more than sufficient queue storage space is available to ensure that all vehicles waiting to use the car wash could be stored on the site, and no vehicles ~vould need to wait on Factory Avenue to access the car wash. Conclusions 1. Although the site will generate additional traffic, this traffic can be adequately accommodated by the existing roadway network. 2. Intersection capacity analyses performed in accordance with the methodology set forth in the 2000 edition of the Highway Capacity Manual indicate that the additional traffic generated by the proposed development will have minimal impact on operations at the signalized intersection of Main Road at Factory Avenue. 3. In keeping with good access management practices, the site plan for the project proposes a single driveway on Main Road and two driveways on Factory Avenue. One existing driveway on Main Road will bc closed. The access driveways will operate in a safe and efficient manner, without causing undue delays. The applicant remains willing to enter into a cross access arrangement with the adjacent shopping center property, at such time as the property owner would be willing to provide cross access.
