minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
lfany question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.

preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section IH - Policies; Page 2 for evaluation

This proposal maintains the development scheme of the Town of Southold, which is "defined by a pattern of
open aqricultural land interspersed with development clustered around a number of historic hamlet
centers...", by concentratinq commercial development in a developed commercial area. The proposed
use is compatible with zoninfl and surroundin.q existin¢l development. The site is not located on the water,
and therefore the project cannot make beneficial use of a coastal location. Aqain, because of the site
location, the proposal "minimizes the adverse effects of development" by concentratin.q development
near existinq development. This facet is also compatible with the Town Master Plan, in that the instant
proposal "reflects the interest in preservinq and enhancinq the natural and built environment and providinq
opportunities for a level of qrowth and expansion of the economic base that is compatible with the exitinq
scale of development, availability of water, existinq sensitive environment of the Town and its historic
heritaqe." Therefore, we feel that the proposal is consistent with this policy.

The sigtnificant scenic resources in the Town of Southold "are defined by traditional patterns of development
that were based on aqriculture, the stronqest visual element in Southold, and maritime activities." The
subject parcel is not located in or near either of these defining1 visual elements. However, the proposed
structures have been designed to exist harmoniously with the established character of this commercial
section of Route 25. The instant proposal will "preserve existinq veqetation and establish new indiqenous
veqetation to enhance scenic quality" by retaining existinq deciduaus veqetation in the northern portion of
the site. and by landscapinq the developed portions with native species. Therefore, we feel that the
proposal is consistent with this policy.

sanitary svstem which will be ur) to current code. When r)rooerlv constructed, these items have not resulted
in any adverse imr)acts to drinkina water. Please be advised that the maioritv of the surroundinq properties
are connected to public water, thereby eliminating potential for adverse affects from the proposed
sanitary system. In addition, the instant proposal has been desiqned to maximize the separation between
the proposed sanitary system and the situate freshwater wetlands located in the northern section of the
subject property. Also, the subject parcel is located distant from any coastal waters, thereby eliminatinfl
the potential for adverse impacts thereto. Therefore, we feel that the proposal is consistent with this policy.

have had no adverse impact to the local ecosystems. The proposal will also add wastewater and storm
water managlement devices that are up to current code. Therefore, we feel that the proposal is consistent
