I have recently revisited the site with copies of construction progress photos which clearly show the installation of the footings for the porch renovation. Based on my observations, I feel comfortable in certifying that the footings comply with the requirements of the Code. I have spoken with the Irving Fenner who assumed responsibility for the Project from Joe Diaz. He clearly recalls installing the insulation in the floor above the un-heated space under the Living Room. A finished ceiling has been installed in this area to protect the insulation and resist the weather. The approved plans included a fastener schedule based on the prescriptive method. There is obviously no way to verify that the schedule was followed short of removing all the f'mishes. Also, I am not certain how the code applies to the construction of a relatively small portion of the completed project. It does seem illogical to construct this part of the house in accord with the 120 mph standards when the rest of the house is not in compliance. I hope that the above information will eliminate your concerns about the Project and enable you to issue an occupancy permit. Gordon C. Hyde GORDON C. Dear Mr. Fish, On 17 April, 2009 I visited the above captioned project with the contractor, Irving Fenner, and at my direction, he removed portions of the cedar shingle siding and the asphalt shingle roofing. This was done so that I could verify compliance with the wind design requi~ments for fasteners as outlined in the 2001 Wood Frame Construction Manual of the AF&PA. As you know, this standard is referenced in Section R301.2.1 of the Residential Code of New York State. Based on my observations on that date as well as previou~ site visits and document review, I am writing to certify that the recent porch enclosure work which was completed under Building Permit #31745-Z is in compliance with the applicable sections of the Code.
