The Town Board conducted a hearing in the matter of the unsafe building of Thelma York Aanestad, located at 2605 Orchard Street, Orient, N.Y. 9:30 A.M. - Robert Costanzo, Executive Director of Umbrella Senior Home Services, Ltd., met with the Town Board to bring them up on the services Umbrella provides to senior citizens and disabled adults to enable them to remain comfortably and independently in their own homes for as long as practical and/or desirable. Mr. Costanzo asked the Board to consider Umbrella when preparing their 1996 grants for not-for-profit organizations. 10:10 A.M. - The Board met with Paul Galgan, 4605 Stillwater Avenue, Cutchogue, who.i has lodged a complaint against his neighbor Vincent Annabel for maintaining a trailer on his property at 4633 Stillwater Avenue. Also in attendance was Ed Forrester, Town Investigator, Vincent and Robert Annabel, Timothy Annabel and Linda Kolb (sp). Mr. Galgan said he is trying to sell his property, and the trailer on the Annabel property, which was there when he bought his house ten years ago, detracts from his property. The trailer, which belongs to Mr. Annabel's sister, was approved by the Town Board on August 8th. At that time Mr. Annabel met with the Board and explained that there has been a trailer of some sort on the property since 1955, when it was put there for use as a summer home. The Board agreed the trailer is non-conforming and issued the permit. In an effort to resolve the problem between Mr. Galgan and Mr. Annabel, the Board asked Mr. Forrester to set up a meeting between the parties, and try to come up with a new location for the trailer on the property, as well as suitable screening to satisfy Mr. Galgan. My complaint is regarding the deplorable conditions of the property adjacent to my home. Said property has the aura of a "Junkyard". I have discussed these conditions with the owner over the past several years to no avail; in fact, the owners continue to add to the conditions by depositing additional apparent discarded building materials. I informed the owners that my home is for sale and that I would appreciate their assistance in this matter; but, as you can see in the enclosed photograDhs the conditions still exist. Last week my home was shown to a prospective buyer by my realtor. He stated that the buyer was extremely interested in my home but would not consider living next to the conditions that exist in said adjacent property. Also take note of the recreational trailer parked on the property. This trailer is occupied by the owners at various intervals over the past several summers. The questions arises "what happens to the waste waters" produced during these periods of occupation? The above mentioned interested buyer,in additonal to several other potential buyers in the past,have made comments regarding the trailer and surrounding conditions have voiced their concerns about the derelict out buildings on the west side of my property. In the past youths have congregated in said buildings and I cannot help but feel that they are hazardous. Therefore,I am requesting any assistance from your office regarding the conditions that have been mentioned above. I look forward to hearing from your office as soon as possible. Sir, On March 6, 1995, approximately 60 days ago, I made a formal written complaint to the Building Inspector regarding the deplorable conditions of the property adjacent to my home. The only contact I have had to this date was a telephone call from Mr. Fish stating that he had received my complaint and that he would investigate as soon as possible. As stated in my original letter of complaint, my home has been for sale for quite some time. On two occasions my residence was being seriously considered by two potential buyers; but, as stated by the Realtors, the sales fell thru due to said conditions alledged in my complaint. As a taxpayer in the Town of Southold for the past 10 years I realize the staff shortages within the system, however I feel that I have been patient regarding this matter. I am now requesting assistance from your office to resolve this matter. I would hope that your involvement will result in a written status report in the near future; therefore, hopefully resulting in action for a positive outcome of my complaint.
