INSTRUCTIONS LWRP CONSISTENCY ASSESSMENT FORM All applicants for permits* including Town of Southold agencies, shall complete this CCAF for proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This assessment is intended to supplement other information used by a Town of Southold agency in making a determination of consistency. *Except minor exempt actions including Building Pernlits and other ministerial perm its not located within the Coastal Erosion Hazard Area. Before answering the questions in Section C, the preparer of this form should review the exempt minor action list, policies and explanations of each policy contained in the Tmw~ of $outhold Local Waterfront Revitalization Program. A proposed action will be evaluated as to its significant beneficial and adverse effects upon the coastal area (which includes all of Southold Town). If any question in Section C on tlfis form is answered "yes" or "no", then the proposed action will affect the achievement of the LWRP policy standards and conditions contained in the consistency review law. Thus, each answer must be explained in detail, listing both supoortin~ and non suooortin~ facts. (ID # 4022) WAS REVIEWED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON JULY 1, 2008: RESOLVED that pursuant to the provisions of Chapter 17 (Comurunity Preservation Fund) and Chapter 70 (Agricultural Lands Preservation) of the Town Code, the Town Board of the Town of Southold hereby sets Tuesday~ July 15~ 2008~ at 7:35 p.m.~ Southold Town Itall~ 53095 Main Road~ Southold~ New York as the time and place for a public bearing for the purchase of a development rights easement on property owned by ZIP Peconic Wells~ LLC. Said property is identified as part of SCTM #1000-86-1-10.9. The address is 2350 Wells Road, Peconic, New York. The property is located at the southwest corner of NYS Route 25 and Wells Road in Peconic in the R-80 zoning district. The proposed acquisition is for a development rights easement consisting of approximately 30± acres (subject to survey) on the 32.83± acre parcel. The exact area of the purchase is subject to a Town-provided survey acceptable to the Land Preservation Committee and the property owner. The purchase price is $83,000 (eighty-three thousand dollars) per buildable acre plus acquisition costs. The easement will be acquired using Community Preservation Funds. The Town may be eligible for grant funding from the United States Department of Agriculture 2007 Federal Farm and Ranch Lands Protection Program Funding for partial reimbursement of the purchase price. The property is listed on the Town's Community Preservation Project Plan as property that should be preserved due to its agricultural value; and FURTHER NOTICE is hereby given that a more detailed description of the above mentioned parcel of land is on file in Land Preservation Department, Southold Town Hall Annex, 54375 Route 25, Southold, New York, and may be examined by any interested person during business hours.
