[] NOT APPLICABLE Policy 3 is no evidence to indicate that the immediate area of the project includes his- features, and it is to be expected that the mainly intertidal nature of the project unlikely to have been to site of activities of past civilizations. / Enhance visual quality and protect scenic resources throughout the Town of ' Southoid. [] YES / [] NO [] NOT APPLICABLE The existing structure is of low profile and will continue to be inconspicuous in its present location, and it is less visually intrusive than a similarly sited wood bulk- head would be. It is compatible with other existing shoreline structures in the area, and will not adversely affect the dynamic landscape elements (tidal fluctuations, seasonal vegelation changes) which might contribute to ephemeral visual qualities. Policy 4 [] YES Minimize loss of life, structures, and natural resources from flooding and ero- sion. [] NO [] NOT APPLICABLE The seawall is intended for exactly this purpose and has served well for over 50 years. Its repair is absolutely essential if it is to survive. It is intuitively obvious that the likelihood of the structure proposed contributing to increased hazards which could result in the losses listed is minimal. Natural protective features will not be adversely affected. Policy 5 [] YES Protect and improve water quality and supply in the Town of Southold. [] NO [] NOT APPLICABLE The existing seawall assists in the retention of stormwater runoff on the site and prevents the runoff from entering Shelter Island Sound. The proposed repair will ensure the continued ability of the seawall to provide this important function. Dur- ing construction liquid or solid wastes will not be discharged into the water or wet- lands. Disturbance of the shoreline during construction will be minimal. Policy 6 BYES Protect and restore the quality and function of the Town of Southold's ecosys- tem. [] NO [] NOT APPLICABLE There is no wetland vegetation in the project area. The project is not located in a Significant Coastal Fish and Wildlife Habitat. All statutory and regulatory re- quirements, at all levels of government, will be strictly complied with. No dredg- ing is proposed, and the excavation and subsequent backfilling necessary to gain access to the lower part of the structure will be conducted in such a way, with the advice and consent of the Southold Trustees, as to minimize any impact upon the waters of Shelter Island Sound. Policy 7 [] YES Protect and improve air quality in the Town of Southoid. [] NO [] NOT APPLICABLE The repair or use of the project as proposed will not result in significant amounts of new air pollution. Policy 8 [ YEs Minimize environmental degradation in the Town of Southold from solid waste and hazardous substances and wastes. [] NO [] NOT APPLICABLE The project as proposed will not result in the generation of any additional solid waste. The handling and storage of petroleum products during construction will be accomplished through the use of approved containers and facilities, and methods of handling and storage in compliance with all applicable local, state and federal regulations will be followed. Policy 9 [] YES Provide for public access to, and recreational use of, coastal waters, public lands, and public resources of the Town of Southold.
