The pier will be raised to a 4-foot dock clearance over the bottom sediments until passing the landward limit of the adjacent spartina fringe marsh, then ramp to shore. This usage is defined as water-dependent in the LWRP because the pier and float for recreational boating and orovide boat transportation access to the mainland. The reconstruction part of the proiect is to replace a deteriorated structure. Thc extension to shore is to provide continuity of access while enhancing existing habitat. Policy 11.
