The applicant proposes the new construction of a 7,600 sq. ft. vineyard building with 38
parking spaces provided as required and 31 additional overflow parking spaces in geo-block
type on 30.5 acres parcel in the A-C Zone located on the n/s/o NYS Road 25 approximately
546' w/o of Maple Avenue in Southold.
The proposed action has been reviewed to (txapter 95, Waterfront Consistency Review of
the Town of Southold Town Code and the Local Waterfront Revitalization Program
(LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency
Assessment Form submitted to this department as well as the records available to me, it is
my determination that the proposed action is generally CONSISTENT with the Policy
Standards and therefore is CONSISTENT with the LWRP provided that the
following standard best management practices are implemented.
Pursuant to Chapter 95, the Planning Board shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.
Policy 5. Protect and improve water quality and supply in the Town of Southold.
To further Policy 5, and protect and improve the water quality and supplyin the area,
consider the following:
1. Encourage the use of appropriate grass varieties (eg, sun tolerant vs. shade tolerant).
2. Require a three (.3) year survival requirement for all planted vegetation.
3. If applicable, recommend the use of mulch materials generated bythe Town of
Southold Compost Facility in order to contribute to the replenkhruent of Olganie
matter in local soils and help reduce the reliance of fertilizers and herbicides and
minimize the reduction of fertilizers and herbicides in the Town's ground and
surface waters.
4. Require native and drought-tolerant phnts in landscaping.
5. Require low flow toilets to conserve water usage when and if a structure is
constructed.
In summary, please consider the following best management practices in review of the site
plan:

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its sJ..enificant
beneficial and adverse effects upon the coastal area (which ine!urles all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thus, each answer must be explained in detail~ listing both supporting and non~
supoortin~ facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of Southold's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
