The Planning Board discussed this project at the 15 OCT 2002 work session and
is highly in favor of the proposed cellular installation at the Orient Congregational
Church. It is felt that the concealment of these facilities is a most welcome
alternative to putting antennae upon exposed poles.

We are the architects who designed the proposed Sprint installation at the above referenced
address.
All applicable codes and standards were used for the design including the Codes Rules and
Regulation of the State of New York, the Telecommunications Industry Association's
ANSI/TIA/EIA-222-F standards, and the American Institute of Steel Construction (AISC)
code.
Sprint is proposing the addition of six (6) new antennas within the existing steeple, three (3)
at 62'-10" above ground level and three (3) at 59'-10" above ground level, all to the center of
the antennas. Each antenna weighs nine (9) pounds and will be mounted individually with
steel plates to the existing wood structure within the steeple. Because the antennas are
mounted inside the steeple, wind loads will not play a factor in this installation. The coax
cables, two (2) per antenna for a total of twelve (12) will be run across the attic space of the
existing church upon a new plywood walkway. The coax cables weigh only .92 pounds per
foot and will not be exposed to wind loading either. All mounting attachments will be made
with screws in order to minimize damage and intrusiveness to the existing structure.
The additional loads that will be generated by the Sprint antennas and coax cables will not
affect the structural integrity of the existing structures. They will be relatively small and
insignificant compared to the overall design of the existing church and steeple. The church
attic and steeple will still be accessible.

Dear Mr. Hughes:
Sprint is proposing to locate their equipment cabinets in the basement of the Existing Accessory
Structure and the only equipment outside will be a condenser unit, which is roughly the size of a
residential air conditioning unit and it will sit on a 4'x4' concrete pad to the west of the
Accessory Structure near where the cables will penetrate the building. The cables will run
underground from the Accessory Structure to the Existing Church and will remain underground
until inside the building itself. There is a small storage closet at the rear of the Church which we
will use to run the cables up to the existing attic space. The cables will then run along the attic
space and into the belfry below the existing steeple. Once inside the steeple, they will run to their
respective antennas. The antennas and their cables will not be visible from outside the Church and
all conduit penetrations will be properly sealed. However, the steeple will need to have a small
portion of three panels replaced with fiberglass panels to allow for the antennas signals to pass
through. The fiberglass panels will be fabricated to match the existing steeple and the entire
steeple will be painted upon completion of the installation. Currently, we are working with an
architectural fiberglass company that will reproduce the steeple to an amazingly exact degree and
from outside, the Church will appear no differently than it does today.
The Orient Congregational Church is listed on the National Historic Registry. We have worked
closely with the NY State Historic Preservation Office in order to be certain that we disturb as
little of the existing church as possible. We have satisfactorily met the requirements of the NY
SHPO as well as the requirements of Sprint PCS with the design as indicated.

Thank you for providing the State Historic Preservation Office (SHPO) with drawings illustrating your
cellular collocation Orient Con~egational Chumh in Orient, NY. We have are reviewing the project in
accordance with Section 106 of the National Historic Preservation Act of 1966 and relevant implementing
regulations.
The drawings appear to indicate that only a limited amount of historic fabric will be removed from the
steeple, as was proposed in your last submission. While more detailed drawings that clearly indicate
existing conditions and specified installation points am recommended to minimize the number on-site
variables left to the discretion of the contractor, the SHPO believes that the project is moving in a positive
direction. Based upon this review, it is the SHPO's opinion that the project will have No Adverse Effect
upon cultural resources in or eligible for inclusion in the National Register of Historic Places, provided that
the following conditions are met:
1) The contractor will ensure that removal of historic material will be kept to the minimum necessary to
complete the installation. Adjacent materials will not be damaged as a result of the installation of the
cellular antenna or related cables or equipment. To ensure compliance with this stipulation and to
guide future restoration of the church steeple, the SHPO is requiring the following photographs:

Detail images of the existing historic steeple.
A series of"work-in-progress" photographs showing the removal of shingles
and sheathing and the installation of the replacement fiberglass material and any
other related equipment,

The historic appearance of the steeple must be preserved. To ensure compliance with this
stipulation, the SHPO requests that when the installation is in place, after-work photographs are
taken from the same locations where the before work (Stipulation #1) images were taken. These
images should enable a before- and after-work comparison.
4)
All requested images will be true black and white photographs made with 35mm film (or larger
format) printed in 5'X7' format on archival-quality black and white paper (not R/C paper). All
images shall be clearly labeled (captioned) on the back. Two sets of images shall be prepared,

One set will be given to the church for their records and to guide future restoration· The second
set of photographs will be sent to the SHPO within 60 days of completion of the project.

Thank you providing the State Historic Preservation Office (SFIPO) with a revised proposal for the cellular
installation at the Orient Congregational Church on Long Island. We are continuing to review the project
in accordance with Section 106 of the National Historic Preservation Act of 1966 and relevant
implementing regulations.
The SHPO is pleased with the most recent set of design concept drawings dated 5/9/01. These drawings
appear to indicate that removal of historic wooden building fabric will be limited to the portions of the
steeple directly adjacent to the proposed cellular panels. The SHPO feels that this approach will better
meet the Secretary of the Interior Standards because the work will not only be inconspicuous, it will also be
easily reversible.
To insure full compliance with federal preservation laws, the SHPO requests that more complete
construction and/or design drawings be provided for our review and comment. These documents can be
sent our office as they are developed. Whether they are prepared by gJchitectural Fiberglass, the project
architects or contractors, they should include details that indicate how the fiberglass will be fastened to the
steeple and made weather tight.
Again, from a preservation point of view, this collocation proposal is a vast improvement over the initial
submission and the SHPO feels that the design is moving in a positive direction. Thank you for your

The Board of Fire Commissioners of the Orient Fire District would like to address the
issue of a cell tower in Orient.
We were originally in discussion with you and your firm on the placement of a cell tower
on the Orient Fire District property. During the discussion you stated that you would
provide a copy of the specifications for the cell tower (flag pole).
Having received these specifications, the copy was unreadable and we asked for another
copy. Subsequently we have not received any communications from you regarding our
request.
However, we did find an article in the newspaper (The Suffolk Times) that the Orient
Congregational Church is contemplating a deal with Sprint to install a cell phone
transmitter in its steeple.
Several years ago, the Board of Fire Commissioners had entertained an interest of placing
a cell tower on the Orient Fire District property. But due to the objections from the
residents of Orient this issue did not materialize.
Our reason for a cell tower on the Orient Fire District property is twofold:
· The revenue would then be shared equally by all taxpayers, in reducing the tax
rate for the residents in the Orient Fire District.
Secondly but equally as important our concern to eliminate the communication
problems that now exist, by placing Fire and Police antennas in the cell tower
(flag pole) for receiving and dispatching emergency calls.
We are advising the Congregational Church, and the Southold Town Government of our
objections stated within this letter.
Please be advised that we are interested in cominuing negotiations with Sprint, for the
replacemem of this cell tower (flag pole) on the Oriem Fire District property.
The Board of Fire Commissioners would appreciate a reply f~om you so that we may
determine our next course of action.

Thank you for sending the State Historic Preservation Office (SHPO) additional product information
related to the proposed cellular installation at the Orient Congregational Church on Long Island. We are
continuing to review the project in accordance with Section 106 of the National Historic Preservation Act
of 1966 and relevant implementing regulations.
After reviewing the proposal to replace the entire steeple sheathing with fiberglass, the SHPO has
determined that the project as designed does not meet the Secretary of the Interior's Standards
Rehabilitation. Specifically, the complete loss of wood roofing materials on the steeple violates Standards
number 2 and 5 (please see enclosed Standards).
As I wrote in my last letter, we have reviewed and approved similar projects where only a small portion of
the steeple was replaced with radio-transparent panels. The proposal m replace the existing historic wood
sheathing with fiberglass for the entire height of the steeple is unacceptable because of the extent of historic
building material loss.
This project could be amended to address our concerns and comply with the Standards in the following
ways:

Install the cellular panels inside the belt tower, behind the gothic arched, slatted vents.
Flush mount the panels on the outside of the steeple, just above the base of the bell tower and
behind the railing and pinnacles (please see enclosed drawing). The panels must be flush mounted
and painted the color of the steeple.
Mount panels on the inside (steeple side) of the four pinnacles located at each coreer of the bell
tower (please see enclosed drawing).
Any of these three options would enable the panels to be removed at some point in the future with little or
no lasting impact to the church. I look forward to working together to find a creative solution for this

The SI-IPO does not object to collocating on this National Register listed church, provided the installation is
executed in a way that minimizes or eliminates any aesthetic and physical impact on the historic resource.
In the past, we have reviewed and approved similar projects where only a small portion of the steeple was
replaced with radio-transparent panels. The proposal to replace the existing historic wood sheathing with
fiberglass for the entire height of the steeple concerns us because of the extent of historic building material
loss.
At this time, we would request that you explore the feasibility of replacing only three of the eight sides of
the steeple as we discussed over the telephone. If this is not feasible, we would like to understand why.
Additionally, please provide product information for the proposed fiberglass sheathing, including details
showing the physical connection to the steeple armature and the exterior finish of the fiberglass. Any
alteration to the steeple must be entirely reversible in the future.

SITE WORK GENERAL NOTES:
1, THE CONTRACTOR SHALL CALL UTILITIES PRIOR TO THE START OF
CONSTRUCTION
2 ALL EXISTING ACTIVE SEWER, WATER, GAS. ELECTRIC, AND OTHER
UITLITIES WHERE ENCOUNTERED IN THE WORK, SHALL BE PROTECTED
AT ALL TIMES, AND WHERE REQUIRED FOR THE PROPER EXECUTION OF
THE WORK, SHALL BE RELOCATED AS DIRECTED BY ENGINEERS,
EXTREME CAUTION SHOULD BE USED BY THE CONTRACTOR WNEB

AWAY FROM THE PCS EQUIPMENT AND TOWER AREAS,
6, NO FILL OR EMBANKMENT MATERIAL SHALL BE PLACED ON FROZEN
GROUND. FROZEN MATERIALS, SNOW OR ICE SHALL NOT BE PLACED
IN ANY FILL OR EMBANKMENT
7 THE SUBGRADE SHALL BE COMPACTED AND BROUGHT TO A SMOOTH
UNIFORM DRADE PRIOR TO FINISHED SURFACE APPLICATION
B, THE AREAS OF THE OWNERS PROPERTY DISTURBED BM THE WORK AND
NOT COVERED BY THE BUILDING OR DRIVEWAY, SHALL BE GRADED TO
A UNIFORM SLOPE, FERTILIZED, SEEDED, AND COVERED WITH MULCH
AS SPECIFIED IN THE SPECIFICATION LANDSCAPE WORK
9 CONTRACTOR SHALL MINIMIZE DISTURBANCE TO EXISTING SITE DURING
CONSTRUCTION, EROSION CONTROL MEASURES, IF REQUIRED DURING
CONSTRUCTION, SHALL BE IN CONFORMANCE WITH THE LOCAL
GUIDELINES FOR EROSION AND SEDIMENT CONTROL.
