I submit that it is appropriate to have this Petition fully reviewed since the new members have been-just elected to the Town Board. Undoubtedly, there is a need for apartments and my proposal addresses this concern. The apartments proposed.will be completely buffered from visibility from the road. The complex will be entirely private and will require no town services. It would produce significant.�r..eal property taxes for distribution to the local school district as well as the Town. Not only;didj,brigaper =.with �t but I explained that I want a public meeting so that the people of Southold can hear my request. When you sent back the items which were missing from my 'package you had a cover sheet saying that my application was incomplete with notes made in red marker. One of the remarks you made was that my application was incomplete because there were no 500' radius notices sent out. I showed the C.R.R. notices all ready to be sent out to the Town Board as I also showed them to you at our meeting, and again explained that I could not send them out because I was never given a date by you. I have asked all along for a date to be heard before the board so that I could mail out the radius list notices, but I was ignored. I would like a date set so that this could be fairly heard with all`the good merits to bring income into the Town of Southold and Greenport. If I continue to receive no response from you I will take this to the Supervisor. When we discussed the subject of the change of zone for apartments, you felt that you were not for it, and that I should take it up with the Town Board. When I asked you who the Town Board members were, you instructed me to go downstairs, outside the building department, and they would be listed on the door. As you saw, I did that. You told me to write to the Town Board and tell them how I felt. I took down the names, but before I could write to them, you sent me the package containing the application and maps. I tried to call you but your secretary Carol said you were on the phone and promised that she would give you the message so that you would pick up the phone as soon as you were free, as I explained it would only take a minute. Carol said you would call me back when you were off the phone. The next thing I knew, when I called back, was that you had left immediately without calling me back. Let me tell you what I wanted to say. First, you did not return all of my papers and second, you had a cover sheet saying that my application was incomplete because there were no 500' radius notices sent out. I ask you, I have had them ready all along just waiting for a date to be inserted, which you never gave me. I consider this a run around. I am not going to go through each and every item you say is missing, instead I am sending you your checklist which you sent me. I have asked you all along for a date to be heard before the board so that I could mail out the radius list notices, but instead you did nothing. Don't you consider this a complete contradiction? Whenever I came for any type of meeting, I brought the entire box with those notices on the top. I am asking you, as I intend to ask the board, I would like a date set so that this could be fairly heard with all the good merits to bring income into the Town of Southold and Greenport. I would like the remainder of the papers you kept from application you were given returned to me first and then a date to be heard before the board and the people of the community. As far as it not being located close to the town, that would not be an issue because as I have explained many times, there would be a bus on call at all times to bring the people into town to shop, to doctors, dentists, etc... It will also help to keep our young people here, and as you have been told many times, I would locate a 5 acre parcel to give the less fortunate housing opportunities also. I am enclosing your letter, and I am sending this letter and the same notice to each member of the Town Board. Hopefully, they will realize the situation and give me a date to be heard before them and then I can send out the notices to the surrounding area, so that other people can be informed too. Then I feel that the project could have the proper time to be explained, such as the clustering and the opportunity to bring more revenue into Southold and Greenport. My project already has two water hydrants, which means that the project has water availability. Much time and money has been spent and I know once everyone realizes it this project would be a big plus to the community. The proposed zone change would create a high-density residential development (21 O-unit apartment complex) on a parcel that is two and a half miles from the nearest hamlet center (Greenport Village). Good planning advocates high-density development within walking distance (< 0.5 miles) of hamlet centers.
