A meeting of the Southold Town Conservation Advisory Council was held Wed., February
11,2009 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 4:30 PM.
NEW BUSINESS
Chairman Don Wilder informed the other members of the council that the application
submitted on behalf of Paolo Blower to construct a catwalk was denied by the Board of
Trustees at their last meeting held on January 21,2009, by a vote of 3-2.
Member Peter Young presented a memo he drafted regarding Plum Island Adaptive Re-
Use. He suggested the council members consider a resolution to forward the memo to the
Town Board.
Moved by Peter Young, seconded by Don Wilder, it was
RESOLVED to forward the memorandum entitled Plum Island Adaptive Re-Use to the
Southold Town Board for their consideration.
Vote of Council: Ayes: All

APPROVAL OF MINUTES
Moved by Peter Young, seconded by Jack McGreevy, to Approve the Minutes of January
14, 2009.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAl
EROSION PERMIT APPLICATIONS
Moved by Peter Young, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of WILLIAM HAMILTON to re-
design the swimming pool, extend the existing deck and construct a wall to support the
structures.
Located: 2674 Grandview Dr., Orient. SCTM#14-2-3.6

The CAC Supports the application with the Condition the patio is pervious and a drywell is
installed to contain the pool backwash.

Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of PETER SCHEMBRI to
construct an 18'X 18' addition onto the seaward side of the existing dwelling, and
SUPPORT the application to repair the existing wood steps and deck inkind/inplace, and
to install a flagpole.

The CAC does Not Support the application to construct a seaward extension to the
existing dwelling, however would Support an application to construct a second-story
addition to the dwelling.
The CAC recommends the installation of a 20' non-turf buffer, a drainage plan in
accordance with Chapter 236, non-treated lumber on the stairs, and erosion control
devices on the bottom of the supports of the stairs.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of DIANA DELUCIA to
construct a 38'X 8' and 42'X 10.3' attached wood deck to the existing dwelling, and
replace the steps.

The CAC does Not Support the application because of the close proximity to the wetlands.
Any structure seaward of the dwelling should be constructed with non-treated lumber,
drywells installed in accordance with Chapter 236, no-turf, and no tree removal.

Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to SUPPORT the Wetland Permit application of JOSEPH & RITA
DENICOLO to renovate the most seaward 20'X 19.7' portion of the existing one-story
dwelling to remain (including roof restructuring and installation of new windows and
doors); replace portion of existing one-story dwelling (in-place) with two-story dwelling
constructed over existing foundation; construct two-story addition, approx. 14 sq. ft. of
which will be located within Ch. 275 jurisdiction; and construct a deck addition on the
easterly side of the dwelling.

The CAC Supports the application with the condition of a 20' non-turf buffer and gutters
and drywells are installed to contain the run-off from all existing and proposed structures.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of GERALD DICUNZOLO to
remove 76' of existing bulkhead and construct new bulkhead in-place. Provide 10' wide
non-turf buffer landward of bulkhead. Install two 12" X 30' long mooring pilings on north
side of existing floating dock.

The CAC Supports the application with the Condition the roof drains running through the
bulkhead are removed and a drainage plan is submitted, and no treated lumber is used.
The CAC questions whether the additional pilings would interfere with the dock on the
adjacent property.

Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to SUPPORT the Wetland Permit application of GARDINER'S BAY
HOMEOWNERS ASSOCIATION to maintenance dredge 1,000 cy. of sand from main
channel to -4' below mean Iow water and use spoil as beach nourishment.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of
KEVIN & ALEXANDRA O'MARA to construct +/-226 If. of a double row of quarrystone on
a hardcore stone foundation; backfill and re-vegetate eroded bluff face with native
vegetation and reconstruct (in-place with open-grate decking) and extend the existing bluff
stairs over the proposed stone.

The CAC Supports the applications with the Condition erosion control devices are
installed at the base of the supports of the stairs.

Moved by Peter Young, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of
SOFIA ANTONIADIS & MARIA XEFOS to replace approx. 200' of bulkhead and 30'
return on landward side, an 18'X 24' deck and steps to the beach, and place toe armor
along the southwestern end of the new bulkhead and return.

The CAC Supports the applications with the Condition of a 20' non-turf buffer and the
tropical hardwoods that are proposed must be certified.

RESOLVED to SUPPORT the Coastal Erosion Permit application of CLEAVES POINT
PROPERTY OWNERS ASSOC. to re-sheath sections, totaling up to +/-32 If. maximum, of
the landward side of the existing bulkhead using vinyl T&G plank sheathing with filter
fabric liner, and backfill with +/-20 cy. of clean sand from an upland source.

The CAC Supports the application, however recommends rebuilding the bulkhead a foot
deeper than the existing in order to minimize scouring from the boat wakes.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND
PERMITS & COASTAL EROSION PERMITS
Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to SUPPORT the application of PAUL & ANGELA SALERNO to Amend
Permit #6939 to replace the existing 6'X 10' floating dock with a 6'X 20' floating dock, and
to replace two pilings at the end of the floating dock.

RESOLVED to SUPPORT the application of PETER COSOLA to Amend Permit #5909 to
install four 2-pile mooring dolphins at the off shore end of the existing dock.

The CAC Supports the application, however recommends an alternate plan of two (2)
double dolphins on the same side of the dock.

Motion Carried
Moved by Doug Hardy, seconded by Peter Young, it was
RESOLVED to SUPPORT the application of ROBERT SWING to Amend Permit #6978 to
include the removal and replacement of the existing floor plates and first-floor joists; raise
the existing dwelling by 16" by the addition of two (2) courses of concrete block on the
foundation in order to protect the house from flooding and further structural deterioration
of the dwelling; construct a second-story loft/storage containing 580 sq.ft, and retain the
southern-most wall housing the existing sunroom and existing chimney.

The CAC Supports the application with the Condition the dwelling is reconstructed on
pilings because of potential flooding in the area.

Note: Member James Eckert Supports the application as submitted.
Member Peter Young will attend the next regular meeting of the Board of Trustees
scheduled for Wed., February 18, 2009.
The next regular meeting of the Conservation Advisory Council has been set for Wed.,
March 11, 2009 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:00 PM.
