Box 150 Southold, NY 11971 RE: WETLAND PERMIT #'s 6953 & 7026 1425 PINE NECK ROAD, SOUTHOLD SCTM# 70-5-40 To Whom It May Concern: As requested, a final inspection was performed on the above referenced property as required for the issuance of a Certificate of Compliance. Upon inspection it was determined that not all of the permitted activities were conducted as described in the permits. In accordance with Wetland Permit #6953, an approval was made to construct a 528 square foot deck attached to the dwelling, a 4'x53' catwalk with a 4'x9' seasonal ramp and a 6'x20' float, with conditions of a 10' wide non-turf buffer landward of the bulkhead, and the installation of gutters to leaders to drywells on the dwelling. At this time, the attached deck was constructed, the 10' buffer area is installed, and gutters to leaders to drywells are installed. The fixed catwalk, ramp, and float have not been constructed. This permit expired on August 20, 2010. In accordance with Wetland Permit #7026, an approval was made to replace the siding and windows, raise a portion of the rear roof 9", replace existing screen porch, construct a retaining wall at the rear of the dwelling, and install an outdoor shower attached to the deck. At this time, the retaining wall and the outdoor shower have been completed. The siding, windows, raising of rear roof, replacement of the screened porch have not been constructed. Please be advised that the attached Certiflcate's of Compliance are being issued for the completed activities as described in the permits. Therefore Wetland Permit #'s 6953 & 7026 are now closed. The first, #6953, is to build a deck on the existing house and a floating dock, ramp and catwalk in Jockey Creek. Of these permitted actions, the deck was built, but the dock has been abandoned. This permit included your standard provision to install leaders, gutters and drywells. The second permit, #7026, is to replace siding and windows, raise a portion of the roof, replace the screen porch, and construct a retaining wall at the grade entrance to the basement on the creek side. Of these permitted actions, only the retaining wall was built. Due to difficult extenuating circumstances, the owner has been forced to abandon the project and sell the property, as is. At this time, they have not installed the leaders, gutters, or drywells, though they have received a bid to do so, in excess of $4,000. They intend to install subsurface drainage for the small areaway created by the retaining walls on the creek side, which has arguably increased the rainwater runoff. Would you please be so kind as to consider exempting the owner, Anthony Danielle, from the requirement to install this drainage equipment, and authorize a Certificate of Compliance for the project. I realize this is an unusual request, and make it only because I believe that the extent of impact is minimized by the canceling of the majority of the project.
