Minutes of Meeting held
Tuesday, January 20, 2009 at 7:00 p.m.
Members Present: John Sepenoski, Chairman Chris Baiz Lillian Ball
Ray Huntington Maureen Cullinane
Members Absent: Monica Harbes and Eric Keil were not in attendance due to conflict of interest with
several projects being discussed during this meeting.

minutes.

MOTION made by Chris Baiz, seconded by John Sepenoski, to authorize Melissa Spiro, Land
Preservation Coordination, to present an offer based on a discussed price per buildable acre for the
purchase of a development rights easement on agricultural land owned by the Sawicki (Estate)
Family. The Committee’s offer does not restrict the location or allowance for agricultural structures.
The purpose of this acquisition is farmland protection. This offer is subject to approval by the Town
Board after a Town Board public hearing on the project.

Biggane. The Committee’s offer includes a restriction of lot coverage within the easement area to 2%.
The purpose of this acquisition is for farmland protection and scenic protection. This offer is subject to
approval by the Town Board after a Town Board public hearing on the project.

Harbes). The Committee’s offer does not restrict the placement or allowance of future agricultural
structures within the easement area. The purpose of the acquisition is for farmland protection and
scenic protection. This offer is subject to approval by the Town Board after a Town Board public
hearing on the project.

Melissa reviewed inquiry for potential preservation with Land Preservation Committee. Part of the
property has steep terrain and not tilled (lawn area). In addition to vegetation and wetland/pond
areas. LPC interested in pursuing preservation of this property

Melissa told LPC that she had discussed 12/12/08 offer letter with Eric Keil. Verbal offer had been
made prior to sending out formal offer letter. Eric had not received offer letter and was not aware of
the thirty (30) day time frame contained in letter. As per Eric, landowners were planning on accepting
offer with some conditions.
MOTION made by John Sepenoski, seconded by Maureen Cullinane, to extend original offer for an
additional thirty (30) days from 1/21/09 subject to the LPC having the right to re-evaluate the offer if
the landowners’ plan for the reserved area, as submitted for clarification, shows change to the
location/size of the reserve area.

General Items:

STATE FARMLAND PROTECTION IMPLEMENTATION GRANT FY08/09: Letter of delayed
award announcement (dated 1/9/09)
Melissa Spiro notified LPC that grant announcement delayed due to State facing a fiscal crisis.
Governor Paterson has proposed spending reductions for legislative action. This proposal will impact
the amount of funding available for farmland protection, so a decision was made by NYS Dept. of
Agriculture and Markets to delay making grant award announcements until the legislature takes
action. Grants will be announced as soon as the budget issues are resolved.

2008 YEAR END: LAND PRESERVATION
Melissa distributed and went over yearend report. This report will be distributed to Town Board
members at their next scheduled meeting.

to salvage eastern part of Laurel Lake Preserve house.

The next regular meeting will be held on Tuesday, February 3, 2009, at 7:00 p.m., in the Town Hall
Conference Room. Chris Baiz will not be able to attend.
