With the various requirements-~or the physical NYSDOT work permit we solicit your thoughts again as to the feasibility of the conversion of the existing facility to a convenience store. We have no objections to the proposed work. We will require, however, that additional details and comments be added to the plans as follows: The existing NYSDOT Traffic Signal Controller at the easterly driveway, detectors, and existing roadway features along Route 25 are not shown in the plan set. Please ensure that all existing utilities, signs (including text), trees, pavement markings, drainage structures and traffic signal control devices above and underground along Routes 25 are shown. See attached site plan check list for additional requirements. Provide Maintenance and Protection of Traffic plans for all appropriate travel lane and sidewalk closures in accordance with the NYSDOT Manual of Uniform Traffic Control Devices. 3. We propose closure of the westerly curb cut on NYS Route 25A and the installation of a new 35 ft. commercial driveway in place of the easterly curb cut on NYS Route 25A. The existing curb cut on Factory Ave. is to be relocated north and is to have a width of 35 ft. We are requesting 35 ft. curb cuts to accommodate delivery trucking ingress and egress. (The underground gasoline storage tanks are to remain along with the positions of the tank fill risers.) Cross access with the adjoining shopping center is not feasible due to the grade differential between the two properties. Please review the enclosed preliminary plans and kindly advise us of the permitting process with your Department so we may move this project forward with the Town of Southold should the foregoing meet with your approval. A recent conversation with a member of the Town of Southold confirmed that the Planning Board's position on the site remains unchanged. Based upon the Town's objection to the existing location of the westerly apron on Route 25, we cannot honor your request. Our comments remain unchanged as follows. Prior to issuing a New York State Highway Work Permit, the following items must be addressed: Provide plans for the removal of the existing westerly driveway apron and replace with concrete curbing and sidewalk. Provide plans for the removal of the existing easterly driveway apron and replace with a standard 30' commercial driveway. Provide Maintenance and Protection of Traffic plans for a lane shift to be utilized during installation of concrete sidewalk and apron for a right lane closure in accordance with the NYSDOT Manual of Uniform Traffic Control Devices. Mr. Robert Kassner, Site Plan Reviewer for the Town of SouthoM Planning Board, now retired, disagreed with your assessment regarding the curb cuts in his July 20, 2001 correspondence to you (copy enclosed). The Boards recommendation continued to be the closure of the westerly curb cut on Route 25 and the repositioning of the existing easterly curb cut westerly, leaving one ingress and egress on Route 25 to the service station site. We believe this tong standing position by the Board to eliminate the westerly curb cut and the alteration of the easterly curb cut was predicated on a traffic impact study to the Board that was performed by Cramer, Voorhis & Associates, Environmental and Planning Consultants, dated January 30, 1989, a copy of which is enclosed. The study was requested by Ms. Valerie Scopaz, the then Town Planner, in response to an application for site improvements by the tenant, Sun Oil & Refining Co. The studies recommendation concluded the curb cuts be relocated but also as a result of the proposed relocation's the "gasoline pump islands may need to be located with a north- south orientation for better on-site circulation". It should be noted that the site improvement associated with this study was eventually withdrawn following Town approval in January 1991. On January 4, 1995 the Town of Southold Board of Appeals approved the addition of a structural canopy to this site owned, now by Warex Terminals Corp. In the Boards review and approval no mention is given to the relocation of curb cuts. The pump islands were and are still positioned to the existing ingress's and egress's. This existing positioning of curb cuts obviously allows for the effective use of the existing pump islands for customers to safely enter and exit the service station for fueling without needless on-site PAGE 2 JUNE 27, 2002 maneuvering~ Alteration as proposed of the existing ingress's a~d egress's would necessitate, as noted in the 1989 traffic study, relocation not only of the pump islands but also the Town approved canopy addition. Sinqe the traffic study was performed the Route 25 and Factory Ave. intersection has become signal controlled. Gasoline delivery is made by 12,000 gallon capacity trucking requiring ease of ingress and egress and proper on-site mining radii without backing or customer traffic interference as related to existing underground gasoline tank fill positions. Costs associated with pump island, canopy, and related underground gasoline piping systems relocation,s would be prohibitive. We, therefore, request this case be reconsidered to remain as approved in your April 27, 2001 letter. With regard to the Factory Ave. curb cut, minor relocation to the North is not objectionable and may be performed within the limitations of grade considerations and customer parking requirements. In addition we have reviewed a traffic study dated March 1989 prepared by Dunn Engineering Associates assessing the traffic impacts of the proposed re- development of the site, The site re-development proposes to convert the existing service station garage bays into a convenience mart and provide self service gasoline filling pumps, Proposed access includes two (2) access drives along Factory Avenue and Main Road (NYS Rt. 25) respectively, The following comments are the results of my field investigation and traffic study review: ExistinK Conditions: The existing site maintains several full service gasoline pumps, as well as~ garage bays for automotive repairs. Access to the site is by one (1) 30 foot driveway off Factory Avenue and two (2) 24 Feet driveways off Main Road. Concrete curbing exists along the site's entire frontage. Parking prohibitions exist along both sides of Main Road ad3acent to the site, The site's access drives along Main Road are located within 25 feet of the intersectipn of Factory Avenue and approximately 48 feet west of the main access drive to the ad3acent shopping center, respectively. Since no curbing exists along the south side of Main Road, access to these sites are generally unrestricted. Access to the site from Factory Avenue is located approximately 40 feet north of Main Road, Opposite ~ this driveway is an ice cream shop (Carrel type) with · ," :~mrestricted access along Factory Avenue. Factory Avenue and Si§sbee Road form an offset fotlr-way intersection at Main Road. These existing conditions will promulgate traffic safety problems as vehicle volumes increase in this area, This potential is evidenced by an average of 15 total accidents per year in a 3 year period adjacent to this site, This total includes reportable, as well as, non reportable type accidents (those under $600 damage), Both types indicate that conditions exist which are problematic and should not be overlooked, Vehicle volumes along Main Road, referred to on page 13, of the Dunn report, claim to be derived from several sources. However, the actual source documents are not included in the reports appendix, It is not clear how the estimated 1989 average daily trips (ADT) was derived or if seasonal variations were considered. The report refers to existing site entering and exiting driveway peak hour volumes but actual volume count data is not included in the report's appendix, Volume count data referred to in the report should be documented in the appendix, Trip Generation: The report's analysis of trip generation and discussion of pass by trips rs, new trips is reasonable, As indicated in the study the Institute of Transportation Engineers Trip Generation Report, estimates approximately 58 percent pass by trips during the evening peak hour. This percent was arrived at by studying full service type service station where more primary trips are likely due to on site repair capabilities, We concur that the proposed site will generate relatively few new trips along the adjacent streets. However, as indicated, driveway volumes may increase by approximately 11 percent. These driveway volumes increase the potential for conflicts, The report provides reasonable trip distribution but identifies some deficiencies pursuant to acceptable critical gap analyses. Conclusions'. Page 2 of 3 © ~oco Service Station Traffic Impact Review It is apparent that few new trips will be added to the adjacent street network. Sight distances at the adjacent intersections and the site's access drives are adequate. The report indicates that driveway volumes may increase by 11 ::percent and that increased delays can be expected with or ~wi'thout the re-development of the site, Existing field conditions are problematic and may play a significant role in the accident history that has averaged 15 accidents per year, The proposed site re-development will generally have minimal traffic impacts upon the adjacent roadway network. Yet, increases in vehicle volumes and driveway activities at this site, with the interaction of adjacent sites, the gas station will increase accident potential. Reasonable site planning now, will help mitigate the anticipated problems indicated in the study. Recommendations: * Existing curb cuts to the proposed site should be relocated. A clear zone at the intersection of Factory Avenue and Main Road should be maintained. A minimum of 50 feet along Factory Avenue and 75 feet along Main Road is desirable, One access along Main Road is desirable; 30 feet wide and located midway along the site's frontage, This will maximize distance from adjacent shopping center access, Gasoline pump islands may.need to be located with a north- south orientation for better on-site circulation, Accesses to Factory Avenue should be 24 feet wide with greatest separation as possible between the intersection and curb'cut. ~ ~ W. Provide plans for the removal of the existing easterly driveway apron and replace with a standard 30' commercial driveway. Provide Maintenance and Protection of Traffic plans for a lane shift to be utilized during installation of concrete sidewalk and apron for a right lane closure in accordance with the NYSDOT Manual of Uniform Traffic Control Devices. The existing NYSDOT Traffic Signal Controller at the easterly driveway, in the mow strip, and the detectors are not shown in the plan set. Show all existing utilities, signs(including Mr. John M. When the remediation building is removed, these temporary spaces will be replaced by the three parking spaces as shown on the submitted site plan. 2.
