The property is irregulaz in shape, vacant and enjoys approximately 2,258.24 feet of water frontage along Arshamomaque Pond. For the most part, the property is wooded with no significant changes in contour: Physical inspection indicates that there are various pockets of freshwater wetlands throughout the pazcel although no wetlands map has been made available to the appraiser. The land contains an azea of 27.09 acres as per • a survey dated October 5, 1976. As mentioned, the property is located on the north side of the Long Island Railroad right- of-way. Access to the subject is made available by means of aright-of--way over Mill Path, being 22 feet wide, from the north side of Main Road (NYS Route 25). Mill Path crosses the railroad right-of--way at the southwesterly portion of the subject. At the railroad there is a rubber drive over crossing, which allows access from Mill Path. It is important to note that the crossing is not gated and Mill Path is an earth roadway, which is physically not improved. The subject possesses approximately 1,100.93 feet of frontage along Mill Path. • -21- • DESCRIPTION OF TAE PROPERTY (Continued) LAND (Continued) No utilities aze presently available to the subject. Water would be accessible by means of a private well. Sewage disposal would be achieved by means of an on-site system. Electric and telephone aze available along Main Road (NYS Route 25) and would have to be provided by overhead lines. Goerler, Sr., Ron Goerler, Jr. and Syma Cerard. Syma Gerard, a real estate broker, who represents Sutermeister/Never spoke to the Committee. This property has .a right-of-way. They bought this property 15 to 20 years ago. She has been working with them for a white. They are willing to accept $425,000 for the entire parcel. Dick asked Syma to provide the Committee with a copy of the title policy. .,yma is the exclusive agent for the sale of this property. After Ms. Gerard left, the Committee further discussed this property and are interested in preserving it. This would be a fee title, open space purchase. The Committee felt an appraisal should be done. ~,xCa~t-p-~ ~r,5v1n (o1'L4o(OV I,~C-- • E • N v I R O N M E N • T A L S U M M A R • Y Phase I Environmental Site Assessment Sutermeister/Neuer Property 1.0 SUMMARY The subject property has been inspected and reviewed independently by Nelson, Pope & Voorhis, LLC in order determine if potential environmental or public health concerns aze present. This report is intended to identify Recognized Environmental Conditions (as defined in ASTM Standards on Environmental Site Assessments for Commercial Real Estate) on the subject property based on the four (4) basic components of a Full Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting. The subject property lies in the Hamlet of Southold, Town of Southold, County of Suffolk, New York. The subject property is a 25.4 acre parcel of undeveloped land. The property is located on the north side of Main Road, east of Laurel Avenue on the western shore of Hashamomuck Pond. The property is more particulazly described as Suffolk County Tax Map # 0200-056-01-6. y The subject property is a 25.4 acre parcel of wooded land which has wetlands on the southern and eastern portions of the property. The center and western portion of the property is densely ' wooded with a dirt road along the eastern property boundary. An inspection of the property did not reveal any major dumping or debris, staining, residue, odors or stressed vegetation. Aerial photographs from 1960, 1969, 1976, 1980 and 1994 were reviewed to identify former uses of the subject property. This review revealed the northern half of the property was utilized as farmland in 1960. The farmed portion of the property appeazed to have been left fallow in the remaining aerials. An extensive government records seazch found no potential sources of environmental degradation on the subject property. No Federal, State and County documented regulated sites were noted in the vicinity of the subject property. Galileo, was he the one that drew the maps years ago? He would have it right here in Southold around the world. DICK RYAN: This subject property of approximately 27 acres in size is owned by Mr. and Mrs. Arnold Neuer and Mr. and Mrs. Robert Sutermeister since 1977. It is located on the west shore of Arshamomaque Pond and on the north side of the Long Island Railroad. The property is accessed by a right of way extending southerly over the Long Island Railroad to the Main Road. The parcel is zoned Residential Low Density, which is R80, which permits single residential development on two acres plots, but also intends to control and prevent development of open lands. The property is also subject to the LiPA electric transmission lines that generally parallels the Long Island Railroad at this location. The parcel is comprised of heavily wooded up lands with some freshwater and tidal wetlands. The parcel affords magnificent views of the preserve wetlands and agricultural lands to the east across Arshamomaque Pond. The pond frontage offers opportunities for direct access for it's tidal waters leading to Mill Creek and Southold Bay. The purchase of this undeveloped pazcel will serve to perpetually preserve important open space view shed lands on Arshamomaque Pond, as well as to provide the opportunity for public enjoyment of the quiet solitude found in the existing natural environment of the property. The Southold Town Planning Board has been consulted and expressed no reservation to the proposed purchase. The negotiated purchase price if $400,000.00 For all of the rights and interests in the entire parcel. The price of this proposed purchase reflects in part the cooperation of the owners, as well as the limited development potential, and remoteness of the location of the property. Because of it's woodlands, wetlands, shorelands, sea views, and potential for outdoor recreational opportunities this property has a high eligibility for preservation. The parcel is identified for preservation on the Town's Community Preservation Propjet Plan. The purchase will most certainly preserve and continue an open space character of Arshamomaque Pond, specifically in the town in general. Mr. Stoutenburgh dedicated much oI' his life fighting to prevent development of the type that has taken over much of Long Island. "People here can enjoy the natural world around us because of Mr. Stoutenburgh," Supervisor Scott Russell said. "This recognition is long overdue." Mr. Stoutenburgh and wife, Barbara, were instrumental in getting Southold to adopt its first wetlands code. The Suffolk Times named the couple its ``People of the Year" in 2011. Mr. Stoutenburgh, a Cutchogue resident, wrote the popular weekly column ``Focus on Nature" for The Suffolk Times for 50 years. A dedicated public servant, he served three terms as a Southold Town Trustee, including one year as board president, and four years as a town councilman championing environmental causes. The renaming ceremony will take place at 1 p.m. at the preserve, located on the north side of Route 25 in Southold, just east of Port of Egypt Marina. The preserve entrance is just before the bridge. Parking is available on the south side of Route 25 along Old Main Road. When told of this preserve being nazned for him, Paul sat with his family azound him for a few minutes and then said quietly, "I'm overwhelmed! I'm honored." Over the years Paul never cared who got credit for something done as long as the job was done. He wanted you to know he would like to have been here today except his Parkinson's just doesn't allow him to do all the things he'd like to do at age 91. In going over the journals of Paul's life recently, we ran across a poem that I think speaks for him. You know of his weekly writings about the world azound him and his work trying to save important lands for the future but this is about Paul, the man, written by him some years ago. LOOKING BACK I know where the largest rock on the island lies And how the warm sandy beach was formed I know the smell of creek mud black and soft And what part the waving thatch grass plays I've dug for clams, scooped for scallops Caught the eels by firelight I cooked on the beach with seaweed and rock I've cut the trees for firewood Split and piled them high And raked the lawn each spring and fall Sailed a boat when winds and tides Played tricks with me Swam on top of the sparkling bay Dove beneath in another world Watched the great blue stalk Its evening meal Walked the pebbled beach On starry nights I've built a home and moved a bam and strung a fence Collected eggs and downed a steer each year Banked the wood stove to last til dawn Put out the cat that rules the house Put down my well and drank with joy its water clean Laid down the bricks, a path for friends to come and go Each year planted a gazden for food and delight Pulled apples, peaches and pears as summer ended Kept the busy bees in hives and spun their golden honey Smoked with apple wood the fish, the eels, the venison Seen the wonders of a boy and a girl and then another boy We slid down the back hill and skated the pond And so it was a sense of place was found and I a part of it. Salt marshes are found along Hashamomuck Pond, ,~q~`'^`~" ~ x _ both north and south of the railroad tracks. The seaward edge „ ~ ~ ' ~ ' ~ , of the marsh (low marsh} is dominated by salt marsh cordgrass, ~ ~ ~ r ~ • which slowly gives way to the high nrrrsh meadow of spikegrass ~ ' ~ aiid salt meadow hay.
