A copy of the Suffolk County Tax Map showing the subject is included in the Addenda to this report. LAND The subject consists of two parcels of land which are situated north of Main Road • (NYS 25), westerly of Hashamomuck Pond. The smaller of these two parcels, lot 10, has an irregular shape with a southerly boundary of 272±', a westerly boundary of 532±', an irregular northerly boundary totaling 376±', and an irregular easterly boundary totaling 429±'. It contains an estimated area of 3.18± acres. The larger, lot 8.1, is abuts the southerly border of lot 10. It is an irregular shaped parcel with a southerly border of 2,245±'which fronts on tracks of the Long Island Railroad. It has irregular northerly, easterly, and westerly borders, but has an overall useable shape. Its general depth (north-south) is estimated to be approximately 500±'. It contains a total area of 24.59± acres. The: subject contains large areas of freshwater wetlands scattered primarily on the larger, southerly lot (8.1). There does appear to be sufficient upland area to develop the • site. The upland portions are rolling and wooded with small to medium size trees. The properties abutting the subject consist of vacant land, and a few improved residential uses. The property to the east of the subject is preserved as open space (Town of Southold). The subject does not have direct road frontage. Access to the property is via a right of way easement over properties to the west and south. This easement also crosses the Long Island Railroad tracks. The subject is encumbered by an easement benefitting the Long Island Power Authority. This easement runs east-west primarily through the central to southern portion of Lot 8.1 and contains overhead high tension power lines. Public utilities available to the subject include electric, and telephone. Sanitary waste in this area is treated via on site septic systems. The lack of sewers in the area does not have a negative effect on the overall value or market appeal. Public Water is not available directly to the subject but is available in this area. Water supply would likely be achieved via on site wells. There are no apparent adverse conditions, easements, or encroachments effecting the land. When we get this appraisal, we will re-evaluate the Dowd(56-1-5.1) appraisal. __ E • N v I R O N M E N • T A L S U M M A R • y Phase I Environmental Site Assessment Adams Property 1_0 SUMMARY ' The subject property has been inspected and reviewed independently by Nelson, Pope & Voorhis, LLC in order determine if potential environmental or public health concerns are present. This report is intended to identify Recognized Environmental Conditions (as defined in ASTM ' Standards on Environmental Site Assessments for Commercial Real Estate) on the subject property based on the four (4) basic components of a Full Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting. The subject property lies in the Hamlet of Southold, Town of Southold, County of Suffolk, New York. The subject property is comprised of two lots of vacant land totaling 27.9 acres. The ' property is located north of the Long Island Rail Road right-of-way and approximately 1,715 feet east of Laurel Avenue and 305 feet west of Hashamomuck Pond. The property is more particularly described as Suffolk County Tax Map # 1000-056-01-8.1 & 10. The 27.9-acre subject property consists of woodlands with several large wetland areas. An ' inspection of the property did not reveal any major dumping or debris, staining, residue, odors or stressed vegetation. High-tension power lines traverse the middle of the property. Aerial photographs from 1969, 1976, 1980 and 1994 were reviewed to identify former uses of the ' subject property. This review revealed the property was vacant land in all of the aerials. An extensive government records search found no potential sources of environmental degradation on the subject property. No Federal, State and County documented regulated sites were noted in the vicinity of the subject property. ' In conclusion, this assessment has revealed no evidence of recognized environmental conditions in connection with the subject property, subject to the methodology and limitations of this report. � Ilil��► NELSON. I will turn it over to Melissa for further discussion. • Southold Town Board-Public Hearing 2 August 12, 2003 • MELISSA SPIRO, LAND PRESERVATION COORDINATOR: Thank you. I would like to quickly point out a few things about this project. The Adams property is located within the R-80 Zoning District. It is on the Community Preservation Plan, and the purchase will be funded by the Community Preservation Fund. The most important point I believe, is that this property is adjacent to the existing Town owned 24 acre Arshamomaque Pond Preserve. The Town is currently working on a trail system within the Preserve. The trailhead is located on Main Road, just west of the small bridge. The Town has installed a small parking area and a covered kiosk with a map of the preserve showing the natural features and the trail location. The trail loops around the property with magnificent views of Arshamomaque Pond. The current proposed acquisition is for approximately 26 acres, thus the Preserve area will be doubled. The Adams property contains uplands and wetlands, and the proposed purchase will allow the Town to significantly extend the existing trail system. Jim McMahon, the Town's Stewardship Manager, has completed a management plan for the existing Preserve. The existing Preserve, together with the additional land of the Adams property, will remain in its open, natural and scenic state and will be reserved for nature trails. I'd like to thank John Sepenoski, a member of the Land Preservation Committee, for spending significant volunteer hours cleaning up the existing Preserve. He also prepared a bird list for the Preserve. The list is available at the Town Clerk's office and on the Town's web site. Of course I'd like to thank the landowners for offering to sell their property to the Town for open space purposes. The purchase price of $347,00 is supported by an appraisal, and the Land Preservation Committee is in support of this purchase. Most of the trees appear to be on the Dowd property, some are on the Adams property and some are in the right-of-way. If necessary, after the closing I can have the approximately 25 trees removed from the Adams property and the right-of-way can easily be cleared with a pay loader to remove any obstructions. There are several old logs and trees that have fallen over the right-of-way and I would normally clear them as part of the regular trail maintenance program. Mr. Stoutenburgh dedicated much of his life fighting to prevent development of the type that has taken over much of Long Island. "People here can enjoy the natural world around us because of Mr. Stoutenburgh," Supervisor Scott Russell said. "This recognition is long overdue." Mr. Stoutenburgh and wife, Barbara, were instrumental in getting Southold to adopt its first wetlands code. The Suffolk Times named the couple its "People of the Year" in 2011. Mr. Stoutenburgh, a Cutchogue resident, wrote the popular weekly column"Focus on Nature" for The Suffolk Times for 50 years. A dedicated public servant, he served three terms as a Southold Town Trustee, including one year as board president, and four years as a town councilman championing environmental causes. In going over the journals of Paul's life recently, we ran across a poem that I think speaks for him. You know of his weekly writings about the world around him and his work trying to save important lands for the future but this is about Paul, the man, written by him some years ago. Hiking,birdwatching, nature photography,and nature study are among the many passive recreational uses visitors may pursue. Arshamomaque Pond lies to the east of the Preserve. Combined with its narrow western arm named Long Creek and Its outlet to Southold Bay,Arshamomaque Pond is the largest of the North Fork's tidal ponds. The names Arshamomaque Pond, Mill Creek,and Hashamomuck Pond are all used interchangeably today. Two hiking trails showcase the property's natural treasures. The 3/4-mile Main Trail(blue trail)meanders past vernal ponds and through large stands of mixed hardwood forest. Vernal ponds occur throughout the woodlands due to the clay deposits that prevent surface water from draining into the soil. These wet areas support wet tolerant plants,like ferns,high-bush blueberry,sweet pepperbush,and swamp azalea,and provide breeding areas for salamanders,newts,frogs,and toads. By mid-summer,the water in most of these areas will be drawn down,leaving few indications that these wet conditions had existed. The two spurs off the Main Trail lead to Arshamomaque - Pond. The seaward edge of the fringing marsh(low marsh)is dominated by salt marsh cordgrass,and slowly gives way to the high marsh meadow of spikegrass and salt meadow hay. Monotypic stands of the invasive plant Phragmites australis exist in portions of the wetland-upland interface. Dam Pond Maritime Reserve Dam Pond Maritime Reserve is a 36-acre parcel owned by the Town of Southold and Suffolk County Parks.
