LAND The subject is an irregular shaped parcel of land having 104±' of frontage along the northerly side of Main Road, a westerly boundary of 276±', a northerly boundary of 251±' • which fronts along the Long Island Railroad tracks, and an irregular easterly border having a total of 295±' of frontage on Hashamomuck Pond. It contains a total area of 1.30± acres. The property contains areas of tidal wetland at its northeasterly corner. There appears to be sufficient upland area to support development, however, a setback variance would likely be required. The size and configuration of the subject appear functionally adequate and suitable for development, as indicated by surrounding land uses. There is ' no evidence of abnormal subsoil conditions. The subject has a generally level topography ' which is below grade with the abutting road and is mostly cleared land with some undergrowth and a few trees. This report is intended to identify Recognized Enviromnental Conditions (as defined in ASTM ~~s Standards on Environmental Site Assessments for Commercial Real Estate) on the subject property based on the four (4) basic components of a Full Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews.and evaluation and reporting. The subject property lies in the Hamlet of Southold, Town of Southold, County of Suffolk, New York. The subject property is a 1.3 acre parcel of undeveloped land. The property is located on the north side of Main Road, east of Laurel Avenue on the western shore of Hashamomuck Pond. The property is more particulazly described as Suffolk County Tax Map # 0200-056-04-16. • The majority of the 1.3 acre subject property consists of wetlands and the remaining azea has an old dilapidated building and spazse vegetation. The small wood framed and shingled building had a dirt floor and was empty at the time of the site inspection. A dirt road is located along the western property boundary which provides access to the land north of the railroad tracks. The wetland azea contained minor quantities of debris which had been washed ashore. An inspection of the property did not reveal any major dumping or debris, staining, residue, odors or stressed vegetation. Aerial photographs from 1960, 1969, 1976, 1980 and 1994 were re~+iewed to identify former uses of the subject property. This review revealed the property was vacant land in 1960. The building was present in the remaining aerials. An extensive government records seazch found no potential sources of environmental .f' degadation on the subject property. One (1) Federal, State and County documented regulated ,_;,;G site was noted in the vicinity of the subject property. A closed tank failure record was identified on the east side of Hashamomuck Pond. In conclusion, this assessment has revealed no evidence of recognized environmental conditions in connection with the subject property, subject to the methodology and limitations of this report. • i NELSON. Would anyone like to address the Boazd either pro or con? ; MELISSA SPIItO: The property is on the north side of the Main Road right here in Mill Creek, and it is adjacent to property the town acquired recently, and it contains atwenty-two foot right of way for people that provides access to the property that we acquired over the railroad tracks, and it will also (unintelligible.) The negotiated purchase price of $60,000 reflects the market value of the proposed fee title purchase that was derived from a recent appraisal done by Givens Associates from Hauppauge. A survey of the pazcel is to be accomplished. A • survey and purchased agreement should be subject to adoption by the Land Preservation Committee prior to any completion of this purchase should the Town Boazd so resolve. Because of it's location on Main Road, and it's proximity to other Town owned open space the property has a high eligibility from public purchase in the unaninCOUS opinion of the Land Preservation Committee members. The 2% money you could put a small structure on it, like a restroom, things like that, small, as she mentioned trailhead. Open space money you can't put anything on it, so that is how we detemune which pot to pull from.. ALBERT KRUPSKI: So, in this case, how will you determine which pot to pull the money from? COUNCILMAN ROMANELLI: We talked about this coming out 2% if my memory is correct from discussions azound the table. ALBERT KRUPSKI: Which would make it available to build something on it? The parking area will be constructed of a stone blend material and a vegetated berm will be constructed along the northerly edge of the parking area to prevent stormwater from running into the adjoining wetlands. The parking area will be graded back towards Old Mill Path and (2) shallow drainage rings will be placed in the parking lot. During construction of the parking area, hay bales will be placed around the perimeter of the construction zone to prevent topsoil and/or demolition materials from entering the wetlands. The wood frame building will be removed with minimal ground disturbance and taken to the Southold Town Landfill for disposal. Mr. Stoutenburgh dedicated much oI' his life fighting to prevent development of the type that has taken over much of Long Island. "People here can enjoy the natural world around us because of Mr. Stoutenburgh," Supervisor Scott Russell said. "This recognition is long overdue." Mr. Stoutenburgh and wife, Barbara, were instrumental in getting Southold to adopt its first wetlands code. The Suffolk Times named the couple its ``People of the Year" in 2011. Mr. Stoutenburgh, a Cutchogue resident, wrote the popular weekly column ``Focus on Nature" for The Suffolk Times for 50 years. A dedicated public servant, he served three terms as a Southold Town Trustee, including one year as board president, and four years as a town councilman championing environmental causes. The renaming ceremony will take place at 1 p.m. at the preserve, located on the north side of Route 25 in Southold, just east of Port of Egypt Marina. The preserve entrance is just before the bridge. He wanted you to know he would like to have been here today except his Parkinson's just doesn't allow him to do all the things he'd like to do at age 91. In going over the journals of Paul's life recently, we ran across a poem that I think speaks for him. You know of his weekly writings about the world azound him and his work trying to save important lands for the future but this is about Paul, the man, written by him some years ago. LOOKING BACK I know where the largest rock on the island lies And how the warm sandy beach was formed I know the smell of creek mud black and soft And what part the waving thatch grass plays I've dug for clams, scooped for scallops Caught the eels by firelight I cooked on the beach with seaweed and rock I've cut the trees for firewood Split and piled them high And raked the lawn each spring and fall Sailed a boat when winds and tides Played tricks with me Swam on top of the sparkling bay Dove beneath in another world Watched the great blue stalk Its evening meal Walked the pebbled beach On starry nights I've built a home and moved a bam and strung a fence Collected eggs and downed a steer each year Banked the wood stove to last til dawn Put out the cat that rules the house Put down my well and drank with joy its water clean Laid down the bricks, a path for friends to come and go Each year planted a gazden for food and delight Pulled apples, peaches and pears as summer ended Kept the busy bees in hives and spun their golden honey Smoked with apple wood the fish, the eels, the venison Seen the wonders of a boy and a girl and then another boy We slid down the back hill and skated the pond And so it was a sense of place was found and I a part of it. Downs Farm Preserve Downs Farts Preserve is a 51-acre wooded parcel that is the site of Fort Corchaug, a Native American fort, which is listed on the National Register of Historic Places. Downs Farts Preserve has a mile of passive recreation trails and adjoins productive farmlands and the tidal wetlands of Downs Creek. Goldsmith Inlet Park Goldsmith Inlet Park is a 35-acre parcel with a'h mile trail leading [o Long Island Sound, from the [railhead, located on Sound View Avenue. The mature woodlands, tidal wetlands, Goldsmith Inlet Pond and 1500 feet on Long Island Sound are great for bird watching. Cedar Beach Countv Park Cedar Beach County Park is a 68-acre park with over 2,800 feet on Shelter Island Sound. The park provides the visitor with great vistas of Shelter Island Sound and the mudflats, sandbars and the saltwater marshes of Cedar Beach Harbor. Arshamomaaue Pond Preserve Arshamomaque Pond Preserve is a 54-acre wooded preserve with several [rails that wind through [he mature woodlands, by vernal ponds and along the saltwater wetlands of Arshamomaque Pond. Arshamomaaue Preserve The Arshamomaque Preserve is a 120-acre preserve owned by the Town of Southold and SutTolk County Parks. The preserve has 1.3-miles of nature trails that wander through mature woodlands, freshwater wetlands and open fields. Inlet Pond Park inlet Pond County Park is a 55-acre park with 1.6-miles of trails leading to Inlet Pond and Long Island Sound. The North Fork Audubon has a visitor's center and offers nature programs during [he year (Hours and programs are posted on the kiosk). Dam Pond Maritime Reserve Dam Pond Maritime Reserve is a 36-acre parcel owned by the Town of Southold and Suffolk County Parks. The preserve encompasses a small, protected bay, maritime shrubland, grasslands, tidal flats, saltwater marshes and mature woodlands. The trail that wanders through the preserve is 1.2-miles long. Orient Beach State Park Orient Beach Stale Park has 45,000 feet of frontage on Gardiner's Bay and a rare maritime forest with red cedar, blackjack oak trees and prickly-pear cactus.
