Present Were: Absent Were: Don Wilder, Chairman Jack McGreevy, Member Peter Young, Member Doug Hardy, Member James Eckert, Member Anne Trimble, Member Lauren Standish, Secretary Mark Terry - Principal Planner, Guest Speaker Scott Worth, Student Member Bob Ghosio, Trustee CALL TO ORDER Chairman Don Wilder called the meeting to order at 4:00 PM. GUEST SPEAKER Mark Terry, Principal Planner for the Town of Southold, hosted a power-point presentation on his study of the impacts of docks on the bay. The CAC members supported the study and suggested the power-point be made available for public viewing for educational purposes. They all agreed that docks on the bay should be prohibited or design standards should be set. 2 Member Jack McGreevy asked Mark about storm-water run-off projects. He stated that the Town recently was awarded grants for run-off projects along Arshamomaque Pond, Goose Creek, Corey Creek and Richmond Creek. REPORTS Member Jack McGreevey distributed a copy of a letter he sent to the Town Board regarding stewardship of the Town's natural resources and asked for comments. APPROVAL OF MINUTES Moved by James Eckert, seconded by Jack McGreevy, to Approve the Minutes of November 12, 2008. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Jack McGreevy, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of MILDRED DICARLO to replace the existing dock with a Iow-profile 4'X 64' fixed dock on 16 8" dia. piles 12' on center, 3'X 15' metal ramp and a 6'X 20' floating dock affixed to 2-10" dia. piles, and in- place replacement of 125' of bulkhead and 37' return landward of high-water. Located: 1035 Calves Neck Rd., Southold. SCTM#63-7-32 Inspected by: James Eckert, Doug Hardy, Don Wilder The CAC Supports the application with the following Conditions: · no portion of the bulkhead extends beyond the mean high water mark; · the dock is constructed a minimum of 5' above mean high water to provide public access; · the dock and the vessel don't exceed 1/3 across the width of the creek; · the 8" pilings are replaced with 4"X4" posts; · thru-rio decking is used on the catwalk; · the docks are removed from the beach; and · the present non-turf buffer is maintained. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of ORIENT WHARF CO. to remove the existing wood sheathing +/-100', dismantle existing wharf, remove existing rip-rap, stockpile on site, remove understructure and excavate, dredge a 30'X 60' area to -2' ALW, install culverts 18" below ALW, resultant spoil (+/-75 cy.) shall be dewatered and trucked off site. Install (3) 58"X 91'X 56' long concrete culverts, backfill and install rip-rap (18"-24") stone on both sides of roadway and refurbish road and curbing. Located: 2110 Village Lane, Orient. SCTM#24-2-28.1 Inspected by: Don Wilder, Jack McGreevy, Doug Hardy Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of DORIS GALLAGHER CIO BARBARA PENNACHIA to stabilize the base of the bluff by constructing 90' of double row 3' to 5' dia. (2 to 5 ton) rock revetment. Re-grade any disturbed areas reusing excavated materials and re-vegetate materials. Located: 14347 Oregon Rd., Cutchogue. SCTM#72-2-1 Inspected by: Don Wilder The CAC Supports the applications with the Condition the plans are stamped by an Engineer. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit and Coastal Erosion Permit applications of ROBERT & BETH ANELLO to replace the roof over the existing dwelling inkind/inplace with new design pitch and for the existing portable hot tub and existing boardwalk (deck at grade) behind the existing bulkhead. Located: 1980 Leeton Dr., Southold. SCTM#58-2-13 Inspected by: Don Wilder, James Eckert, Doug Hardy The CAC Supports the applications with the Condition gutters and drywells are installed to contain roof run-off and the boardwalk is replaced with open-pervious decking. Vote of Council: Ayes: All Motion Carried Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of DONALD IADANZA to construct a stairway down to the beach. Located: 855 Sound View Rd., Orient. SCTM#15-3-11.1 Inspected by: Jack McGreevy, Doug Hardy, Don Wilder The CAC Supports the application with the following Conditions: 4 · best engineering practices are used; provide erosion control; · stairs are constructed with non-treated lumber; and · the installation of a 20' non-turf buffer along the top of the bluff. Vote of Council: Ayes: All Motion Carried The next regular meeting of the Conservation Advisory Council has been set for Wed., January 14, 2009 at 4:30 PM at Down's Farm Preserve.
