report is intended to ider/tify Recognized Environmental Conditions (as defined in ASTM
Standards on Environmental Site Assessments for Commercial Real Estate) on the subject
property based on the four (4) basic components of a Full Phase I Environmental Site
i Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting.
The subject property lies in the Hamlet of Southold, Town of Southold, County of Suffolk, New
I York. The subject property is a 0.32 acre parcel of undeveloped land. The property is located on
· the north side of Main Road, east of Laurel Avenue. The property is more particularly described
as Suffolk County Tax Map # 0200-056-04-4.
Io The subject property is a 0.32 acre parcel of wooded land which has wetlands on the southern
and western portions of the property. An inspection of the property did not reveal any major
I dumping or debris, staining, residue, odors or stressed vegetation. Aerial photographs from
1960, 1969 1076, 1980 and 1994 identify the subject property as vacant wooded land throughout
this period.
I An extensive government records search found no potential sources of environmental
degradation on the subject property. No Federal, State and County documented regulated sites
were noted in the vicinity of the subject property.
· In conclusion, this assessment has revealed no evidence of recognized environmental conditions
in connection with the subject property, subject to the methodology and limitations of this report.

parcel of Fred. ~
COUNCILMAN ROMANELLI: "Notice is hereby given that pursuant to the provisions of Chapter 59,
Open Space Preservation and/or Chapter 6 (2% Community Development Fund), of the Code of the
Town of Southold, the Town Board of the Town of Southold will hold a public hearing on the 24th day

Further Notice is hereby given that a more detailed description of the above mentioned parcel
of land is on file in the Southold Town Clerk's Office, Southold Town Hall, 53095 Main Road,
Southold, New York, and may be examined by an interested person during business hours. Dated:

SUPERVISOR COCHRAN: You have heard the reading of the public notice. Is there anyone that
would like to address the Town Board?
DICK RYAN: This parcel is located on the north side of the Main Road in an area commonly known
as Port of Egypt. Actually it is on West Side of the Sea Shell Restaurant. Mrs. Fred is offered by a

letter from her attorney to give the property to the Town of Southold. The sole stipulation is that the
transfer of ownership occur before the onset of the new real property tax year on December 1, 2000.
The Committee moved a recommendation to accept the gift of approximately 0.32 acres of property as
shown on the map before you for open space purposes pursuant to the provision of Chapter 59 of the
Town Code. The area of the proposed girl fronts on the Main Road and backs to the Long Island
Raikoad. It is mostly comprised of wetlands and provides an open space buffer to the marine related
and commercial development in the immediate proximity. The parcel is zoned Marine II. Because of
the factors of wetlands and buffers, as well as the gift proposed itself, the Land Preservation
Committee recommends the acceptance of this proposed girl of ownership to the lands herein
described. Town ownership of this parcel will provide at least a small interruption to development
along the Main Road in this area. A survey at Town-expense is to be accomplished, acceptable to the
Land Preservation Committee. The, Committee urges the Town Board to accept the offer of a charitable
girl of this 0.32 acre property pursuant tot he provisions of Chapter 59 of the Town Code, entitled
"Open Space Preservation". In doing so, I ask the Town Board to also give due acknowledgement t the
charity evidenced by Ms. Fred's generous offer. Thank you.
