District, held at the office of the Veteran’s Park building at 1280 Peconic Bay Boulevard, Mattituck,
New York, with Jerry Zuhoski Chairman, Nicholas Deegan and Tom McCaffery Commissioners, John
Cushman Treasurer, Betsy Perkins, secretary, Ed Grohoski maintenance, Abigail Wickham, Eric
Bressler, District’s attorney and other residents of the District were present.
Chairman Zuhoski called the meeting to order at 7:04 p.m. The election vote of the expired terms of
Commissioner Zuhoski and Treasurer Cushman opened earlier at 4:00 p.m. Gail Faircloth, Barbara
Goehringer and Jeannette Olmstead were sworn in as Election Inspectors. The ballot box has been
property examined and put into service
On a motion made by Jerry Zuhoski, seconded by Nick Deegan and carried the Minutes of the
October 9, 2008 minutes were approved as received via email.
The Treasurer’s report was read by John Cushman (see attached), bills to be paid totaled $12,953.84.
It was confirmed with Ed Grohoski that Mattituck Sanitation was “on call” at this time. Additional bills
were added for the three election inspectors being paid $45.00 each for a grand total of $13,088.84.
Discussion followed: Nick Deegan asked about Ward’s construction overseeing; paid $17,000.00 as
of date; total is $23,000.00. Nick asked about the Town and the Bonds and John Cushman informed
the Board that the Town had not yet sold the bonds. John Cushman also informed the Board that
the budget needed to be modified in order to pay the expenses of the lighting project. When the
District receives the bill from Welsbach, we will then bill the Town for the $100,000.00. Will probably
want to keep a short term note when selling the Bonds due to the pending lawsuit.
A motion was made by Tom McCaffery, seconded by Nick Deegan and motion carried to accept
the Treasurer’s report.
A motion was made by Tom McCaffery, seconded by Nick Deegan and motion carried to transfer
from the Site Improvements of $41,900.000 and Beach Attendants $160 to Prompt Payment Discounts
$150, Legal Counsel $2,900, Permits $10 and Transfers to Capital fund $39,000.
Ed Grohoski reported that the only damage to any of the Park District grounds was some tissue paper
thrown on Halloween night; Called STPD to report 7 out of state cars parked at Vets; Poles are going
up at Aldrich; Reported that the Bulletin Board at Aldrich was moved and the contractor would
charge $890 to wire for lighting. This is something Ed could do; the Park District would have to
purchase the wire. Suggested contacting the soccer league to see if they would contribute the
funds; the materials for the Board itself was donated to the soccer league by Penny Lumber; the
soccer league installed.
Discussion continued about a small storage shed to put at Aldrich which would cost approximately
$1,000.00, which would also require a permit.
Ed Grohoski asked to have a letter written to request use of the MFD lift to paint the buildings.
Discussion followed regarding aluminum wrapping instead.

Gail Wickham made the following report:
Inlet: Army Corps. Received email communication from Army Corps advising the Feasibility Report
and Environmental Assessments are being finalized; once completed the combined report to be sent
to their non-federal party, NYS DEC and the North Atlantic Division of the Corps for initial approval of
release. Upon their approval, the reports to be released to all for review; however, with the Holidays
approaching, the draft report released to the public after the 1 of the year.

NYS Grant: Contract for $50,000.00 grant being developed.
Bluff Restoration: Scout project at Bailey’s Beach. Trustees and NYS DEC permit applications were
being drafted; would need a planting plan regarding beach grass. Polly Weigand would make
presentation to the Scouts. Would probably need a new survey; approximate cost would be $1,500 -
$2,000.00. Hopefully wetlands would not have to be staked since shoreline.
Tom McCaffery to sign applications. Possibility of Scouts getting plants donated? Restoration
project will cost and is not a priority at this time. Also thought that a survey would be needed for
Love Lane permits.
Brief discussion followed regarding the dredging that had been done in the past at Wolfpit and
whether or not a permit was required.
Absentee Ballots; the forms ordered by Nick Deegan had to be redone as they did not apply to a
Park District vote. The attorney’s office handed out application and if the application was
completed properly, an absentee ballot was mailed out. The Board of Commissioners examined the
absentee ballots received and voted on whether or not to accept the ones that were not properly
completed.
Discussion then followed regarding the procedure and the time it took to complete. The window
time frames that we had was very small and it was suggested that at the next vote, more time,
money & personnel be allocated for absentee ballots.
The commissioners then discussed the rental schedule at the Lodge and it was suggested that a
$100.00 non-refundable deposit be billed for non-resident Scouts beginning in January, 2009. After
discussing the possibility of advertising the lodge for rent and the impact of losing tax exempt status,
a motion was made by Nick Deegan, seconded by Tom McCaffery to charge non-resident Scouts a
$100.00 non-refundable deposit. Motion carried.
A request was made of the Park District to use the Vets Park facilities for the Peconic Community
Council’s 2 Annual Peconic Plunge on Saturday, February 14, 2009. Motion was made by Tom

McCaffery to allow PCC to use the Vets Park facilities on Sat. Feb. 14, 2009, seconded by Nick
Deegan, motion carried. Secretary to inform clerk, Gail Faircloth.
Gail Wickham forwarded to Mike Mapes floor plans for the Vets Building for his use in assisting us in
making applications to apply for a change of use for building.

Gail Wickham also indicated that a portion of the West Jetty was owned by Marlene Association.
Dan Hall of Land Use gave a verbal recommendation of repairing the Marlene side of the West Jetty.
There being no further business to come before the Commissioners, a motion was made by Jerry
Zuhoski, seconded by Nick Deegan and carried to adjourn the meeting at 8:45 . The Commissioners
then entered Executive Session so attorney Eric Bressler could bring the Board up to date on the
lawsuit basically reminding the Board that his firm was defending the Park District and that on
November 18, 2008 all papers must be submitted to the Court and on December 9, 2008, the Judge
would listen to oral arguments and make a decision.
