HomeMy WebLinkAboutMPD-07/10/2008Minutes of the July 10, 2008 meeting of the Board of Commissioners of the Mattituck
Park District, held in the office of the Veteran’s Park building at 1280 Peconic Bay
Boulevard, Mattituck, New York, with Jerry Zuhoski, Chairman, Nicholas Deegan, John
Cushman, Treasurer, Betsy Perkins, Secretary, Ed Grohoski, maintenance, Russ
Williamson, Park District volunteer and other residenets of the District.
Chairman Zuhoski called the meeting to order at 7:05 p.m.
On a motion made by Jerry Zuhoski, seconded by Nick Deegan and carried, the
Minutes of the June 12, 2008 meeting of the Commissioners were approved as
presented via email.
The Treasurer’s report was read by John Cushman (see attached). Confirmation was
received tht there is a contract at Bay Avenue with SCWA. On a Motion made by Jerry
Zuhoski, seconded by Nick Deegan and carried, the Treasurer’s report was accepted.
John Bradley, Life Scout from Troop 39 informed the Board he was working on his Eagle
project and would like to do something at the beach at the Lodge; namely construct a
walkway over the dunes so that there would be access from the parking lot to the
beach. He would like to include educational material to explain the effects the erosion
is having at the beach. He did not have a proposal of what it would cost, but would
like the District to offset the cost. Brief discussion followed about obtaining permits for
same, if necessary. John would complete all the necessary paper work, permit
applications and proposals and the work itself, but the District would have to be the
applicant. Secretary and Ed Grohoski to coordinate with John and his mother who will
be helping with the paper work.
Ed Grohoski, gave his maintenance report which is attached, Stated that the work at
Breakwater was 99% complete. Nick Deegan asked about the Love Lane work, Ed has
not gotten to it yet. Possible to replace the planking only at this time.
Gail Faircloth made the following report. Barbara Droskoski is requesting the use of the
new building for lifeguard re-certification, 2 nights in August (3 & 4). All in agreement.

The East End Lioness donated $300.00 to MPD for the Scout Lodge. Secretary to send
thank you note.
Frank of Laurel, who is involved in the Children’s Youth Wrestling Group would
like to host a fundraiser to benefit the group after hearing the coordinators/coaches lay
out a substantial sum of money each year for kids that can’t participate due to
monetary issues. Frank’s business is large mobile movie screen, like the one used on
Love Lane for movie night. He would like to use on the Disricts property hich would
interfere the least with neighbors in so much as the movie does not start until dark,
approximately 9 p.m., lasting one and half hour. He would arrange for tickets to be pre-
sold, raffle and all proceeds to go to the westling club. Thinking of a week nighttowards
the end of August, with a rain date in September. It was suggested Aldrich Lane.
Would need additional porta-potty, but no bleachers needed.
Mr. & Mrs, McGreevey were in attendance inquiring as to the outcome of the April 11
th
meeting with the Town and other agencies regarding the Mattituck Inlet dredging.
Since Commissioner Tom McCaffery and the Distrcit’s attorney was not present, the
Board did not have the back groud of what took palce at that meeting. The
McGreevy’s were concerned that the District was not making an effort to find out what
happened. Nick Deegan did state that as far as he knew, we were waiting to
conference with Congressman Bishop and Assemblyman Alessi, but as of date, had not
heard back.
It was further stated that the problem has worsened; the businesses on the Inlet are
being affected. Boats have run aground The Ary Corps was originally going move
91,000 cubic yards of sand, then it was reduced to 75,000, 50,000 and the last they were
told it was reduced to 11,000 cubic yards. The homeowners are very concerned and
would like the District to support the cause. Further discussion followed about the state
of the Inlet now and what it was like in the past and what will happen in the future and
the Districts position to support the Inlet dredging or keep the wide beach. Kevin Ferrell
resident of 8 years also gave his support to the McGreevy’s.
Chairman Zuhoski asked that the McGreevy’s return next month and at the time,
Commissioner McCaffery will be present as well as the Districts attorney to report on the
April 11 meeting. At the next meeting, possible a resolution could be passed to
th
support the McGreevy’s and take a more active role.
Scott Bugdin, who owns & operates “hot dog trucks” came before the Board to inquire
as to the possibility of bringing his truck to both Vets Beach and Breakwater beaches.
He has his license in place, permit with the Town and Health Departments. After a brief
discussion, Mr. Bugdin was instructed to contact the Clerk at the Office and obtain her
permits.
Tony Claudio, Commodore of the Mattituck Yacht Club approached the Board
concerning the Yacht Club’s upcoming 100 anniversary in the 2010. It would be a
th
week long celebration with “North Amercians” (larger sun fish) attending, using the field
as boat storage which would not cause any destruction to the field, since they were
light. Would like to get the District involved. Real concern is the U bulkhead with drain
pipe. Would require funds to repair. A brief discussion followed about what needs to
be done and the Commissioners thanked Mr. Claudio for coming and asked him to
keep the District advised as to the plans of the event.
The commissioners then dicussed:
The Aldirch Lane lighting project; The Planning Board is holding the Public Hearing on
July 14, however, no decision will be rendered at that time due to an error in the
th
publication. It was hoped that the Planning Board will render a decision at their Special
Meeting on July 28. It is believeved that ZBA has granted its approval. Concerns were
th
voiced about being able to pay for the lights once they are installed and being used,
and about the placement of the lights. If any change was made now, nay need to go
back to the Planning Board for site plan approval.
The Yacht Club Bulkhead; there are concerns about who owns what section; The
Trustees are conducitn a Site inpseciton and will be at the Yacht club to inspect.
Nick Deegan then asked about thestaffing at the booths. Gail Faircloth advised that
there are 2 girls staffing the booth Friday, Saturday, Sunday & Monday.
Nick Deegan then asked about the Scouters Lodge, who owns it and is there a lease
with the Scouts. Nick was informed that the District owns the building and there is no
lease.
Nick then asked about who governs the District’s policies; The Chairman, Jerry Zuhoski
stated that it was the General Municpal Law.
Nick then asked about bulkhead at Lvoe Lane and he wuld aske Bob Terry to look at it
before the Trustees makes their inspection on 7/16
The Budget for 2009 was discussed; it was decided that the “little truck” Ed and the
maintenance crew uses would be repaird (better on gas) and put back on the road;
one of the Scout leaders agreed to do the work, the Distrit would just pay for the
materials. He requested a key to the Scouts lodge for his use for his troopo meetings. He
would be given a key.
Jeff Standish of the Town offered to sell the District the to work on the fields for
$3000; a new one would cost $12,0000. Ed reports that it doesn’t work properly. It may
be able to be repaired. Jerry Zuhoski to ask Jim McMahon about the equipment, price
to purchase from the Town and its condition.
Possible remove one of the “porta-pottys” at Vets Beach. Betsy stated that the building
was not always open for use of the bathrooms. Need to make Gail and Ed aware and
the building was to be open during the beaches operating hours, then would be able
to move one of the porta pottys to Aldrich Lane.
Adjustments were to the proposed budget which does not see a tax increase. The 2009
proposed budget is attached.
There being no further business to come before the Commissioners, a motion was made
by Jerry Zuhoski, seconded by Nick Deegan and carried to adjourn the meeting.
The meeting was then adjourned at 9:00
Respectfully submitted by:
Betsy Perkins, Secretary
