HomeMy WebLinkAboutMPD-06/12/2008Minutes of the June 12, 2008 meeting of the Board of Commissioners of the Mattituck Park District, held in the office of the Veteran’s Park building at 1280 Peconic Bay Boulevard, Mattituck, New York, with Jerry Zuhoski, Chairman, Nicholas Deegan, Tom McCaffery, Commissioners; John Cushman, Treasurer, Betsy Perkins, Secretary, Ed Grohoski, maintenance, Barbara Droskoski, Beach manager, Russ Williamson, Park District volunteer and Mike Sweeney form Mattituck Fire Dept. Chairman Zuhoski called the meeting to order at 7:05 p.m. On a motion made by Tom McCaffery, seconded by Nick Deegan and carried, the Minutes of the May 12, 2008 meeting of the Commissioners were approved as presented via email. The Treasurer’s report was read by John Cushman (see attached). Nick Deegan asked to see the legal bill from Wickham, Bressler, Gordon & Geasa which covered work from 9/07 through 4/08. John Cushman noted that there was an additional bill from SCWA for $5.80 for Bay Ave. There is no water at Bay Avenue and upon a phone call made to SCWA; we were informed that we signed an agreement back in 1997. We asked for a copy of that agreement. SCWA wasn’t sure if they could get us a copy. On a Motion made by Tom McCaffery, seconded by Nick Deegan and carried, the Treasurer’s report was accepted. Gail Faircloth made the following report. Mary Buckingham who was hired has declined to take the position of attendant this year. Rebecca Grohoski to be hired at $7.15/hour Anthony Griffing to be as a seasonal laborer to be hired from June 17, 2008 through September 12008 at $7.15/hour. Tom asked if the girls would be able to , enforce the beach parking and Gail thought they would be fine. The attendants have both Ed’s & Gail’s phone numbers if needed. Gail herself chased away an ice cream truck on Sunday because he had no park permit. Attendants may have trouble with stickers as they are the same color as last year; will have to look carefully at the year. The following motion was made by Tom McCaffery to terminate the employment of Mary Buckingham and to hire Rebecca Grohoski as beach attendant at an hourly rate of $7.15 and to hire Anthony Griffing as a seasonal laborer for maintenance from June 17, 2008 through September 1, 2008 at an hourly rate of $7.15. Said motion seconded by Nick Deegan. Motion carried. Beach Manager Barbara Droskoski made the following report. She has lifeguards lined up. Needs list of pay schedule. Has tax forms. Asked about pay-rate for lifeguards. Suggested to pay the same as the Town of Southold and Southold Park District which is based on a 1 – 9 year basis, as follows: 5 year $13.27 1st year $12.17 th 6 year $13.54 2nd year $12.44 th 7 year $13.82 3rd year $12.72 th 8 year $14.09 4th year $12.99 th 9 year $14,37 5th year $13.27 th Opening date will be Saturday, June 28. Barbara to coordinate with Ed about what th supplies she needs. On a motion made by Tom McCaffery and seconded by Nick Deegan, the following hourly rates of pay were established for lifeguards for the 2008 summer season: 5 year $13.27 1st year $12.17 th 6 year $13.54 2nd year $12.44 th 7 year $13.82 3rd year $12.72 th 8 year $14.09 4th year $12.99 th 9 year $14,37 5th year $13.27 th Jerry Zuhoski asked for a motion regarding the Beach Managers seasonal stipend and after a brief discussion among the commissioners, Tom McCaffery made a motion to increase the stipend to $5,000.00 for the year, seconded by Nick Deegan and the motion carried, Ed Grohoski made the following report. Only damage was a few shingles ripped off at Breakwater and some damaged garbage cans at Breakwater. he is just continue to work. Gas prices are high. $75/week for diesel fuel. May need to request increase on gas limit on gas card. Complaint was made that a young child burnt the bottom of her feet on the slide on the playground. The parent suggested a canopy over it. Received a letter from a visitor that she loved the park but there was a dog in the playground area. Ed Grohoski to place a sign at the entrance of the playground, No Dogs Allowed. The Planning Board hearing notice was posted by Ed at Gail Wicham’s request at Aldrich Lane. Next Monday, 6/16, MHS is having a picnic at Breakwater and has asked that the bathrooms to be opened, which we have done in the past. No objections to this. Commissioners asked Ed Grohoski to contact Terry Contracting to inquire as to the start date for the Vets Park work. Mike Sweeney from the Mattituck Fire Department reported that the first car show was good. Commissioners advised him that no dogs allowed on Park property. Couple of complaints regarding entrance fee being charged for visitors only wanting to use the playground. 31 cars the first night; at least 50 expected next time. Would move cars to picnic area. Would use parking lot for parking only and would have an entry way just for the car show. Commissioners suggested about getting police presence. The FD asked but no one was available. Would even be harder next time as it is the same night as the Strawberry Festival. Commissioners cautioned the FD about the number of persons on the premises so as not to get out of hand. Nick Deegan obtained package from NYS for $50,000.00 for the grant application. Brief discussion followed about who should complete same. Commissioners asked Betsy to bring to Gail Wickham and complete the package with her and arrange for Jerry Zuhoski to sign as chairman. A motion was made by Tom McCaffery, seconded by Nick Deegan and carried to authorize Jerry Zuhoski as chairman to sign any and all necessary documents for $50,000 grant from NYS, pending review and approval of Gail Wickham, the District’s attorney. Nick Deegan would like to implement a 3-5 year budget/maintenance plan. Discussion followed about what projects were needed to complete and in the order of priority. The jetties, the fixing up of the brown building at Vets, the building at Breakwater, bathroom facilities, concession stand, parking lots, and tennis courts . Regarding the building at Breakwater, it is big enough for a concession stand if the volleyball league could store their items elsewhere. Perhaps the league could approach the Town of Southold about the donation of a shed to store their equipment. Regarding the tennis courts, Nick Deegan to inquire about repairing. Russ Williamson also knew of a corking & green sealant. Need to get prices. Tom McCaffery reported that the Mattituck Cutchogue Little League has asked that a gate be placed at Bay Avenue so that there would be access from the service road to the shed which was purchased by the LL. Brief discussion followed about the size of the gate and placement of same. It was also asked that the chain be removed at the entrance of the service road on the side of the Bay Avenue field. Gail Faircloth asked if the new room was ready to be rented out. Discussion followed and comparison made to the Southold Park District’s Wharf House and the rental fee of our Bailey Beach Lodge. Need to find out what it costs to run the room on a daily basis (i.e. heat, electric, insurance, taxes & maintenance) Right now, Bailey Beach lodge charges $150.00 and $400 for a wedding; boy scouts & girl scouts do not pay for use. Non-residents pay $15 per person with a $50 security deposit which includes the grounds. Commissioners felt a charge of $200 – $250 would be a fair charge for use of the room. What is the capacity? What does the Certificate of Occupancy state for its use? Would we need a supervisor to inspect the premises at the end of the function? What would be the time limitations? Would it include the grounds? The question was raise if someone was using the picnic area and it rained, could they move to the building? Commissioners asked Betsy to discuss with Gail Wickham the above questions raised and instructed Gail Fairlcoth to advise anyone interested in renting that the building was not yet available. Discussion followed about the floor in the new room. Should money be budgeted for same? Should we epoxy the floor, which might be expensive. Area rugs. John Cushman to work up next years budget based on above discussions and will email a proposed budget for review. There being no further business to come before the Commissioners, a motion was made by Jerry Zuhoski, seconded by Nick Deegan and carried to adjourn the meeting.
