HomeMy WebLinkAboutMPD-05/12/2008Minutes of the May 12, 2008 meeting of the Board of Commissioners of the Mattituck Park District, held in the office of the Veteran’s Park building at 1280 Peconic Bay Boulevard, Mattituck, New York, with Jerry Zuhoski, Chairman, Nicholas Deegan, Tom McCaffery, Commissioners; John Cushman, Treasurer, District attorney Gail Wickham, Betsy Perkins, Secretary, Ed Grohoski, maintenance, and interested residents. Chairman Zuhoski called the meeting to order at 7:05 p.m. On a motion made by Tom McCaffery, seconded by Nick Deegan and carried, the Minutes of the April 10, 2008 meeting of the Commissioners were approved as presented via email. The Treasurer’s report was read by John Cushman (see attached) and on a motion made by Nick Deegan, seconded by Tom McCaffery and carried, the Treasurer’s report was accepted. Ed Grohoski made the following report (also see attached). Further discussion followed regarding the repair of the dump truck; Commissioners instructed Ed Grohoski to have Talbot’s look at truck and advise of cost to repair or ability to be repaired. Regarding the Scout lodge, many cans of paint and propane tanks were found on the premises. These are hazardous and must be removed. Commissioners instructed Ed Grohoski to contact the Scouts to remove. Concerns were also raised about the Beach attendants not enforcing the beach parking. The attendants are very young. Possibly try to hire mature individuals. The following beach attendants were hired as follows: Denise Goehringer @ $10.55 per hour; Chelsea Ficner @ $8.00 per hour; Mary Buckingham @ $8.00 per hour; Chelsea Guditus and Kelly Tuthill @ $7.15 per hour minimum wage (to be verif Need verification of the ages of Chelsea Guditus and Kelly Tuthill. Clerk Gail Faircloth would have to instruct them to enforce the parking. Ed Grohoski was instructed to find out the cost of the handicap porta-potty from Norsic. The plaque on the handicapped beach chair has been completed. Commissioners to take a look. An unveiling ceremony is requested, date of which to be determined. A motion was made by Tom McCaffery and seconded by Nick Deegan and carried to have Ed Grohoski proceed with the repair the boat ramp at an estimated cost of $1,000.00. Frank Polistena of North Side-Out Beach Volleyball was in attendance and submitted the attached letter regarding an error in granting dates for tournaments and conflict of dates. He also voiced concerns about the Commissioners format of granting dates and was under the impression that the Commissioners were using an alternate year scheduling. The Commissioners stated that the dates of annual tournaments would stay the same for each league. The following tournament dates were requested from and granted to North Fork Beach Volleyball; ththth July 26 with a rain date of July 27 for the annual Kim Haeg Tournament and Sept. 6 with a rain th date of Sept. 7 for their Invitational Tournament. The following tournament dates were discussed and requested from and granted to North Side- ththth Out Volleyball; July 19 with a rain date of July 20 for CAST tournament and Sept. 13 with a rain th date of Sept. 14 for their end of the season tournament. Commissioner Tom McCaffery apologized for the volleyball net issue that occurred between the 2 leagues. Frank Polistena asked about the use of the courts by members of the league on non-league nights. Was this a problem? District Attorney Gail Wickham suggested that the permit specify use of the Courts on non-league nights. He also asked about building a 3 X 6 temporary platform to place their grill on the west side of the building running north and south. He was cautioned about disturbing the beach grass; The Commissioners will make a site inspection. He also asked if he could take a 4 x 4 on the beach to grade the Courts. He was informed that the Town of Southold brings in the sand. The Commissioners asked Ed Grohoski to contact Jim McMahon and Jeff Standish and request that the courts be graded as soon as possible. Gail Wickham reported that Lickity Splitz said that he intended to apply for the same permit as last year, rather than pursue use of the building as a concession. Gail Wickham then explained the Resolution concerning the SEQRA process. A Long Environmental Assessment form was sent to the Southold Town’s Planning Board, Town Board, Zoning Board of Appeals and Suffolk County Planning Commission. Only response was received from Suffolk County Planning Commission which had no objection. SEQRA allows the District to be considered as an unlisted action with coordinated review by above agencies. The District could then either issue a Negative Declaration which states that after the environmental review, it will be declared that the project will have no negative impact, or additional information could be requested, or the District could issue a positive declaration requiring a full draft Environmental Impact Statement Chairman Zuhoski asked for a motion to adopt the following resolution: That the Park District hereby affirms and declares itself as lead agency under this coordinated review process under SEQRA That the Park District has completed and reviewed a short environmental assessment form by which it appears that the project is an unlisted action That the Park District determines that the project is an unlisted action under SEQRA That the Park District declares that this project will have a Negative Effect on the environment and hereby issues this resolution as its Negative Declaration of same. Motion to adopt the above resolution was seconded by Tom McCaffery and carried. A complete copy of the resolution is attached. Gail Wickham further reported that she met with the Town of Southold Planning Board during their work session wherein the Planning Board decided to allow us an abbreviated review. The Planning Board asked for illumination information along the property boundary lines and the distance of houses. It was also explained to the Planning Board that the plan is replacing 8 poles with older lighting with 5 new poles with more efficient lighting fixtures. The Planning Board is also concerned with the hours of lighting. Discussion followed about the lights being programmable for regularly scheduled events and could also be turned on and off manually for special events and rain outs. Town Code requires lights off at 11 p.m. The Board may place further restrictions. A th special work session of the Planning Board has been scheduled for Monday, May 19 at 4:15. At least one commissioner should be present and prepared to answer the Board’s questions and address their concerns. th The Zoning Board of Appeals has placed the District on their calendar for Thursday, May 29 at 11:20 a.m. They will need a complete description of the lighting requirements for soccer, baseball, etc. Discussion followed with concerns that the District alone will be paying this electric bill. Gail Wickham suggested that it be incorporated into the permit fee. A projection of what it will cost to run the lights is needed. The Town has allocated the $100,000.00 towards the lighting project and the Commissioners asked the Town Supervisor if there was any other monies available to the District and was informed that there was not. It was noted that Southold Park District does not pay anything towards Tasker Park. This needs to be addressed again with the Town. Also need to contact Cutchogue Park District about their being asked to contribute financially towards our costs. Our fees for beach permits very low. May need to be revisited for non-residents. The Commissioners acknowledged Gerry Goehringer’s thank you note. Barbara Droskoski not available this month due to minor surgery. Jim _______from the Boy Scouts was present to request a key for the Pack. The Scout master only received 1 new key. The Pack (which consists of grades 1-5) and the Troop each need a key. Discussion followed about too many keys being handed out and lost, the safety issues of people entering the Scout lodge when other groups there and where supplies were stored and access to the supplies. Security and safety are of utmost concern and this was presented to him. The commissioners decided to give an additional key to him as leader of the Pack. Peter Young, who lives near Vets on Bay Avenue and is a daily visitor informed the Commissioners that he has changed his position regarding the cell tower and if the Commissioners decided to revisit the issue, he would support and elicit the support of other neighbors to be in favor of a cell tower if the revenue from same would be used to enhance the appearance of Vets Park; the parking lot should be repaved and landscaped which would provide more parking with lines painted and the fence replaced. The Commissioners informed Mr. Young that as far as they knew, the Town placed a moratorium on cell towers; a consulting firm was investigating the area to determine what areas are best suited for cell towers. Chairman Zuhoski read a letter from the Town of Southold requesting use of Vets Beach for thth swimming lessons, June 30 through July 11, Monday through Friday, 10:00 a.m. to 1:30 p.m. A motion to grant the request made by Tom McCaffery, seconded by Nick Deegan, the motion carried. Treasurer Cushman then opened the three (3) bids for the Groin project and they were as follows: Terry Contracting of Riverhead submitted a total bid of $68,950.00; $34,650 for the East and $34,300 for the West and removal of the center. Rambo submitted a total bid of $96,120; $46,120 for the East and $50,000 for the west and removal of the center Chesterfield Associates submitted a total bid of $124,450.00; $61,750.00 for the East and $62,700 for the West and removal of the Center. Gail Wickham to ask for more details from the Terry bid prior to awarding the bid. A brief discussion followed about the completion date of December; no work to be conducted during the summer; however, the County was contacted and the bathing beach could be moved during construction. The voting on the light project having concluded, the election inspectors reported that the vote was 58 in favor, 24 opposed. There being no further business to come before the Commissioners, a motion was made by Jerry Zuhoski, seconded by Nick Deegan and carried to adjourn the meeting.
