HomeMy WebLinkAboutMPD-04/10/2008Minutes of the April 10, 2008 meeting of the Board of commissioners of the Mattituck, Park District, held in the office of the Veteran’s Park building at 1280 Peconic Bay Boulevard, Mattituck, New York, with Jerry Zuhoski, Chairman, Nicholas Deegan, Tom McCaffery, Commissioners; John Cushman, Treasurer, Gail Wickham District Attorney, Betsy Perkins, Secretary, Gail Faircloth, Clerk, Ed Grohoski, maintenance, representatives from Ward Associates, Musco Lighting and other interested residents. Chairman Zuhoski called the meeting to order at 7:05 p.m. On a motion made by Jerry Zuhoski, seconded by Tom McCaffery and carried, the Minutes of the March 13, 2008 meeting of the Commissioners were approved as presented via email. The Treasurer’s report was ready by John Cushman (see attached) and on a motion made by Jerry Zuhoski, seconded by Nick Deegan and carried, the Treasurer’s report was accepted. Mr. & Mrs. Jim Casey were present to request permission to purchase a bench & plaque in memory of their son, Tim at the Aldrich Lane fields. The cost would be borne by them. They would also like to put up a temporary sign on the day of the tournament that is held in memory of their son. All were in favor of this item. John Seifert & Larry Grolton were present to inquire renting Bailey Beach lodge for a new fishing club they were starting, North Fork Anglers. They would need the building for one night a month, for 2 -3 hours. Right now they have 25 members; will have limit of 40. They would like to see the club host a snapper tournament, beach cleanup. Have 3 or 4 members in the Mattituck/Laurel district. Insurance requirements were discussed. The club will contact the Clerk and obtain the necessary permit which will require insurance rider. The fee would be $25.00 per meeting. Ed Grohoski made the following report (see attached). Further discussion followed regarding the scout lodge, in particular an unknown male entering the Scout lodge while the girls were in attendance. The question was raised as to who had keys, etc. It would cost $500.00 to change the locks and we would need 10 keys made. These keys cannot be duplicated. Must be sent out to be duplicated (per Griffing Hardware in Riverhead). Jerry Zuhoski suggested that the doors should be re-keyed and only 1 key would go the Boy Scouts. Gail Faircloth would receive 2 keys; one as clerk and the other to give to the girl scouts when they were using the lodge. Ed Grohoski and his maintenance crew would each receive a key as would each commissioner. Ten keys would be made up. Ed Grohoski reports that he obtained only 1 estimate regarding the jetty/bulk heading for Vets from Costello. The estimate was $180,000.00 and he would not be able to start any work until mid summer. It was also reported that MPD received its permits from the County at $200 per permit. Gail Wickham suggested tabling the proposals for the bulkhead/jetty work at the beaches until next month. Gail Faircloth reported that MFD has filled out the permit application for the Classic Car show during the summer, but was still waiting on their insurance. At 8:00 the Informational portion of the meeting began regarding the Aldrich Lane Lighting project. Only one district residence was in attendance. The discussion began with Gail Wickham and Nick Deegan recounting a conversation had with Supervisor Scott Russell and his concerns about the type of lighting to be used. The Supervisor suggested we re-bid the lighting project so that Soft Light could bid since they were Dark Skies compliant. Several comments were made by both Ward Associates and Musco lighting assuring us that Welsbach Electric, the successful bidder would use Musco lighting fixtures who assured the MPD that they were dark skies complaint by giving several examples of their products, where they were used and how they were compared to other light. The example given known to us locally was Stotzky Park in Riverhead which is an older version of Musco lights and their newer green technology being used in Iron Point Park in Southampton. Further comments were made that nowhere on Soft Light did they claim to be able to light sports fields, unlike Musco who not only lights Yankee Stadium but will be lighting the New City Park, the new home of the NY Mets. Dowling College was the first project to meet the new Code; being able to comply with all variances and mounting heights. Concerns were raised that the Supervisor was being influenced by an advocate of Dark Skies who was later learned to be a New York Sales rep of Soft Light. Musco ready at any time to meet with the Supervisor to assure him that their products are also dark skies compliant and a better product; able to meet the needs of sports facilities. Ward Associates did not believe that a re-bid would be of any further benefit to MPD due to the fact that the product Soft Light would sell is not the same as that of Musco and further stated that Soft Light picked up a bid packet but was unable to comply with all of the bid specifications. Musco lighting assured MPD that their system had a 25 year guaranty. All lights were replaced by them at no further cost to the District. The lights were monitored by a central system and stated that by the time we realized a light needed to be replaced, it either had been or they were on their way to do so. At the end of the 25 year warranty period, Musco would come out and replace all of the lights. Gail Wickham was also concerned with the SEQRA process; the impact on the neighbors. Need 30 days to complete same. May need to change date of vote so as to be able to comply with the requirements of the SEQRA process. John Longo of Ward Associates indicated that the building permit was applied and the Notice of Disapproval was pending ; would then continue with the remaining Town agencies. Time is an issue now; if we re-bid, bids may come in higher and contractors may have taken other jobs and would not be able to bid. Dan Ross made several comments regarding financing and the need for more money to be requested from the Town so as to bring the Bond amount down. It was brought to the attention of the Commissioners that the Town of Southold has a Park & Play Ground fund which comes from fees paid during subdivision applications. At the end of 2007, there was approximately $572,000.00 in this account. These monies are to be distributed among the parks & beaches. At the present time, approximately $154,400 is being paid to those parks & beaches outside of the Mattituck Park District. The District was allotted 4 years ago the sum of $100,000.00 which is being used for this lighting project. Also, the Town entered into a contract to purchase the site known as Strawberry Fields conditioned upon there being 2 baseball fields and 1 soccer field, which has not happened. It was suggested that MPD apply for any and all grants from NYS which would be posted on their website on May 15. Gail Wickham stated that grants had been th applied for and rejected due to the fact we have residency restrictions. Possibly restructure the enabling legislation of the MPD so as to charge a fee for non-residents thereby being eligible for the grants. Nick Deegan stated that recently Senator Ken Lavelle has promised $50,000.00 toward the lighting project. The commissioners continued with their regular business meeting; namely discussing whether or not to change the date of the vote. In keeping with the time frame of the SEQRA process, the vote will be held on Monday, May 12 th Accordingly, Jerry Zuhoski made a motion to designate Monday May 12 as the vote to th the public for the Aldrich Lane lighting project and Judy Thilberg, Gail Faircloth will be asked to act as inspectors; motion seconded by Tom McCaffery and carried. Jerry Zuhoski also made a motion to approve the SEQRA Resolution drafted by Gail Wickham, motion seconded by Tom McCaffery and carried. There being no further business to come before the Commissioners, a motion was made by Jerry Zuhoski, seconded by Nick Deegan and carried to adjourn the meeting.
