HomeMy WebLinkAboutMPD-03/13/2008Minutes of the March 13, 2008 meeting of the Board of commissioners of the Mattituck, Park District, held in the office of the Veteran’s Park building at 1280 Peconic Bay Boulevard, Mattituck, New York, with Jerry Zuhoski, Chairman, Nicholas Deegan, Tom McCaffery, Commissioners; John Cushman, Treasurer, Betsy Perkins, Secretary, Gail Faircloth, Clerk, Ed Grohoski, maintenance and other interested residents. Chairman Zuhoski called the meeting to order at 7:04 p.m. On a motion made by Jerry Zuhoski, seconded by Tom McCaffery and carried, the Minutes of the February 14, 2008 meeting of the Commissioners were approved as presented via email. The Treasurer’s report was ready by John Cushman (see attached) and on a motion made by Jerry Zuhoski, seconded by Nick Deegan and carried, the February report was accepted. A general discussion followed regarding Bid Packet for the Aldrich Lane Lighting Project; the time frame for the bid expiration date, refunding of the $50.00 for return of the bid packets, bonding & public vote. Need the attorney’s input for specifics, who will be attending the meeting later on. In the meantime, Ed Grohoski made the following report (also see attached). Work continues in the building with the Chair rails and the Easter Egg Hunt is set to go. Would have a bucket to donate to Hannah Prokop. Baseball field is shot; being used by kids & the farm workers. Need ball fields ready by 4/1; new bases purchased, break away bases. Have Rich Perkins of Mattituck Cutchogue LL contact Ed Grohoski for help in placing bases. MPD assisted MFD in the recent Laurel Lake recovery effort with our light tower. Jeff Standish from the Town of Southold inquired about the test holes; we had talked about possibility of 2 holes? Not sure if anyone was contacted. The holes would need to be 3 feet; our auger is just shy. Jerry Zuhoski suggested digging around the problem area; 50 X 50 areas in questions. Can’t be done until the sprinkler system turned on. Suggested the system be turned on at this time. No fear of deep frost. Zones should have been mapped by sprinkler system, but was not, which is making it difficult to map out the problem area. Regarding the graffiti at Breakwater (pictures were passed around); not only was Southold Town PD notified, but so was Riverhead Town PD; possible Gang symbol. When Gail Wickham arrived later, she suggested that the pictures be given to Shawn Petretti, principal of Mattituck High School. Gail Faircloth made the following report. Received $500.00 from Mattituck Chamber of Commerce for Easter Egg Hunt. Secretary to send thank you letter. Last year, the East End Lioness donated the Handicap Beach Wheel Chair to Vets. During the transition of the secretary resigning and an interim in place, no thank you was sent. The East End Lioness would like a dedication in May. Secretary to send thank you. Jim Case would like a memorial plaque in memory of his son at Aldrich Lane. Details to follow. Chris Rivera of Mattituck called the PD; someone was seen at Breakwater Beach with a shotgun. Discussion followed regarding the needs & requirements of posting no hunting signs; no trespassing signs. Gail Wickham to check on legal requirements of posting signs. Nick Deegan asked Gail Faircloth to inquire as to the following as concerns of the residents of the District: Would residents be charged extra for use of the building? This would need to be determined Status of the outdoor shower? When the beach opens What is the maximum capacity inside the building; with tables & without? Gail Wickham to check the Certificate of Occupancy, the need for fire alarms & egress. Can the outside picnic area be reserved independent of the Building? Yes, but the building would be locked, the bathrooms would be open. Specific hours of the Building usage and picnic area? Picnic area until 10 p.m. noise/music cut- off; clean up and out by 11 p.m. Same for inside usage. Confirmed that renters were responsible for set up and clean up. Any restrictions regarding DJ music & alcohol. If alcohol on premises; $2 million insurance; without alcohol, $1 million. How many tables available. Only about 10 tables & 35/45 chairs; need more chairs. Approximately $20.00/chair at BJ’s. Need to verify occupancy first. What are the maximum number of parking spaces & handicap parking spaces? Maximum # of people allowed on beach 150, which may be checked by the Board of Health. Concerns about driveway on side of Building with kids at playground area; possibly a chain across or signs. May want to pave from the driveway, which is used for handicap parking to the gazebo for access. General discussion followed about what types of groups inquire as to renting the Building and picnic area. Gail Faircloth asked if she could insist on getting a local name & address of contact person before permitting an individual or group to rent. The MHS Class of 88 has asked for 7/26 at Vets for Class Reunion. Michael Sweeney and Tim Bialeski of the Mattituck Fire Department were present to inquire about renting Vets Park every Thursday or Friday night in the summer; 6 p.m. – 10 p.m. to hold a Classic Car show as a fundraiser of the Fire Department. The show would be open for those people local & otherwise, who have classics to show. Charge approximately $5 per car; $1-$2 per person. Would have attendants at entrances. Would sell hamburgers, hotdogs & soda. Discussion followed about where to have the “customers” park. Could not park on roadside. Have “show” cars on grass. Would not charge if someone was coming in to use the “beach” Would have to be on the honor system. No alcohol would be sold. The Fire Department would get their own food license. No advertising; word of mouth. About 10-12 people local have cars to show. Gail Wickham to research about the feasibility of issuing a permit for the entire park. Suggested that the Fire Department submit a permit to the Clerk and the Commissioners would decide at that time. The Fire Department members thanked the Commissioners for their time. They would now present it to the Fire Department and would advise. Terry McShane of Lickity Splitz Ice Cream was present to inquire as the renewal of his permits and to inquire as to the status of the concession stand. He would like to sell single serve items (i.e. chips, soda, ice cream bars, sun block, beach towels) so as to eliminate the need for handwasing sinks. He would provide his own freezer and portable sink. Concerns were voiced about the need to put out to bid the renting of the concession stand. The site plan approval was conditioned upon the abandoning of the old concession building; the Board of Health required removal of the bathrooms; it was revised so as to keep the building for storage purposes only. Lifeguard & volleyball equipment stored now. Breakwater beach has a better building to use. Need access for wheelchairs. Tom McCaffery suggested that the concession go out to bid; the buildings must be brought up to code. Would Board of Health become involved? Would it be helpful to leave the ice cream cart at Vets for convenience? Insurance would be carried under Lickity Splitz current policy, which is an advantage as the high cost of insurance was the reason that no one continued running the concession stand. Jerry Zuhoski stated that the cost of insurance was so prohibitive. Discussion followed about having a cabana on the cement in front of the stand and only using the building for storage. Set up every day outside. Only thing there now is a soda machine, which does not monetarily benefit the Park District. It was suggested that we contact the vendor and advise we now want t percentage of the sales, which would increase the cost per can. Terry would then sell the soda slightly less but that it would only be available during the open hours of the beach. The machine would still be available all other times. Gail Wickham to research further and get back to the commissioners as soon s possible about the need for putting the concession out to bid. The remainder of the meeting concerned the Aldrich Lane lighting project as follows: Questions were raised about who obtains the permits (i.e. The successful bidder (Welsbach suggested that if we only had the $100,000.00 from the Town available at this time, then they would do the work up to that amount (i.e. the piping conduit). Concerns were voiced about what would be left at the end of the money being used. Would the conduits still be useful if the funds took years to obtain? The Commissioners were also reminded that no funds were allocated for the Jetty repair. The money for the Jettys and the balance needed for the lighting project would have to go the public for Bid. Need estimates on the jettys. Very close to getting DEC permit; Trustees permit would follow. Only permits at Vets were pending; no permits applied for regarding Love Lane or the Yacht Club. Commissioners asked Ed Grohoski to contact Costello Marine, Greenport Dock & Steve Pawlick to look at bulkhead & jetty and provide estimate for work to be done, including fee for obtaining permits for Love Lane & Yacht Club. Was also mentioned via Nick Deegan through discussion with John Longo that Ward Associates would contribute toward project. Thought $325,000.oo would be maximum cost to complete lighting project. Discussion followed concerning bid expiration date. Would Welsbach enter into a contingent contract that would provide for an extension for Vets to secure funds? Need to call John Longo for clarification regarding balance due his firm; who obtains permits for project from the Town, inclusive of periodic inspections. During a phone call to John Longo, the following was confirmed: John Longo’s firm would obtain the permits. Gail Wickham advised that applications would have to be made to the Planning Board for site plan approval; Zoning Board of Appeals for a variance for poles. Total fee due to Ward Associates for $23,000.00; approximately $4,000 - $5,000 owing. Included in the bid made was the cost for application/permits. Welsbach would be agreeable to a contingency contract for Vets to put Lighting Project out to bid. Increase in costs during delay in contract; Longo suggested sit-down with the Commissioners and engineer. Was ascertained that realistic time frame for Bond & permits easily 3 months if not more. Explained to Longo that the Park District has to go through normal channels with the Town for permits. Confirmed that the 45-day period started at the bid deadline date of 2/14; extension for another 90 days after that expiration date. Need informational meeting for public prior to Bond vote to advise public of cost of running lights, what type of lights, how many and how much wattage burned; were lights environmentally safe. Need as much information as possible prior to information meeting. On the 10 of April? Same th date as regular meeting date? Bond on the building almost completed. The soccer league had a lot of input regarding the lighting project; now only holding 2 week camp in summer. Questioned if lights were okay for slo-pitch softball. Thought would be ok. Gail Wickham reiterated that would be best to have estimates on bulk-heading & jetty prior to informational meeting so public would be aware of next bonding issue after lighting project. Need to have as many organizations support the lighting project. i.e. soccer, little league. Commissioners, or a representative of the MPD (i.e. one of the commissioners) should meet with Supervisor to advise of our plan. Next Town Board meeting 3/25. April 10 at 8:00 p.m. would be the date & time of the public informational meeting concerning th the Aldrich Lane Lighting project. Proposed Appropriation: $338,800. Town of Southold Grant ( 100,000) Previous MPD Appropriation ( 39,000) Proposed Bonding 199,800 Date of Voting: April 30, 2008 The Public Vote would be held on Wednesday, April 30, 2008. Both would be held at the Building at Vets Park. May need to get extra tables & chairs from the Lodge. Gail Wickham to prepare the legal notices for both; which would be advertised on 3/28 & 4/3. Discussion followed about the need to proceed with the Yacht Club permits; Land Use fee $7,400.00; Rob Herman of En-Consultants approximately $3,000-4,500. Suggested pre-approval meeting with Trustees; DEC is a big concern. Suggested having Charles Hamilton of DEC to look at and advise; Bruce Anderson of Suffolk Environmental East $135 per hour. Love Lane needs to be looked at; problem at U and pipe. East side filled. Secretary to advise John Longo of Ward Associates of informational meeting. There being no further business to come before the Commissioners, a motion was made by Jerry Zuhoski, seconded by Nick Deegan and carried to adjourn the meeting.
