The site plan application will need to include the following to be processed any further: 1. Submit a letter to withdraw the incomplete site plan application dated August 16, 2000. 2. Submit the appropriate site plan fee calculated based on the build out shown on the plan submitted August 25, 2005 orS 1,020.65. 3. Submit a draft crossover agreement and draft covenant and restriction for the required site plan access. 4. Submit a landscape plan. 5. Enclosed you will find the Architectural Review Committee checklist for your review. We will need the materials submitted to the Planning Department before the referral can be done. In addition we will need three copies of the site plan for circulation and referrals. The site plan application will need to include the following to be processed: 1. The site plan will need to be updated, please refer to the checklist attached for requirements. Please add the lot coverage percent, landscape percent, detail the specific storage use, building property setbacks and show lighting information if any. 2. Please illustrate and detail the type of landscaping to be installed within proposed build out. 3. Please submit information for presentation to the Architectural Review Committee. See the checklist. 4. Please supply information that supports the driveway crossover easement agreement. 5. The site plan will require the following approvals before PB Final Approval: Fire Department, A.R.C. and Southold Town Building Department. 6. Attached is a copy o f the site plan application, please update the application with the new agent information and the environmental assessment form for the new size building. 7. The property owner recently placed a soil berm across the unauthorized site access to Route 25, which effectively removes any access to Route 25. As we stated previously the area shall be m- vegetated. This should occur as soon as possible to minimize erosion impacts and all work should take place within the property owners property limits so that the property owner will not need to secure a Highway Work Permit from us. If the Town concurs, landscaping may be kept to a minimum as this area will likely be disturbed by our proposed project, PIN 0042.28, to reconstruct the Route 25 bridge over the LIRR to the west of the site. This project is presently scheduled for a 6/7/07 letting date. Questions concerning this matter should be directed to Mr. Mark Wolfgang at (631) 952-7973. Site Plan Applieations Public Hearings Under the current site Plan application procedure, the process for reviewing a site plan application is: a public hearing is not scheduled and held by the Planning Board until after, among other things, the site plan has received a stamped Health Department approval. The following uses are permitted as a special exception by the Board of Appeals as hereinafter provided and subject to site plan approval by the Planning Board: (1) Research, design or development laboratories, provided that any manufacturing shall be limited to prototypes and products for testing. (2) Laundry or dry-cleaning plants, subject to the following conditions: (a) All processes and storage shall be carried on within an enclosed building. (b) All fluids used in processing shall be recycled, and the overall facility shall be designed, located and operated to protect surface waters and the groundwater from pollution. (3) Light industrial uses, subject to the following conditions: (a) No such process or operation shall involve the handling, storage or discharge of explosives or permit upon the premises any virus or other type of infectious organisms identified with diseases of animals or humans. (b) No offensive noises, gases, fumes, smoke, odors, dust, effluent or vibrations shall emanate from such use and no waste products shall be discharged therefrom of a character to create a nuisance or to be injurious to health or to negatively impact groundwater. (c) Such processes shall involve the use of only oil, gas or electricity for fuel. (4) Conference facilities, subject to the following conditions: (a) Where rooms are provided for conference attendees, said rooms are permitted as set forth and regulated by § 100-61B(4) of the Resort Residential (1~) District. (5) Public utility structures and uses. (6) Truck or bus terminals (garages, parking facilities, loading docks, etc.) (7) Food processing and packaging plants, not including fish processing plants. (8) Repair of boats and marine items. 2 C. [Amended 5-9-1989 by L.L. No. 6-1989] Accessory uses. The following uses are permitted as accessory uses and, except for residential accessory uses and signs, which are governed by Article XX, are subject to site plan review: (1) Accessory uses on the same lot with and customarily incidental to any permitted or special exception use and not involving a separate business. (2)EN( 1)Accessory uses as set forth in and as regulated by § 100-131 C(5) through (8) of the Light Industrial Park/Plauned Office Park District. § 100-142. Bulk, area and parking regulations. No building or premises shall be used and no building or part thereof shall be erected or altered in the LI Light Industrial District unless the same conforms to the Bulk Schedule and Parking and Loading Schedules incorporated into this chapter by reference, with the same force and effect as if such regulations were set forth herein in full. EN(2) § 100-143. Front yard setbacks. [Added 8-22-1995 by L.L. No. 18-1995] A. Structures shall be set back at least one hundred (100) feet from the right-of-way. B. There shall be an exception to Subsection A if the adjacent parcels are developed, in which case the minimum front yard setback shall be the average of the setbacks of the adjacent parcels. C. A project shall be divided into separate structures so that no single structure shall have more than sixty (60) linear feet of frontage on one (1) street. The question of whether an action may be significant is not always easy to answer. Frequent- ly. there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may nc~t be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been ordeHy, comprehensive in nature, yet flexible enough to allow introduction of information to fit a project or action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site.
