October 27, 2008 Meeting
Attendance:
Chairman Neb Brashich, Ruth Oliver, Frank Fields, Jamie Richter, Curt Davids, Jim
Baker, Heather Lanza, Tom Fox, Teresa Taylor, Capt. Martin Flatley.
Meeting called to order at 10:00 a.m. by cham'nan Brashich followed by a presentation by
three representatives of Long Island Transportation Management (LITM).
First presentation was for the Computer Choice Program presented by Terri Jimenez. A
discussion followed by Commission members as to the usefulness of this program on the
North Fork.
The second presentation was the Easy Street Program presented by Steve Elish. This
program centered around the use of vans for employees to carpool to businesses.
The third presentation was for the LITM Grant Program, which is for funding programs
to get single occupancy vehicles off the road. You must be a member of the Con,muter
Choice Program and be a company with over thirty employees to apply for same.
Approval of September 29 Meeting_ Minutes
Motion by Baker, seconded by Taylor to accept the minutes of the September 29, 2008
meeting as presented. Motion passed.
EETC Update
No update as the members of the Commission that attended the last EETC meeting are
not present.
Supervisor's Requests Review
Chairman Brashich read a letter from the Praity Lane property owners (~lgned by 5
families) xvith a request to open Tee Lane as a roadway. After a brief discussion this request
was tabled to the November meeting to give members the opportunity to look at the
roadway in question.
Current Transportation Issues
North Fork Beach Condominium Signage Request- Richter and Davids report that the
construction project at this location is nearing completion and will look at again when
Suffolk County DPW starts their road striping.
Hamlet Transportation Enhancement Program 0rEP) - Chairman Brashich reports that we
will ftnd out where the request stands sometime in late December/early January.
Southold/Greenport Bus Shelters Update - Richter reports that they are still working on the
permits for the construction of the bus shelters. Richter also states that he has requested that
they fill and seed the open construction site in Southold Village from previous work on this
project.
Town Orientation/Interpretive Signage Project -Chatrman Brashich reports that RBA is
finalizing the Phase I Report shortly.
Harbes Farm Winery Project - Nothing new to report.
Cutchogue Heritage Project - Lanza reports that the project is up for the third revision of
the draft environmental impact statement before the Planning Board on this date. Chairman
Brashich reminded Lanza to make sure the Planning Board looks at the intersection of Rt.
25 and New Suffolk Road and the area in front of the Cutchogue Post Office when
reviewing this project. A short discussion ensued on the traffic study that was submitted on
this project not addressing all of the issues with traffic in the area. Chairman Brashich
requested from Lanza that the Planning Board respond to him in writing with their
conclusions on topics that are transferred from the Transportation Commission to the
Planning Board.
Five Towns Rural Transit - Nothing new to report.
Old Business
Richter reports that the NYSDOT and the Army Corps of Engineers are moving ahead at
the East Marion/Orient Causeway Project in their work on the storm washout solutions.
They are looking for a local sponsor for this project to secure funding for same.
Chairman Brashich reports that he met with Greenport Village Mayor Nyce and Teresa
Taylor to discuss using leftover funds from an older underground electric study for the East
Marion/Orient Causeway toward the ongoing trails project through the Greenport area.
Chairman Brashich advised Mayor Nyce on the funding, how it must be used and the 20%
matching portion that Greenport Village must contribute.
New Business
Chairman Brashich advised the Comrmssion of a presentation of"Can Szdau_das Go Greet;"
On Thursday, October 30, 2008 at 5:30 pm at Castillo de Borghese Winery in Cutchogue.
Lanza advised that the old Warex project for the Citgo gas station property at Factory
Avenue and Rt. 25 in Mattituck is now being presented as a Seven Eleven convenience store
project and that the company is requesting an addition to the current building. The new
plans also don't show the recommendations of the Planning Board as the old plans did and
the traffic suggestions.

[A discussion ensued after chamman Brashich brought up the fact that he never receives any
written communication from the Planning Board on any topics that the Planning Board
brings to the Transportation Commission. When revisions or changes are made to the
common projects in hand, many of the times he and fellow Commission members have to
read it in the newspapers. Lanza states that she just received the revisions for a Seven Eleven
store at fids site and does not know the particulars of the project yet. A discussion ensued
between Comrmssion members on how best to communicate between departments.
Chairman Brashich advised that he would prepare a letter to Supervisor Russell addressing
this issue.]
The date for the November meeting was set for Monday, November 24.
Chairman Brashich initiated a discussion of what Commission members thought of the
presentation by LITM at the beginning of the meeting. A suggestion was made to invite the
same presenters to the Economic Counsel meeting sponsored by Southold Town being held
at Southold High School on November 6, 2008.
Richter suggested that the organization's survey be sent around to Southold Town
employees to gauge interest in the program.
Chairman Brashich advised that he would send a memo to the Town Board advising them of
the presentation by LITM and suggest that the Town Board listen to the same presentation,
as it may pertain to several Town departments.
A motion was made by Oliver, seconded by Baker to adjourn the meeting.
