A meeting of the Southold Town Conservation Advisory Council was held Wed.,
November 12, 2008 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 4:40 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder announced the Town Board will be holding a public hearing on
November 18, 2008 on a local law in relation to a ninety day extension of the dock
moratorium.
REPORTS
Stormwater Run-Off: Member James Eckert reported that there have been no storm-water
run-off committee meetings.
LWRP: Member Peter Young reported that there have been no LWRP meetings, however,
he met with Mark Terry and they discussed the topic of docks and the importance of
amending Chapter 275 to be consistent with the LWRP. Mark asked to meet with the
CAC and show a slide presentation sometime in the near future. The CAC members
expressed an interest and suggested a meeting sometime next week. Peter volunteered
to coordinate a meeting for possibly Thurs., November 20th at 4:30 PM in the Annex Board
Room.
Stewardship Projects: Member Jack McGreevy reported that there have been no
stewardship meetings, however, he sent a letter to the Supervisor and to the Board of
Trustees with stewardship suggestions.
Member Anne Trimble attended the Trustee Regular meeting held on October 15th. She
noted that the Trustees did not approve all the dock applications that the CAC supported.
She also noted the controversy with a handicap issue on one of the dock applications.
Member Doug Hardy attended the Long Island Salt Marsh Symposium sponsored by the
Nature Conservancy. He stated that the accelerated sea level rise is being ignored in this
Town.
Member Peter Young met a student, who attends the Ross School, working on a project
for one of his classes. He created a weather station and was video-taping the shoreline in
the area of Veteran's Beach. Peter suggested the CAC extend an invitation to him to
attend one of the monthly meetings so he could explain the project in detail. Peter offered
to contact the student.
Members Jack McGreevy and Peter Young suggested that bulkhead one-time "bump-
outs" be reconsidered over public property.
APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by James Eckert, to Approve the Minutes of October
8, 2008.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to SUPPORT the Wetland Permit application of LEO & VIRGINIA ALESSI to
reconstruct, as needed, the existing 3'X 11' fixed dock, 3'X 12' ramp, and 8'X 15' floating
dock.

The CAC Supports the application with the Condition of a 10' non-turf buffer, the size of
the floating dock is cut back so it doesn't exceed 1/3 across the width of the creek, and
the timber wall is removed and replaced with rip-rap.

Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of ROBERTA JAKLEVIC to
replace an existing timber 104' bulkhead situated within the eastern corner of subject
property with a new vinyl-sheathed bulkhead. A small open bulkhead extension 6'6"
consisting of vinyl sheathing secured by two (2) rows of timber whalers, a timber top cap,
and timber pilings is proposed to connect the southernmost terminus of the replacement
bulkhead with the northernmost existing dock to provide structural stability without
impeding tidal flow.

RESOLVED to SUPPORT the Wetland Permit application of CHARLES & AMY SCHARF
to renovate the existing 362 sf. boat house and 206 sf. bath house.

The CAC Supports the application with the Condition a detailed description of the project
is submitted, gutters and drywells are installed to contain roof run-off, and there is no
disturbance to the bluff dudng the renovation.

RESOLVED to SUPPORT the Wetland Permit application of WUNNEWETA POND
ASSOC. to dredge (with 10 years maintenance) an approx. 20'X 140' area within the
bulkhead inlet channel to Wunneweta Pond to a max. depth of -4' ALW and place approx.

275 cy. of dredged sand spoil material above the high water line along approx. 415 linear
ft. of shoreline to the northwest of the inlet.

Moved by Don Wilder, seconded by James Eckert, it was
RESOLVED to SUPPORT the Wetland Permit application of DANIELE CACIOPPO to
remove the existing 1200 sq. ft. wooden deck around the pool and replace with a
permeable patio.

The CAC Supports the application with the Condition a drywell is installed to contain the
pool backwash and provisions are made to prevent any run-off from the pool into the
wetlands, such as a permanent barrier. The CAC recommends pervious materials are
used on the patio because interlocking pavers are not pervious.

The next meeting of the Conservation Advisory Council has been set for Wed., December
3, 2008 at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 6:00 PM.
