At the meeting of the Southold Town Conservation Advisory Council held Tues., June
14, 2005, the following recommendation was made:

RESOVLED to TABLE the Wetland Permit application of SUSAN SOUDER to demolish
7.5'X 14.7' existing extension on NE side of existing house; remove 7.5'X 7.5' slate

The proposed action involves the demolishing of 7.5' x 14.7' existing extension on northeast side
of existing house; remove 7.5' x 7.5' slate patio on northeast side; construct a 8.8' x 12.1'
addition at northeast comer of house and add second floor to house.
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department, as well as the records available to me, it is my recommendation
that the proposed action is generally CONSISTENT with the Policy Standards and
therefore is CONSISTENT with the LWRP.
Pursuant to Chapter 95, the Board of Trustees shall consider this recommendation in preparing
its written determination regarding the consistency of the proposed action.

The construction of a small addition to an existing waterfront dwelling, with other
renovations yielding no net gain in the area of the footprint is consistent with the
character of the waterfront community, and because the immediate area is heavily
developed it is felt that there is no adverse impact on the desired preservation of
open space. Infrastructure use is not a factor since the project is for the modifica-
tion of an existing structure while retaining the same use. The project is certainly a
beneficial use of the coastal location, and the incremental increase in development
in the area is insignificant.

The structure proposed will be inconspicuous in the proposed location. It is com-
patible with other existing waterfront structures in the area, and will not adversely
affect the dynamic landscape elements (tidal fluctuations, seasonal vegetation
changes, changing light) which might contribute to ephemeral visual qualities.

The proposed project will utilize an existing on-site sewage disposal system. Dur-
ing construction a line of haybales or a silt fence will be in place to minimize the
chance of silt entering the bay. Them will be no disturbance of the bay bottom dur-
ing construction.

There is no wetland vegetation on the site, and as has been mentioned the property
is behind an existing bulkhead. Steps will be taken to insure that silt does not enter

and Wildlife Habitat. All statutory and regulatory requirements, at all levels of
government, will be strictly complied with. No dredging, excavating, or filling of
the bay bottom is proposed.
