PRIORITY MEMORANDUM To: Planning Board From: Mark Terry, Senior Environmental Planner Re: for April 18, 2005 Worksession Meeting t ,• REVISED 4/14/05 Concept Plan for Conservation Subdivision of Wesnofske & Date: April 13, 2005 Land Preservation and staff have met several times to discuss the above concept plan for a Conservation Subdivision of Wesnofske. The property is located south of County Route 48 in Southold. The Planning Board should review the attached concept plan for feasibility and comment. This proposed subdivision would divide a 8.23 parcel into 2 lots; a 40,000 sq. ft. clustered lot around the existing house in the northwest corner of the property and 15,246 sq. ft. reserve area around the existing barns in the west of the parcel. (see attached map). The subdivision open space from the subdivided house lot would equal 40,000 sq. ft. To assist Mr. Wesnofske with determining the cost to subdivide this property, I put together an estimate of fees for the action as follows: As requested the total expected fees for processing a two lot Clustered Conservation Subdivision: 1. Two Lot Clustered Conservation Subdivision are: 1. Sketch Application Fee $500 plus $350 per new lot = $850 2. An existing residence is on Lot 1 and due to the fact that the residual land will be sold to the Town (dev rights) with no opportunity for residential use, the park and playground fee would be $0.00. No Road and Drainage Plan will be required, however, a curb cut from the Dept of Public Works is technically required. I would rather not send him if I can. No 6% administrative fee will be required. This project is very time sensitive and we need to advise Mr. Wesnofske as to whether or not the PB would agree to the concept plan as proposed above? Because the overall use of the barn structures have not yet been determined, at the applicant's request, the area of the barn should be excluded from the development right sale. If the barns are to remain as a reserve area, staff will recommend that the Planning Board require; 1. The requirement of a Covenant and Restriction prohibiting any and all residential use of the reserve area. Staff also would like to discuss any other restrictions (winery use) if any that would be placed upon the reserve area.
