Discussed status of potential offer and Town Board executive session [executive session].
Town not ready to proceed with this parcel that has limited subdivision potential under the Town
Code.Melissa asked to speak with Randy Parsons of The Nature Conservancy and request that he
meet with landowners to discuss other preservation options.

LPC reviewed appraisal and determined ballpark offer; however, Most LPC members present not
ready to make offer unless adjacent property to the west is to be preserved also.
MOTION made by Ray Huntington, seconded by Lillian Ball, to request Coordinator to direct Randy
Parsons of The Nature Conservancy to explore preservation options with the adjacent property owner
and to report back to committee within 45 days.

Reviewed inquiry from potential purchaser of property.
Gail Wickham present for this discussion as she has an interest in this parcel being the owner of an
adjacent parcel.
Agricultural greenhouse plan/survey reviewed. Easement and Deedlanguage to bereviewed.
Melissa suggested that LPC members visit the site and review this project proposal again at next LPC
meeting. It was also suggested that Alan Connell of the USDA be contacted and asked to attend a
site visit for his comments/suggestions.

Melissa Spiro provided current status of preservation opportunity having received inquiry from
attorney for potential purchaser requesting a letter from LPC as to Town’s interest in purchase of a
development rights easement. Options discussed. No further action to be taken until a formal LPC
application is received.

This project has been detailed on the 2008-2009 NYS Agriculture & Markets grant proposal recently
submitted. Landowners provided letter of intent to sell development rights to Town; however, a formal
LPC application is needed.
MOTION made by Chris Baiz, seconded by Ray Huntington, to direct Melissa Spiro to commission an
appraisal for a 17.5± acre development rights easement on property owned by Maaratooka North
LLC.

Reviewed donation.
Formal donation letter from property owner has been received. Town Board favorable to accepting
donation of Dickerson property that will provide public access to the creek and will obtain the right to
control runoff to Deep Hole Creek, if necessary. Land Preservation Department to proceed with
process to accept land donation.

ZAZECKI / CUSTER PROPERTY

Reviewed required for event.
Supervisor Russell received letter from Custer Institute requesting use of adjacent Town property
(Zazecki property) for a 2009 celebration event requiring temporary tent shelter, porta-potties and
additional parking spaces in south field of Town-owned property.
LPC reviewed site location and recommended that Custer Institute be granted the use of the site
within the area shown on the survey dated 8/9/00, revised 8/28/00,as “parking” (to the south side of
Custer Institute) subject to Town Board approval.

John Sepenoski absented himself from this discussion due to Ms. Boyce being a neighbor to his
family’s farm.
Melissa provided aerial views and tax mapson this preservation application. LPC has no interest at
this time in pursuing preservation of the Boyce property.
