This report is intended to identify Recognized Environmental Conditions (as defined in ASTM Standards on Environmental Site Assessments for Commercial Real Estate) on the subject properties based on the four (4) basic components of a Full Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting. The subject properties are located in the Hamlet of Greenport, Town of Southold, County of Suffolk, New York. The subject properties consist of two (2) tax map parcels, a 1.8 acre parcel of vacant woodland and a 4.0 acre parcel of beach. The 1.8 acre parcel is located on the north side of the Long Island Railroad right-of-way, approximately 655 feet east of Pipes Neck Road. The 4.0 acre parcel is located at the terminus of Pipes Neck Road. The properties are more particularly described as Suffolk County Tax Map #'s 1000-053-01-7 and 1000-053-03-15.1. • The 1.8 acre parcel is woodlands with areas of wetlands throughout the parcel indicating the low lying nature of this property. The Long Island Railroad (LIRR) right-of-way borders the southern property boundary. No structures, foundations, staining or stressed vegetation were observed on the subject property. A review of th6 NYSDEC Freshwater Wetlands Map revealed this parcel does not contain any designated wetlands but is adjacent to the Wetland SO-15. According to the NYSDEC Tidal Wetland Map, no tidal wetlands are present on this parcel. The 4.0 acre parcel consists of beach which is accessible via a wooden pedestrian bridge located at the end of Pipes Neck Road. No structures, foundations, staining or stressed vegetation were observed on the subject property. This parcel is designated a's SM - Coastal Shoals, Bars and Mudflats, HM - High Marsh or Salt Meadow and IM - Intertidal Marsh on the NYSDEC Tidal Wetland Maps. Historic aerial photographs from 1969, 1976, 1980, 1994 and 1999 were reviewed in order to determine past uses of the subject properties. This review revealed the properties have always been woodlands and beach. An extensive government records search found no potential sources of environmental degradation on the subject properties. Several Federal, State and County documented regulated sites were noted in the vicinity of the subject properties. Specifically, six (6) closed spill incidents located hvithin one-half(0.5) mile of the subject properties. In conclusion, this assessment has revealed no evidence of recognized environmental conditions in connection with the subject properties, subject to the methodology and limitations of this report. ill NELSON. January 21, 2003 2 Public Hearing-Posillico property COUNCILMAN WICKHAM: I have notification here that this has been duly published on the Town Clerk's bulletin board here in Town Hall, plus there is a legal notice that appeared in the local newspaper. I don't believe I have any additional comments here but let me take a look. I don't believe that we have any other notices from the public or communications on this. SUPERVISOR HORTON: The information regarding this public hearing has been read. At this point it will offer the floor to members of the community that would like to address the Town Board on this public hearing. i CARRIE CULLEN, NATURE CONSERVANCY: Good evening, my name is Carrie Cullen of the Nature Conservancy. Before I start, I have a parcel map and a smaller version of the aerial for you all. As I said, my name is Carrie Cullen of the Nature Conservancy and I have been working on the Town's behalf to solicit willing sellers for preservation in the Pipes Cove area. And tonight I would like to present to you the parcels owned by James and Anthony Posillico, that is also Westbury Properties. These two parcels are targeted within the Pipes Cove watershed focus area and an offer of $76,000 has been accepted by the Posillico's for the two parcels, totaling about 5.8 acres. The SCTM #1000-53-1-7 is approximately 1.8 acres in area and located about 636 feet northeast of Pipes Neck Road on the north side of the railroad in Greenport. The other parcel #1000-53-3-15.1 is about 4 acres in area. It has a beautiful beach parcel located at the end of Pipes Neck Road in Greenport. The preservation of these parcels are critical as they provide crucial wildlife habitat. Also of key importance is the protection of water quality within the Pipes Cove area and the larger Peconic • Estuary. Both parcels were identified as high priority parcels for protection by the Peconic Estuary Program Comprehensive Conservation and Management Plan, Critical Lands Protection Plan. As I mentioned before, these parcels are impgrtant to protect on their own as well as being part of the larger 140-acre area, focus area of Pipes Cove. The tidal wetlands of Pipes Cove constitute the largest relatively undisturbed salt marsh habitat within the Town of Southold. The Pipes Cove area is part of a long tern project to acquire critical lands in the Peconic Estuary. The Posillico's have accepted the offer of$76,000 as was authorized and supported by the Land Preservation Committee and the Nature Conservancy is continuing to work with the Town to protect this area and this is a great addition and it is important to be able to provide for a contiguous protected lands in the Pipes Cove area. It is critical to the preservation of the water quality of the Peconic Estuary and the habitat in Pipes Cove.
