Present Were: Absent Were: Don Wilder, Chairman James Eckert, Member Scott Worth, Student Member Lauren Standish, Secretary Jack McGreevy, Member Peter Young, Member Doug Hardy, Member Jacob Smith, Student Member Bob Ghosio, Trustee CALL TO ORDER Chairman Don Wilder called the meeting to order at 4:30 PM. CHAIRMAN'S ANNOUNCEMENTS Chairman Wilder announced that the Town Board appointed Ann Trimble as a member of the Conservation Advisory Council. Lauren Standish will contact her and inform her of the next meeting date. REPORTS Member Jim Eckert contacted Trustee Jill Doherty and she was going to let him know when the next stormwater run-off meeting was going to be held. APPROVAL OF MINUTES Moved by Jim Eckert, seconded by Don Wilder, to Approve the Minutes of August 13, 2008. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS CLAIRE & ROB RICCIO to demolish the existing dwelling and construct a new dwelling, swimming pool, and sanitary system. Located: 6512 Indian Neck Lane, Peconic. SCTM#98-6-1 The CAC did not make an inspection, therefore no recommendation was made. Moved by Jim Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of JOHN & STELLA SCOURAKIS to construct a two-story addition to the existing two-story dwelling, demolish the existing garage, remodel existing two-story dwelling, lift existing house in order to replace locust post foundation with full foundation. Located: 955 Soundview Ave. Ext., Southold. SCTM#50-2-10&I 1 Inspected by: Jim Eckert The CAC Supports the application with the Condition drywells and gutters are installed to contain the roof run-off and the placement of a line of staked hay bales and silt fence prior to construction activities. Vote of Council: Ayes: All Motion Carried Moved by Jim Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of THOMAS & MARY IRENE MARRON to construct additions to the front and rear of the existing dwelling, add detached garage and new deck, demolish existing deck, walls and roof of existing structure to facilitate new framing of taller (9') walls and steeper roof with dormers into the attic. Located: 3125 Wells Ave., Southold. SCTM#70-4-10 Inspected by: Jim Eckert The CAC Supports the application with the Condition of a 20' non-turf below the 8' contour, the driveway is pervious, drywells and gutters are installed to contain roof run-off, and there is no further tree removal. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jim Eckert, it was RESOLVED to NOT SUPPORT the Wetland Permit application of CUTCHOGUE-NEW SUFFOLK PARK DISTRICT to construct a 10'X 16' pavilion 6' from the top of the bluff. Located: S/w corner of West Rd. & Pequash Ave., Cutchogue. SCTM#110-7-13 Inspected by: Scott Worth The CAC does Not Support the application because the proposed location of the structure is too close to the top of the bluff and does not include a drainage plan. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Scott Worth, it was RESOLVED to SUPPORT the Wetland Permit application of CUTCHOGUE-NEW SUFFOLK PARK DISTRICT to reconstruct the existing handicap access ramp and to construct a new wooden walkway to buffer beach from the existing parking area. Located: Nassau Point Causeway Beach, Cutchogue. SCTM#104-8-6.1 Inspected by: Scott Worth The CAC Supports the application with the Condition a French drain is installed to catch all run-off and chemicals from the asphalt parking area, and the handicap ramp is shortened because the existing ramp is buried due to an accumulation of sand on the beach. Vote of Council: Ayes: All Motion Carried ARTHUR & MELISSA BEISEL to construct a one-story addition to the landward side of the existing dwelling, complete interior renovations, new windows, exterior doors and siding, remove roofing and insulation boards to expose existing roof rafters, install new insulation panels and asphalt shingle roofing, remove and replace "ink-kind" existing wood decking and railings, install new deck and stairs. Located: 3760 Ole Jule Lane, Mattituck. SCTM#122-4-24 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Scott Worth, it was RESOLVED to SUPPORT the Wetland Permit application of MICHAEL & ROBIN DREWS to remove the existing stairs and replace with new 4' wide set of stairs with a 4'X 8' platform. Located: 7425 Nassau Point Rd., Cutchogue. SCTM#118-4-2 Inspected by: Scott Worth The CAC Supports the application with the Condition the scattered tiles and debris are removed and the area is planted with beach grass, in order to stabilize the bluff. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND A WETLAND AND/OR COASTAL EROSION PERMIT STEVE MITCHELL to Amend Permit #4201 to rebuild existing 16'X 10' platform at bottom of stair for storage. Located: 7132 Indian Neck Lane, Peconic. SCTM#86-7-8 The CAC did not make an inspection, therefore no recommendation was made. TERRY TRIADES to Amend Permit #6351 to repair the existing stairs, in-kind and in- place. Located: 2505 Sound View Ave., Mattituck. SCTM#94-1-12.2 The CAC did not make an inspection, therefore no recommendation was made. The next meeting of the Conservation Advisory Council has been set for Wed., October 8, 2008 at 4:30 PM at Down's Farm Preserve.
