My home is two lots down from the Heaths and faces Hippodrome Pond. The tributary that joins the Pond to Southold Bay flanks the Heath and Kathryn Campbell properties. Wetlands and land preserve abuts the Pond to the south and west. Clearly, this is one of the unique natural habitats of the North Fork. Whatever decision is made on this permit, my request is that the Trustees make the health of the Pond, tributary and surrounding wetlands their utmost concern. The pond can only be cleaned by the current from the bay. Any debris or clotting of the tributary would rob the pond of its water supply. It would thwart the spartina grass filtering system for processing pollutants, run off and anti flooding. Additionally, the pond and its environs are the birthing center and home of a wide diversity offish, birdlife and wildlife. They are dependent on Nature - and on us - for solitude and environmental cleanliness in order to live. Under Ch. 275 of the Town wetlands code, the Town has a commitment to protect wetlands, creeks, estuaries and ponds. My hope is that my letter will reinforce this responsibility. I am aware that estuaries such as this are vital to the health and purity of bay waters. My concern is that the proposed addition on the Heath property may affect the health of the estuary and bay. The tributary has already been compromised by human impact due to the bulk heading that borders the tributary connecting Hippodrome Pond to the bay. This hardening of the shoreline prevents that section of the tributary it's natural filtering ability. At present time, the estuary supports a variety of marine life, both fauna and flora, including a nursery for fish. My request is that this proposal be scrutinized regarding the possible environmental impacts. There is a cumulative effect with each manmade structure that borders our wetlands. Therefor, each individual permit must be considered as part of a larger scenario. Thank you for your attention to my concerns. Under our respective property deeds (and as indicated on the site plan), I have a property en';itiemcnt to a 15 foot easement of right-of-way for access to and from Hippodrome Drive over Lot $ (i.e. th.e Heath's property). The width of the existing stone ckivc is currently less than the 15 foot legal cntitlement~ Over mc, em years this drive has been narrowed and pushed towards the edge of the tidal wetland boundary by the trees and shrubs planted along the edge of the drive on the Hca'.h's lawn and by the boulders which have be~ placed on their lawn ~iong the drive. Thc grade is steeper in the direction ef the tidal wetland boundary and less stable for whicular access. For the protection of the tidal wetland ama, the stone drive should be set away from the edge of the w~land boundary, and reinstated to a width of 15 fcct. This would require that the tree and shrubs, which encroach on the easement and which would be located in the area designated for the non tuff buffar, should be reraoved. 3. Tidal wetlar~ boundary_ i note that recently along a portion of the tidal wetland boundary shown on the site plan, some of the planting which protects the crock has been cut away opening up arem of access over mud banks to the creek and pond. I do not know why this was done or whether all appropriate permissions were granted. I submit that these recently created cut-aways expose the bartok to eros,4on and consequen~y expose the creek and pond to env/ronmental damage. Therefore the Trustees should require that thee areas be replanted ~4th entire plantings consistent with the existing vegetation along the creek. 5. Grawl suqfaces. Rzc~rtly 'the stone drive was resurfaeed with large stones thuat are round, rather than crushed. Consequently the material is not compacting as it should and I believe this .;.s leading to mad wa'ce;- run-offinto the creek and erosion of the bank along the tidal wetland boundary. In addition, the surface of the drive is slippery and unstable. Small vehicles have difficult3, driving on this surface and bicycles cannot be ridden at all. I submit that the drive should be msurfaced ming crashed stones that mill compact better (as I have done vn my pm-t of the drive).
