Present Were: Don Wilder, Chairman Peter Young, Member Jack McGreevy, Member James Eckert, Member Doug Hardy, Member Scott Worth, Student Member Lauren Standish, Secretary Absent Were: Jacob Smith, Student Member Bob Ghosio, Trustee CALL TO ORDER Chairman Don Wilder called the meeting to order at 5:40 PM REPORTS Chairman Don Wilder reported that members Chris Kempner and Glen McNab have resigned from the CAC and the Town Clerk has advertised for their replacements. Member Doug Hardy gave a brief summary of the detailed letter he recently submitted to Mark Terry regarding the LWRP. Member Peter Young reported on the meeting he attended with the Dept. of State, Division of Natural Resources held on July 9`" and will follow-up with a written report. He also discussed the Harbor Defenses of Long Island Sound. PROJECT REPORTS Member Jack Greevy distributed for comment, copies of his report relating to the stewardship of natural resources. Member Peter Young reported on the mooring inventory project. Trustees Dave Bergen and Bob Ghosio have asked the CAC members to assist the Board of Trustees with the inventory of the moorings in the creeks. The use of the pump-out boat is not an option because the use is not within the prevue of the grant money. The Bay Constables stated that they would be willing to provide transportation. Peter stated he would pick up maps of the creeks from the office of the Board of Trustees. Members Jack McGreevy and Peter Young agreed that the Board of Trustees should ask the Town Board to consider a resolution allowing the CAC members to act as "project leaders" along with a description of the work to be done. APPROVAL OF MINUTES Moved by Doug Hardy, seconded by James Eckert to Approve the Minutes of July 16, 2008. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by James Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of ROBERT & LISA DEFRESE to install a 20'X 42' in-ground swimming pool, patio and 16'X 10' shed. Located: 5223 Indian Neck Lane, Peconic. SCTM#98-1-1.4 Inspected by: James Eckert The CAC Supports the application with the Condition the pool is relocated away from the large oak tree in order to avoid removal of the tree. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Doug Hardy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of MARTIN SCHWARTZ to construct 126' of new retaining wall using "C-Loc" vinyl sheathing. Construct new 3' wide stairway to beach. Regrade area behind new wall with clean trucked-in sand approx. 85 cy., and re- vegetate the disturbed areas. Located: 1950 9"' St., Greenport. SCTM#49-1-24 Inspected by: Jack McGreevy The project was not staked, however, the CAC does Not Support additional hardening of the shoreline. Vote of Council: Ayes: All Motion Carried RICHARD MANFREDI to construct asecond-floor addition to the existing dwelling, second-floor deck, and second-floor addition above the existing patio. Located: 240 Sunset Path, Southold. SCTM#54-1-19 The CAC did not make an inspection, therefore no recommendation was made. Moved by James Eckert, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of MICHAEL SLADE to remove 163' 01 existing wooden boardwalk to allow for the reconstruction of the existing bulkhead. Reconstruct 172' of existing bulkhead by re-sheathing landward side of bulkhead with "Everlast" 2.1 vinyl sheathing. Install new 1 "X 6' tie rod ends welded into existing backing system tie rods. Reinstall wooden boardwalk in-place after bulkhead reconstruction is completed. Construct an 8' extension to existing finger pier. Install two new 10" dia. X 30' long support pilings at offshore end. Maintenance dredge an area 50' seaward from the existing bulkhead to a depth of -4.0' below MLW on the east end and progressing to -7.0' below MLW on the west end. Approx. 350 cy. of dredged spoil to be trucked off site to an approved upland disposal site. Located: 1435 West Rd., Cutchogue. SCTM#110-7-26 Inspected by: James Eckert, Doug Hardy Vote of Council: Ayes: All Motion Carried Observation: The bulkhead at the end of West Rd. was replaced using unapproved lumber. ROBERT SWING to construct an addition to the landward side of the existing dwelling, containing 627 sq.ft+/-, removal of the existing septic system and replace with an updated sanitary system within the front yard, installation of a retaining wall (surrounding the sanitary system) measuring 118'+/- in length X 1.3' in height, installation of a French drain along the southern side yard property boundary and establishment of a 5' wide non-disturbance buffer along the landward side of the bulkhead. Located: 4295 Bayshore Rd., Southold. SCTM#53-6-24 The CAC did not make an inspection, therefore no recommendation was made. Moved by James Eckert, seconded by Don Wilder, it was RESOVLED to SUPPORT the Wetland Permit application of LINDA M. LONGO to construct an addition to the existing dwelling and new deck with steps. Located: 1235 Albo Dr., Laurel. SCTM#126-3-13 Inspected by: James Eckert The CAC Supports the application with the Condition the existing buffer is maintained and gutters and drywells are installed to contain the roof run-off. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of GREG & MARTHA CUKOR to demolish the existing dwelling and construct a new dwelling and garage. Located: 70701ndian Neck Lane, Peconic. SCTM#86-7-6 Inspected by: James Eckert 4 The CAC Supports the application with the Condition of a 10' non-turf buffer, the installation of a pervious driveway, and efforts are made to save as many trees as possible, and a planting/landscaping plan is submitted. Vote of Council: Ayes: All Motion Carried NATHAN SAINT AMAND to enclose an existing 8'X 13' covered porch and to convert an existing 13'X 33' deck into a covered porch. Located: Private Rd., Fishers Island. SCTM#8-2-7.1 The CAC did not make an inspection, therefore no recommendation was made. SHEILA PATEL to remove and reconstruct the existing upper retaining wall in-place. Located: 19965 Soundview Ave., Southold. SCTM#51-4-5.1 The CAC did not make an inspection, therefore no recommendation was made. Moved by Jack McGreevy, seconded by Peter Young, it was RESOLVED to SUPPORT the Wetland Permit application of ESTATE OF GRACE R. LEWIS C/O JOHN NICKLES to restore eroded beach with clean sand, landward of mean high water. Located: 885 Rogers Rd., Southold. SCTM#66-2-39 Inspected by: Jack McGreevy Vote of Council: Ayes: All Motion Carried Observation: There is a stormwater run-off problem at the end of the private road end. PAUL BENTANCOURT to remove the existing steps to beach and replace with a 3'6" X 45' stairway, one 5'4" X 6' top landing and one 3'6"X 3'4" intermediate landing, a min. 2' above grade, and to remove and replace the decking surface and guardrails on the existing deck using untreated lumber. Located: 1825 Aquaview Ave., East Marion. SCTM#22-2-6 The CAC did not make an inspection, therefore no recommendation was made. MO AHMADZADEH to reconstruct the existing decking totaling 1,330 sf., a 192 sf. deck addition, and a 172' deck addition. Located: 925 North Sea Dr., Southold. SCTM#54-4-11 The CAC did not make an inspection, therefore no recommendation was made. Moved by James Eckert, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of BARRY BARTH for the existing decks 25'X 16' and 12'X 13' attached to each other. Located: 2040 Central Dr., Mattituck. SCTM#106-1-26 Inspected by: Jack McGreevy The CAC Supports the application for the existing decks, however, could not inspect the stairs because of the dense vegetation, therefore offers no recommendation. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Scott Worth, it was RESOLVED to SUPPORT the Wetland Permit application of PETER & SANDRA PEZZINO to demolish the existing dwelling located 87' from the wetlands and to construct a new dwelling and sanitary system 100' from the wetlands. Located: 3120 Grathwohl Rd., New Suffolk. SCTM#110-8-7 Inspected by: James Eckert, Scott Worth Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Peter Young, it was RESOLVED to SUPPORT the Wetland Permit application of ELLIOT BRUCE 8 ORA JEAN HEATH to construct onto an existing two-story dwelling a northerly 9'X 13.8' two-story addition with asecond-story balcony and 6.5'X 18.3' entry porch and steps in place of the existing one- story southerly portion of dwelling; construct onto northerly corner of dwelling a 6.5'X 8.5' patio with pergola; remove existing driveway and masonry walk and construct new stone walkway and pervious gravel driveway; install drainage system of drywells; and establish a 10' wide non-turf buffer on landward side of existing stone driveway located in existing access easement. Located: 500 Hippodrome Dr., Southold. SCTM#66-2-13 Inspected by: Jack McGreevy Vote of Council: Ayes: All Motion Carried Observation: Hippodrome Creek is turning into a grass filled marsh. Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the Wetland Permit application of ROSA HODGSON to remove and replace (in-place) existing dock, consisting of a 6'X 87' fixed pier, 6'X 24' fixed "L" section, 4.5'X 33' step-down platform, and a 3'X 14' ramp and 6'X 20' float secured by (2) 8° pilings; remove and replace (in-place) 9'X 11' pervious patio and 4'X 8' steps to dock; construct approx. 774 If. of vinyl bulkhead in place of existing timber bulkhead; backfill bulkhead with approx. 75 cy. of clean sand to be trucked in from an upland source; and establish a 10' non-turf buffer adjacent to the bulkhead. Located: 4845 Pine Neck Rd., Southold. SCTM#70-6-33 Inspected by: Jack McGreevy 6 The CAC does Not Support the application because there is no public access along the beach and recommends the Board of Trustees adopts a policy allowing for public access. Vote of Council: Ayes: All Motion Carried Observation: There is a stormwater run-off problem at the end of the adjacent public launching ramp. The next meeting of the Conservation Advisory Council has been set for Wed., September 10, 2008 at 4:30 PM at Down's Farm Preserve.
