THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION N0.2008-810 WAS
ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
AUGUST 26, 2008:
RESOLVED that the Town Board of the Town of Southold hereby accepts the proposal of and
authorizes Supervisor Russel to execute an agreement with H2M Group to review
quarterly monitoring data of groundwater around the closed Cutchogue landfill from 2004
- 2008 and to prepare a report and petition to the DEC iustifying and requesting approval
for semi-annual monitoring, thereby resulting in a substantial savings to the Town, at a
total cost of $ 4,900, subject to the approval of the Town Attorney.

As you are aware our office has been conducting the quarterly monitoring program at the "Town
landfill site in Cutchogue for the groundwater monitoring wells and methane gas wells since
2005. It is our recommendation that the Town consider petitioning NYSDEC for a reduction in
the frequency, scope or laboratory analytical parameters associated with the groundwater
monitoring program for the 2009 period. It is not likely that the NYSDEC will consider at this
time a reduction in the quarterly methane gas well monitoring program.
H2M proposes to prepare the NYSDEC petition for the reduction to the groundwater well
monitoring program. Our office will review the quarterly data for the past four (4) years,
summarize the information and prepare a letter report petition on behalf of the Town for
submittal to NYSDEC. Our office will attend one (1) meeting if necessary, with NYSDEC
officials in conjunction with the Town to present the findings of the petition.
It is proposed that our office be compensated in the lump sum amount of $4,900 for preparation
of the petition to include labor and expenses.
Should this proposal to prepare the petition for reduction in the groundwater monitoring well
program be acceptable to the Town, please sign and return a copy of the proposal to our office.
We look forward to continuing to provide our landfill monitoring program services to the
Town. Our next quarterly monitoring round is scheduled for October/November 2008.
