Minutes of Meeting held
Tuesday, June 10, 2008 at 7:00 p.m.

The meeting began at 7:22 p.m. with four LPC members present.

Acceptance of meeting minutes from April 15, 2008 and May 13, 2008
MOTION made by Ray Huntington, seconded by John Sepenoski, to approve the Land Preservation
Committee meeting minutes from April 15, 2008 and May 13, 2008.

Reviewed closing costs for June 11 closing.
Melissa reviewed list of closing costs submitted by The Nature Conservancy and their request for
partial or full reimbursement of costs mostly associated with closing between Blocker Estate and The
Nature Conservancy, and its carrying costs. It was suggested that Melissa take this matter before the
Town Board if The Nature Conservancy insisted on negotiating closing costs as Land Preservation
Coordinator and Committee had no authority to negotiate said costs.
Blocker closing scheduled for Wednesday, June 11, 2008, at 10:30 a.m., at County offices in
Hauppauge. Melissa Spiro and Mary C. Wilson, Esq. to attend.

Discussed requested changes to easement language.
John Sepenoski recused and absented himself from the room during this discussion due to family
relationship to landowners.
Contracts are out and waiting to be signed by landowners. Sellers’ attorney has responded with
landowners’ request for allowable uses on the property and possible future farmstand construction, if
Town Code changes to allow such within PDR easements. LPC in agreement with proposed changes
to easement language.

Update re: status of offer [executive session]
Melissa updated LPC members on status of purchase offer and responses from Estate Executor and
the contract vendee.
Melissa instructed to send a formal offer letter to the Estate Executor with a copy of said formal offer
letter to contract vendee and await a response.

Reviewed new application.
Melissa provided background information on this parcel and landowner’s preservation application (if
Town interested) or his plan to apply for a standard subdivision. LPC discussed status of adjacent
vacant property. Mixed responses from LPC members as to potential purchase or not of this property
in the East Marion hamlet. Suggested that Melissa speak with Town Board members about this
project.

HOLLAND-DAWSON PROPERTY

Reviewed inquiry.
Melissa Spiro contacted by real estate broker on behalf of landowners as to potential for preservation
of this property. This parcel has access to Wickham Creek which now has no public access. County
previously made offer and landowners did not accept offer. LPC recommended that this project be
revisited if landowners pass on County offer again.

TOWN OPEN SPACE (f/k/a REESE Property)
SCTM #: 1000-45-5-5 Zoned: LIO
Location: 70380 Main Rd, Greenport Preserved Acreage: ±47.31 acres
Update re: status of adjacent property owner using Town property.
Melissa Spiro gave update on violations by adjacent property owner. Certified letter (return receipt
requested) was sent and acknowledged by the property owner who continues to use the Town owned
right of way for his commercial vehicles and has not removed fill placed to create access to Town
owned right of way.
LPC recommended that Melissa contact the Trustees and apply for an “Administrative Permit” to
construct a split rail fence along the boundary line through the area being used by adjacent property
owner that connects to the right of way. Split rail should be in 5 foot lengths and nailed to avoid easy
removal of rails.

CPF DRAFT LEGISLATIVE PROPOSAL UPDATE
Melissa gave update on meeting with East End Supervisors, Assemblyman Fred Thiele and
representatives from Senator LaValle’ office and Assemblyman Alessi’s office. Thiele agreed to most
changes requested. Town received Amendments. A Special Town Board Meeting will be held on
Wednesday, June 11, 2008, at 4:00 p.m. to vote on Municipal Home Rule.

SMALL LOT POLICY
Ray Huntington contacted Supervisor and requested policy be discussed at next Town Board work
session scheduled for June 17, 2008.
