This report identifies Recognized Environmental Conditions (as defined in ASTM Standards on Environmental Site Assessments for Commercial Real Estate) on the subject site based on four (4) components of a t Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting. Appendix A provides a statement of limiting conditions. Appendix B includes the resume of key personnel. ' The subject property involves two parcels of land totaling 62,725 square feet in area or 1.44 ' acres. Parcel 1 (SCTM No. 1000-6-8-6 is located on the west side of Central Avenue approximately 146 feet south of Madeline Avenue, and is 34,550 square feet in size.. Parcel 2 (SCTM No. 1000-6-4-11 is located on the east side of Central Avenue fronting West Harbor approximately 400 feet south of Madeline Avenue, and is 28,175 square feet in size. Both parcels are currently vacant undeveloped land. ' Parcel 1 is devoid of any structures. The property is characteristic of overgrown field, with pioneer species and thick understory. There are several piles of stone within the property; this material is inert. The property borders residential land to the north and west. Central Avenue is ' located to the east, beyond which is the private beach. The land to the south is occupied by the Fishers Island Electric Company. There is an easement 10 feet in width by 166 feet in length extending north-south through the property for an electric cable. Parcel 2 is a parking lot area surfaced in stone. The north edge of the parking area contains herbaceous weeds and small woody vegetation, beyond which is a private beach. This part of the property is lined with a stone wall. The east side of the property is bordered by a stone and concrete sea wall, and a wood dock extending into the waterway is present. The south side of the property borders land of the Goose Island Corporation. There are no structures on the land surface which is also stone parking lot; however a small platform extends into the waterway. The west side of the property fronts Central Avenue. This portion of the acquisition land was ' apparently filled, most likely by use of dredge spoil from the adjacent waterway. Historical maps show this area as filled as far back as 1927. There are no structures on Parcel 2 with the exception of the dock which extends into the waterway. There are no leaching pools on Parcel 2 and no observed utilities. South of Parcel 3, the Fishers Island Electric Company maintains an easement for underground water intake lines for cooling of emergency generators at the utility plant. Intake and discharge pipes are visible along the sea wall immediately south of the subject ~ NP~'~/ NELSON, POPE 6 VOORHIS, LLC ENVIRONMENTAL PLAT iNING CONSULTING Fishers Island Site Phase I ESA • Parcel 2. There is a fire hydrant in the northwest corner of Parcel 2 connected to a public water main of the Fishers Island Water Company. There was no evidence of discharge or release on the subject site in the form of stressed vegetation, residue, odors, leaching areas, solid waste or other such indicators. Historical review of the subject site finds that both parcels have been historically ' vacant. An extensive government records search found no major sources of environmental degradation on ' or in the vicinity of the subject property. There is a service station near Parcel 2; however, this facility is not upgradient of the subject site. A prior spill at this facility has been cleaned, and at present the facility has valid tank storage permits with the Suffolk County Department of Health ' Services under Article 12 of the Suffolk County Sanitary Code for the storage of 57,000 gallons of fuel. There is a utility company south of Parcel 1 which stores and uses transformers and fuel oil; however, there was no evidence of release on this site and no direct routes of connection ' between this site and the subject property. In conclusion, this assessment has revealed no evidence of recognized environmental conditions with regard with the subject property. I have a map here, which outlines the subject property under consideration located on Fishers Island. The property is in two parcels respectively located on either side of Central Avenue south of Madeline Avenue. One parcel fronts on the local waters of Fishers Island Sound known as West Harbor. Miss Janet A. Fitzgerald, who offered the sale of the property November, 1997, under the open space category of the Town's Land Preservation Program owns the property. The two parcels can be further described as follows: Both parcels are vacant lands with outbuildings thereon. Both parcels are zoned General Business. Both parcels are in very close proximity to a community beach owned and managed by a not-for-profit organization known as the Island People's Project. That is the parcel on the map that is shown in green. The parcel on the west side of Central Avenue is .85 acres in size with a water view of the community beach easterly across Central Avenue. It is adjacent to other developed commercial and residential properties. The parcel on the east side of Central Avenue is .65 acres in size with about 270 feet of waterfront on West Harbor. This frontage is armored with a placed stone riffraff wall. There is also a wooden dock on wood pilings approximately six feet by thirty feet in size extending into West Harbor. This parcel is adjacent to the community beach on the north and commercial property developed with a boat marina, a restaurant, and a gasoline station on the site. The purchase price is $378,000.00 for exclusive unencumbered title to both parcels. The price is supported by recent appraisals commissioned by the Town Board from Andrew P. Stype of Mattituck. Existing voter approved Open Space Bond Funds are available for this purchase. Passive parklike public uses of the property in harmony with the purposes and provisions of Chapter 59 of the Town Code entitled Open Space Preservation are invisioned for the parcels. Having the access to the adjacent community beach will further enhance these uses by residents of the town. The non-for-profit owner of the beach has expressed the intent to allow use by all town residents that have occasion to visit the property once this purchase has been accomplished. I trust you have received many expression of support for this purchase from a variety of constituency in our town, including members of the Fishers Island community. The Land Preservation Committee is enthusiastically recommending this purchase of the first town open space project on Fishers Island. The purchase is considered a signal to the preservation of our town's quality of life while at the same time lessening the potential adverse affects of development of the property which would surely occur otherwise. The committee believes this purchase to be a wise investment in that regard. I urge the Town Board to resolve to accept the offer for the purchase of the title for these two land parcels comprising 7.5 acres at a price of $378,000 pursuant to the Open Space Preservation provisions of the Town Code.
