I understand that the owner of the property at the head of the creek, Neil McGoldrick, has been ordered to remove a jetty he had constructed last winter with an expired permit. I urge you to reconsider and issue him a permit. Hall's Creek is almost completely clogged, due mainly to the dredging by the Country of Deep Hole Creek last winter, although Hall's Creek was in quite bad shape before that operation. (See my attached letter, a copy of which was sent to your department.) I have been involved in the construction of bulkheads and jetties for New York City and Nassau County and I am aware of their benefits and their faults. This jetty is necessary to protect the rapidly-eroding beachfront to the west of Hall's Creek and to keep sand from closing the mouth of the creek itself. As one who is active in various environmental projects, I feel that this request to grant Mr. McGoldrick a permit is absolutely necessary to the health of the Hall's Creek ewsystem. (I belgng to the Peconic Baykeeper Program under Kevin McAllister, the Cornell Cooperative Extension Shellfish Restoration Program and Peconic Land Trust (Mary Morgan), and I help erect Osprey Nests throughout the North Fork with Troy Gustavson's of The Suffolk Times.) Hall's Creek is home to a great variety of wildlife throughout the year. I personally harvest thousands of shellfish in Hall's Creek through the Cornell program. When they reach a suitable size, these shellfish are returned to Cornell for reseeding local waters. Water flow from Pewnic Bay is essential for the bird life, shellfish and fin fish. Actually, Mr. McGoldrick's jetty should not only remain, but be raised a #oot since storms wash the beachfront over its top into the almost totally clogged mouth of the creek In addition, since Deep Hole Creek, which is one-quazter mile to the west of Hall's Creek, and Kimogener Point Creek, about ahalf-mile to the east, are dredged every year, there should be no reason not to dredge Hall's Creek. There are very few homes on Kimogener Point Creek, while Hall's Creek has a dozen residences. I urge you to Iook further into this situation and reconsider your decision. Department of Bridges and Waterways Yaphank, New York To Whom It May Concern: I reside on Hall's Creek in Mattituck on the North Shore of Peconic Bay. This creek is loaded with wildlife, but its mouth is almost completely clogged with sand which has worked its way inward. Less than a quarter of a mile to the west is Deep Hole Creek which is currently being dredged by a rig with a Suffolk Country D.P.W. seal. So far, this operation has deposited tens of thousands of cubic yards of sand on the beach to the east. Is anyone monitoring this operation? The littoral drift of sand on the bay here is to the east. I am keeping a copy of this letter for reference because if Hall's Creek is not on the dredging schedule, the work going on right now will eventually tum Hall's Creek into a giant sewer as the sand slowly works its way eastwazd from Deep Hole Creek. Box 1179 Southold, NY 11971-0959 Dear Mr. Krupski: I am writing to ask you and the Boazd of Trustees for help in restoring Hall's Creek, which is rapidly being clogged by sand at its mouth. And, by so doing,to help dispel the perception (held by many of us "newrnmers" who have not lived in Southold for generations) that we are in fact, second-class citizens whose concerns are too often disregarded (even thwarted) by the "old guard" powers that be. I assure you that since moving to Mattituck in Spring 1998, (to a house built in the 1920's-NOT new construction!), I have tried to be a good citizen. I pay my taxes promptly; vote in every election; attend Town meetings; donate to local police and fire departments, political candidates, the library, the Historical Society, the North Fork Environmental Council, Save the Bays organization, Peconic Land Trust, and local youth groups. I have volunteered my services to several organizations and stay informed on local issues. I am not alone. The number of us "newcomers" is (for better or worse) growing, and as voters and taxpayers, we hope that our rnncerns will indeed be addressed by our elected and appointed officials. I urge you and the Board of Trustees to reconsider your stand on the jetty erected by Mr. Neil McGoldrick and his offer to finance dredging of Hall's Creek. I realize that Mr. McGoldrick is only a summer resident, but he is, nonetheless, a most generous one. It is foolhardy to look a gift horse in the mouth, to let prejudice prevent a private citizen from assuming full financial responsibility for restoring public property by dredging Hall's Creek, and for helping to maintain that property by wnstruction of an adequate jetty. Mr. McGoldrick's offer will save the taxpayers a great deal of money--which is a real Godsend in these difficult economic times. I realize that the homeowners with property on Hall's Creek (many residents of the new Harbor Farms development), are not among the chosen "old guard" out here. But if the creek is allowed to dose it will have serious impact on our environment and on the value of what is currently rnnsidered to be waterfront property. If, however, you decide you cannot support Mr. McGoldridc's generous offer, would you please request that the Suffolk County Department of Public Works Dredge Screening Committee add Hall's Creek to their approved list? The nearby Peconic Bay beach between Deep Hole Creek and Hall's Creek has been steadily eroding for the past five years, but this yeaz, at least ten feet has been lost and now the low-lying dunes aze washing away. Unfortunately, due to this erosion, the mouth of Hall's Creek is almost completely clogged, and the sand is now workine its way inward. Further, the sand that the littoral drift does not carry into Hall's Creek moves down the shoreline to Down's Creek, which also is serioush~ clogged. The owner of the shorefront property abutting Hall's Creek, Mr. NeIl McGoldrick, attempted to alleviate the problem by extending his jetty adjacent to the creek, at his own expense, but unfortunately without the proper permits. The local DEC in its arrogance or ignorance refuses to recognize this serious ecological problem and in a "police state" fashion is demanding the removal of the jetty extension rather than granting Mr. McGoldrick the proper permits. Southold Town refuses to get involved. Those of us who live along this stretch of Peconic Bay and/ or Hall's Creek w ould greatly appreciate your help in resolving this serious erosion problem.
