A special meeting of the Southold Town Planning Board was
held at 2:00 p.m., Friday, September 28, 1979 at the Town Hall,
Main Road, Southold, New York.
Present were:
Chairman Henry E. Raynor, Jr.
Member Frederick E. Gordon
Member Bennett 0rlowski, Jr.
Member G. Ritchie Latham, Jr.
Tim Gould, Suffolk Times
Absent was:
James Wall
This meeting was called to review expired and about to expire
bonds for subdivisions within the Town of Southold. Under Section
277 of Town Law a performance bond is presented by the developer
in which he is given three years to complete improvements. There
is provision for extension with mutual consent of the developer
and the Planning Board.
Syloret Estates. Mr. and Mrs. Julis Hochman. $20,000 bond.
Rudolph Bruer, Esq., appeared a little later to represent Mr. and
Mrs. Hochman in this matter. They now reside in Florida. A
letter was read from the Hochmans requesting an extension of three
years in which to do the improvements. A letter is to be written
to the Hochmans informing them that it is the consensus of the Board
that performance should be made on the bond prior to the first of
the year. If not, the Board will go through the process of
recommending that the performance bond be called.

Land's End. $100,000 bond. Mr. Gillies, attorney for the
developer, called on September 24th and talked with Mr. Raynor.
Mr. Raynor suggested that a contract be executed within thirty
days to complete the improvements. The Board agreed with this
suggestion.
Paradise-by-the-Bay. $55,000 passbook. Mr. LsMorte, owner of
the property, and Rudolph Brner, Esq., his attorney, appeared.
Mr. LaMorte is heavily committed in the community as far as
investment is concerned, i.e. Keyfood Market in Cutchogue. He
requested au extension for three years because he is not in a
position to make performance on the bond. There are no lots sold
and none offered for sale. He has no intention of selling lots in
the near future. He is willing to post an additional amount to
keep up with increase costs. Mr. Raynor explained that he had
discussed this with Town Attorney Tasker and Mr. Tasker had
indicated that any extension over six months would be a problem
as he felt that was a reasonable time for an extension. Mr.
Bruer stated that in past years it had been the avowed purpose
of the Board to keep density down. He felt there would no harm
to anyone. If at some time in the future the ordinance is ever
changed to where the subdivision doesn't comply with any of the
rules and regulations and ordinances of the Town then the Board
should come forward. In this particular case there has been no
change in the specifications. Mr. Raynor will discuss this
particular case with the Town Attorney and Mr. Bruer will be
informed of the outcome.
0rient-by-the-Sea~ Section III.
On motion made by Mr. 0rlowski, seconded by Mr. Gordon, it was
RESOLVED to recommend to the Southold Town Board release of
the bond of the subdivision known as "Orient-by-the-Sea, Section
III" as recommended by the Planning Board Inspector, John W.
Davis, and agreed to by letter from Raymond C. Dean, Supt. of
Highways.
Vote of the Board: Ayes: Raynor, Gordon, 0rlowski, Latham
It is to be noted that a report has been received from the
Planning Board Inspector, John W. Davis, with a letter agreeing
with same from Raymond C. Dean, Supt. of Highways, regarding the
section known as "Orient-by-the-Sea, Section II" stating that all
work has been completed.
Pebble Beach Farms. John W. Davis, Planning Board Inspector,
has reported that all work is done in this subdivision with the
exception of the asphalt ramp at the entrance. The Board will
want an indication of when it is anticipated this work will be
completed.

On motion made by Mr. Gordon, seconded by Mr. 0rlowski, It was
RESOLVED to extend the time in which to meet the conditions
of approval of the subdivision to be known as "Richmond Shores at
Peconic" for 45 days.
Vote of the Board: Ayes: Raynor, Gordon, Orlowski, Latham
On motion made by Mr. Gordon, seconded by Mr. Latham, it was
RESOLVED to extend until January l, 1980 the time in which
the work must be completed on the subdivision known as "Sleepy
Hollow" at Southold.
Vote of the Board: Ayes: Raynor, Gordon, Orlowski, Latham
A letter is to be written to Leo Kwasneski, developer, end Grefe
Industries informing them of the above end including the report
of John W. Davis, Planning Board Inspector.
Inlet East Estates. A letter is to be written to Mr. Denis
inquiring as to whether the work has been completed so a final
inspection can be made.
On motion made by Mr. Latham, seconded by Mr. Gordon, it was
RESOLVED to extend until January l, 1980 the time in which
the work must be completed on the subdivision known as "Eli~ah's
Lane Estates, Section I".
Vote of the Board: Ayes: Raynor, Gordon, 0rlowski, Latham
Highlaud Estates. Richard Mohring and Bart Piscitello appeared.
The gentlemen requested an extension of a year. They have sold
five lots and have not had the money to proceed with the improve-
ments. They will start within 30 days.
Soundview Acres at Orient. Richard Cron is the attorney for Mrs.
Hornwood. Mr. Hornwood passed away on June 30th. Mrs. Hornwood
intends to keep the subdivision and requests a period of time to
see in which direction she will be going. No lots have been sold.

Town Harbor Terrace. Mr. and Mrs. Hoey appeared. They expect
the subdivision roads will be ready for a final inspection before
the end of the month. Mr. Raynor requested that the contractor
contact Mr. Davis as soon as he is finished for a final inspection.
On motion made by Mr. Gordon, seconded by Mr. 0rlowski, it was
RESOLVED that if activity has commenced in the subdivision
'Highland Estates" between this date and January l, 1980, the
Southold Town Planning Board will consider recommending to the
Southold Town Board an extension of time in which to complete
improvements.
Vote of the Board: Ayes: Raynor, Gordon, Orlowski, Latham
On motion made by Mr. Gordon, seconded by Mr. Latham, it was
RESOLVED that if activity has commenced in the subdivision
"Soundview Acres at Orient" between this date and January l, 1980,
the Southold Town Planning Board will consider recommending to
the Southold Town Board an extension of time in which to complete
improvements.
Vote of the Board: Ayes: Raynor, Gordon, 0rlowski, Latham
There being no further business to come before the Board,
Mr. Orlowski made a motion, seconded by Mr. Latham and carried to
adjourn the meeting. Meeting adjourned at 4:00 p.m.
