HomeMy WebLinkAboutPBA-07/21/2008 WORK SESSION AGENDA SOUTHOLD TOWN PLANNING BOARD Monday, July 21, 2008 at 4:30 p.m. 4:30 p.m. Site Plans and Subdivisions Site Plans Purita Winery SCTM#: 1000-51-3-4.11 Location: n/s/o Old North Road, approximately 286 ft. w/o County Road 48, known as 19110 Old North Road, in Southold Description: alteration and expansion of existing buildings into a new winery totaling 6,304 sq. ft. which includes 267 sq. ft. of office, 347 sq. ft. of retail, 3,249 sq. ft. of tasting room, 671 sq. ft. of storage area, 1,770 sq. ft. of production area and stone terrace with 25 parking spaces on a 3.7431-acre parcel in the A-C Zone Action: PB review Health Department (SPDES Permit) approved plan. Status: Final approval with conditions. Recommendations: The site plan approved by the SCHD is in conformance with the site plan approved by the Planning Board. Peconic Land Trust SCTM#: 1000-109-1-13.2 Location: 24385 NYS Route 25, Cutchogue Description: site plan for As Built 2,400 sq. ft 40'x60' metal building on a 42.1 acre parcel in the A-C Zone Action: Review site plan Status: New application Recommendations: Accept site plan and start referral process. Suggest a modified drainage plan to be submitted. In addition, applicant should submit a cross access agreement or documentation of ownership of R.O.W. to access the site. Sannino SCTM#: 1000-101-1-14.4 Location: 7495 Alvah’s Lane, Cutchogue Description: Request to build an Agriculture Barn for wine production outside the Building Envelope established by the Planning Board and agreed by the applicant as part of a prior 3 lot subdivision from 1990. The intent was to have a building envelope for each lot for the purposes of preserving farmland recommended by the County. Most recently this application came back before the Board for a modification for the location of the building envelope for lot in question. The current location is what was approved by the Board. Status: Site Plan Use Determination Recommendations: Review the intent of the open space set aside, and determine whether the Planning Board will allow a building outside the building envelope, and whether we concur that a site plan is necessary. N & J Management Company SCTM#1000-113-13-1.2 Location: 831' e/o County Road 48, on the s/s/o Westphalia Road, in Mattituck Description: new 42,757 sq. ft. greenhouse on an 18.75 acre parcel in the R-80 Zone Recommendation: Consider giving final approval of the site plan at the July 28 Special Meeting, pending Town Engineer’s written approval of newly submitted drainage plans. Subdivisions: James Creek Landing SCTM#1000-122-3-1.4 Location: west side of Main Road, approximately 280' south of New Suffolk Avenue, in Mattituck. Description: Subdivision of a split-zoned parcel into five lots where Lot 1 equals 40,686 sq. ft.; Lot 2 equals 33,007 sq. ft.; Lot 3 equals 44,986 sq. ft.; and Lot 4 equals 43,520 sq. ft. in the R-80 Zoning District. Lot 5 equals 77,747 sq. ft. and is located in the B Zoning District. The clustered open space is equal to 5.59 acres or 60% of the upland area. Action: Cross-access easement discussion Standard Subdivision of Karen Miller (Mazzaferro) SCTM#1000-63-1-12 Location: on the east side of Horton’s Lane, in Southold. Description: proposed standard subdivision to subdivide a 4.28- acre parcel into 3 lots, where Lot 1 equals 41, 994 sq. ft., Lot 2 equals 43,631 sq. ft., and Lot 3 equals 90, 023 sq. ft., in the R-40 Zoning District. Recommendations: Review new plat plan resulting from ZBA decision, and consider starting SEQRA coordination and Sketch Plan approval. 2 Standard Subdivision Blue Heron Farm & Preserve SCTM#1000-75-6-6.1 Location: This property is located at 4430 Main Road, Peconic, New York Description: This proposal is to subdivide a 24.2 acre parcel into four lots where Lot 1 is 80,000 square feet, Lot 2 is 80,000 square feet, Lot 3 is 80,000 square feet and Lot 4 is 84,000 +/- square feet, excluding the wetlands and open space. This parcel is in the A-C (Agricultural Conservation) Zoning District. Recommendations: Yield map is not acceptable as proposed. Standard Subdivision for Sterling Harbor Inc. at Bayview SCTM#1000- 88-2-15 Location: on the n/s/o Main Bayview Road, 300.21' e/o Midland Parkway in the Agricultural Conservation Zoning District (A-C) in Southold Description: standard subdivision to subdivide a 14.1529-acre parcel in the A-C zone into five lots where Lot 1 equals 49,652 sq. ft., Lot 2 equals 41,302 sq. ft., Lot 3 equals 42,550 sq. ft., Lot 4 equals 41,056 sq. ft. and Lot 5 equals 410,845 sq. ft. and includes a 40,944 sq. ft. building envelope and a 369,901 sq. ft. preserved area. Recommendations: Notify applicant that construction work prior to final approval is not allowed by Town Code. 3
