Present Were: Don Wilder, Chairman Jack McGreevy, Member James Eckert, Member Doug Hardy, Member Glen McNab, Member Scott Worth, Student Member Lauren Standish, Secretary Absent Were: Chris Kempner, Member Peter Young, Member Jacob Smith, Student Member Bob Ghosio, Trustee CALL TO ORDER Chairman Don Wilder called the meeting to order at 5:30 PM REPORTS Don Wilder -Code Review Jack McGreevy -Stewardship of Town Lands Doug Hardy -Public Trust & Best Practices for Shoreline Treatment Peter Young - LWRP Glen McNab -Maintenance of Town Preserves (trains, invasive plants, etc.) APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by James Eckert, to Approve the Minutes of May 14, 2008. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Doug Hardy, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of KEVIN GALLAGHER to install a Bio- Log System (with fill and native plantings) within two (2) separate areas along the southern shoreline of subject property in order to prevent any further erosion thereon. Located: 40 Beechwood Lane, Southold. SCTM#70-10-62.1 Inspected by: Doug Hardy, Jack McGreevy The CAC Supports the application however questions the use of Bio-Logs and their 5-year life span, as the best method for erosion control. The CAC recommends the area be encircled with a low-sill bulkhead as an attempt to control erosion. This is a sensitive area because of the unusual quantity of marsh mallow. Vote of Council: Ayes: All Motion Carried Moved by Glen McNab, seconded by James Eckert, it was RESOLVED to NOT SUPPORT the Wetland Permit application of ARNOLD BLAIR for the as-built log gazebo and to re-vegetate a cleared area. Located: 4660 Vanston Rd., Cutchogue. SCTM#111-10-15 Inspected by: Glen McNab The CAC does Not Support the application because there has been extensive excavation and clearing of the vegetation and there is a potential for erosion. The CAC recommends the area be restored. Vote of Council: Ayes: All Motion Carried MICHAEL 8 SUSAN JEFFRIES to install an in-ground swimming pool 56.6' from the top of the bank and terrace with a low brick retaining wall 45.6' from the top of the bank. Located: Private Rd., Fishers Island. SCTM#1-2-11 The CAC did not make an inspection, therefore no recommendation was made. Moved by James Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of THOMAS & ANDREW ZOITAS to install an in-ground swimming pool, patio, and landscaping within 100' from the top of the bluff, retain a 30' non-turf buffer and construct beach access stairs. Located: 6255 North Rd., Greenport. SCTM#40-1-7 Inspected by: James Eckert The CAC Supports the application with the Condition of a 30' non-disturbance buffer and a plan be submitted to control erosion underneath the proposed beach stairs. Vote of Council: Ayes: All Motion Carried Moved by Glen McNab, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of 2000 BROADWATERS LLC to replace the existing two-car garage with a new single-family dwelling with deck, terrace, sanitary system, lawn area with retaining walls and path to dock, and drywells to contain roof run-off. Located: 2000 Broadwaters Rd., Cutchogue. SCTM#104-9-12 Inspected by: Glen McNab The CAC Supports the application with the following Conditions: • The retaining wall is removed from the plans because it would change the flow of water and adversely affect the neighbor's property; • There should be no change to the woodland to wetland habitat and plant habitat; • No change to the existing grade; • No lawn or disturbance to the FEMA flood line; • Limit the number of trees to be removed; and • The installation of a line of staked hay bales prior to construction activities. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of GEORGE BALDWIN to install 8' of bulkhead on each landward end of the existing bulkhead above AMHW. Placement of 24 If. of gabion baskets landward of AMHW to provide shoreline stabilization. Located: 1045 Island View Lane, Greenport. SCTM#57-2-21 Inspected by: James Eckert Vote of Council: Ayes: All Motion Carried SHUT CHING CHEN to construct an addition to the existing dwelling, abandon existing well and cesspool, install a new septic system and raise grade level to elevations 9.4' and 10.2' when excavation spoil and top soil is replaced after installation, and connect to public water service. Located: 7433 Soundview Ave., Southold. SCTM#59-6-5.1 The CAC did not make an inspection, therefore no recommendation was made. Moved by Glen McNab, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of JOSEPH 8 JUNE IAVARONE to demolish the existing dwelling construct new dwelling 75' from the bulkhead and install a new sanitary system more than 100' from the bulkhead. Located: 405 Woods Lane, Peconic. SCTM#86-6-4 Inspected by: Glen McNab 4 The CAC Supports the application with the following Conditions: • A 20' non-turf buffer; • Drywells & gutters are installed to contain roof run-off; • The old cesspool is abandoned; • The driveway is relocated to the left side of the property in order to avoid removal of trees, and the driveway is pervious; • The removal of trees above 8" DBH is limited. Vote of Council: Ayes: All Motion Carried Moved by Glen McNab, seconded by Doug Hardy, it was RESOLVED to SUPPORT the Wetland Permit application of ANNE RENGANESCHI to construct approx. 112 linear ft. of vinyl bulkhead in place of existing timber bulkhead and backfill with approx. 25 cy. clean sand from an approved upland source. Located: 2005 Westview Dr., Mattituck. SCTM#107-7-4 Inspected by: Glen McNab, Doug Hardy The CAC Supports the application with the Condition of a 12' non-turf buffer, the bulkhead aligns with the neighboring properties on both sides, and provisions are made for public access. Vote of Council: Ayes: All Motion Carried Note: The CAC observed a drainage pipe coming from the c/o Westview Dr., and running through this property to the water. Moved by James Eckert, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion permit applications of IAN & AMANDA MORRIS for the pre-existing 16.8'X 17.8' attached deck; pre-existing 11.3' X 14.4' deck; and pre-existing timber stairs and platforms on the bluff. Located: 1595 Aquaview Ave., East Marion. SCTM#22-2-4 Inspected by: James Eckert Vote of Council: Ayes: All Motion Carried Moved by Glen McNab, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of STRONG'S MARINE, INC. to construct approx. 344 If. of vinyl bulkhead in place of existing timber bulkhead; remove +/-4' & +/- 31' northerly sections of existing timber bulkhead and construct +/-30' of new vinyl bulkhead landward thereof (excavate approx. +/-20 cy. of material from between old and new walls to a depth of -2'ALW); maintenance dredge (to a max. depth of -5' ALW) approx. 390 cy. spoil from area up to 20' off bulkhead; reuse approx. 75 cy. excavated/spoil material as backfill and truck remaining +/-335 cy. of material offsite to an approved upland source; reconstruct platforms and ramps attached to bulkhead; and replace existing paved parking and gravel walkway areas behind bulkhead. Replace/upgrade existing fuel tank and pumps with 6K gasoline tank and 2.5K diesel tank. Located: 2402 Camp Mineola Rd.,Mattituck. SCTM#122-9-6.2 Inspected by: Peter Young The CAC Supports the application with the Condition the tanks are enclosed is a concrete (bath- tub) large enough to hold the volume of both tanks. Vote of Council: Ayes: All Motion Carried BAYVIEW PACIFIC, LTD C/O PATRICK MCCARTHY to remove the enclosed porch attached to the existing dwelling and construct an 18'X 34'9" addition in same location and a 15'X 34'9" deck. Located: 1100 Pine Ave., Southold. SCTM#77-3-1 The CAC did not make an inspection, however the council does Not Support any further encroachment to the water. DISCUSSION AND RECOMMENDATIONS OF APPLICATIONS TO AMEND PERMITS SUSAN MAGRINO DUNNING to Amend Wetland Permit #6257 & Coastal Erosion Permit #6257C to demolish the existing single-family dwelling and rear deck/steps, and construct a new single- family dwelling, rear decking, swimming pool and hot tub. Located: 925 Stephenson's Rd., Orient. SCTM#17-1-2.1 The CAC did not make an inspection, therefore no recommendation was made. ANTHONY & GIUSTINA IENNA to Amend Permit #2069 to replace the existing dock with a fixed timber dock, consisting of a 3'X 21' fixed catwalk; 3'X 14' hinged ramp; and 6'X 16' float secured by (2) 6" dia. pilings. Located: 500 Glenn Rd., Southold. SCTM#78-2-3 The CAC did not make an inspection, therefore no recommendation was made. JOANN WALKER to Amend Permit #6470 to eliminate the proposed pool deck, change the end of the proposed addition to the dwelling from round to square, and inkind/inplace repair of the existing beach stairs, beach cabana, wood platform and roof over wood platform. Located: 290 Town Harbor Terrace, Southold. SCTM#66-1-33 The CAC did not make an inspection, however recommends a separate wetland permit application be submitted for the shoreline structures. Moved by Jack McGreevy, seconded by James Eckert, it was RESOLVED to SUPPORT the Amendment application of BRUNO FRANKOLA to Amend Permit #5999 to construct an 8'X 16' deck with stairs to grade located 49' from the wetland boundary, and to extend the length of the two existing concrete retaining walls by 10' each, located 53' and 70' from the wetland boundary. Located: 840 Northfield Lane, Southold. SCTM#71-1-19 Inspected by: Jack McGreevy Vote of Council: Ayes: All Motion Carried The next meeting of the Conservation Advisory Council has been set for Wed., July 16, 2008 at 5:30 PM at Down's Farm Preserve.
